RESOLUTION NO, 82-56
A RESOLUTION OF THE COUNCIL OF THE CITY OF RENAI, ALASKA,
AWARDING A CONTRACT TO SOUTHCENTRAL COMMUNICATIONS CO. FOR RADIO
MAINTENANCE FOR FY 82-83 IN THE AMOUNT OF $16,818.
WHEREAS, on June 3, 1982, bids were opened for radio maintenance
for FY 82-83, and the following bids were received:

WHEREAS, Southcentral Communication's bid offers the City the
advantages of faster response time for service calls and
convenience in dealing with a local vendor and a cost of only $78
per year over the lowest bid, and
WHEREAS, adequate monies have been appropriated in the 1982-83
budget for this expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
RENAI, ALASKA, that a contract be awarded to Southcentral
Communications Co. for radio maintenance for FY 82-83 in the
amount of $16,818.

of June, 1982,

SUBJECT: Radio Maintenance Contract
DATE: June 3, 1982
Radio maintenance bids were opened on 6-3-82 at 10:00AM. There
were two bidders:
1. South Central Communications:
Total bid was $16,818. per year or $1401.50 @ month
a) $12,950. per year ($1079.17 @ month) to be charged against
General Fund Communications Repairs and Maintenance.
b) $3868. per year ($322.33 @ month) to be charged against
Vlater and Sewer Fund for maintenance of in -track system
and 8 status units.
South Central bid on additive alternate for maintenance of
Departmental at the rate of $125. @ month or $1500.

2. Motorola - Bid #1 dated 5-24-82:
Total bid was for $2040. @ month or $24,480. per year.
No break -down is given between General Fund Communications
and Water and Sewer Fund.
Motorola declined to submit a bid on the additive alternate
maintenance of radar units.
3. Motorola - Bid #2 dated June 1, 1982:
Total bid was for $1395 @ month or $16,740. per year.
No break -down is given between General Fund Communications
and Water and Sewer Fund.
Motorola declined to submit a bid on the additive alternate
maintenance of radars.

Recommendations:
1. South Central Communications be awarded the contract for main-
tenance of the City's radios for the amount of $12,950. per
year.
South Central Communications be awarded the contract for main-
tenance of the City's {Pater and Sewer In -Track system and 8
status units for the amount of $3868.
Total bid award to South Central Communications in the amount
of $16,818. per year.
2. The award of the additive alternative for maintenance of the
radar equipment not be given at this time. South Central has
agreed to a 60 day extension of their offer during which time
this option could be exercized. '
Justification:
1. South Central's bid is lower than Motorola's bid #1.
2. While Motorola's bid #2 is $6.50 @ month (.40) lower than
South Central's, it does not meet the one hour emergency re-
sponse time for service of base stations on consoles. It
addresses the rationale for this requirement by offering to
provide three back-up base stations.
3. South Central Communications has a local facility and main-
tenance staff. Motorola is located in Anchorage with no local
facilities or staffing. Motorola would be providing mainten-
ance services by having repairmen responding from Anchorage
to handle service calls and routine maintenance. Fast service
provision and convenience in dealing with a local repair center
are key factors in this recommendation of award of bid to South
Central.

Attention: Radio Maintenance Bid
MOTOROLA COMMUNICATIONS AND ELECTRONICS, INC. is supply-
ing an ALTERNATE Bid in conjunction with our first Bid
dated May 24, 1982.
Our Alternate Bid is to comply more realistically to spec-
ifications Number 4 and Number 8.
Motorola will furnish a new 3 Frequency base station with
remote control to console on the 3 major Frequencys as
requested by Chief Ross; for emergency in the event
any of the 3 base stations should fail.
This base and remote will be owned by MOTOROLA, but will
be utilized by the City at no charge as long as MOTOROLA
is maintaining the system under maintenance contract.
DHL Pouch Service will be furnished by MOTOROLA for all
portable units in need for repair to Anchorage Service
Shop and return.
This Bid will not include batteries and antennas and we
also do not wish to bid on alternate units listed under
eneral Fund. Model HR12 and 715.
MOTOROLA will install and deliver extra base and remote
45 days after bid is awarded.
Total cost per Month - $1,395.00

We do not accept to bid on the alternate units listed
under General Fund but would assist in having these
units calibrated and repaired on time and material basis.
Our bid per month on the rest of the system is:
$2,040.00 per month
This will not include batteries or antennas on listed
equipment.

Dear Sir,
Southcentral Communications proposes to maintain your
radio equipment as outlined in your "Radio Maintenance
---- Contract Bid" for the period of July 1, 1982 through June
30, 1983.
_ The cost of the proposed contract will be $1,401.50 per
month for a total of $16,818.00 for the year. Yearly
costs are broken down as follows:
General Fund $12,950.00
Water and Sewer Fund 3,868.00
In addition, the Additive Alternate which is not included
in the above yearly cost, will be $125.00 per month for a
total of $1,500.00 for the year.
