CITY OF KENAI
RESOLU7CION NO. ?9-40
WI~REAB, the Seward Highway is the only rosd link between Anchorage and the
Kenai Penineula; and
WI~AEAS, the Seward Highwaq is the umbilical cord of both Anchorage and the Kenai
Peninsula in that vital supplies are moved over it; and
WHEAEAB, freight rates maq be incroased to compensate for the overtime and addiHonal
expenses required in making deliveries; and
W~:REAS, the Kenai Peninsula serves as one of the State's leading year-round recreaHonal
and tour~st attractions to both resident$ and visitors alike; and
WHEIiEAB, severe disruptions of the State highway system during the summer months will
frustrate many vieitors snd stimulate a negative attitude ~ward Alaska end the Kenai
Peniasuls er~ a travel destination; and
WHEREAB, a subetantiel part of the economic base of the Kenai Peninsula relies upon summer
highway traffic: end
WAEREAS, the people of the Kenai Peninsula were not given adequate consideration or an
o~portunity to participate in public hearings, environmental impact studies or appraisals,
nor the public clearing house procese; and
WHEKEAS , long delays can be eneountered even when the highwaq is scheduled to be open;

WI~REAS, the present publicity promotes the Seward Highway as "CLOS~D" and not as
"OPEN" . The psychological result of such publfcitq creates confueion as to conetruction
schedules and a generally negative image of travel conditions; and
WHEIiBAS, the construetion and maintenance projects slated for the Seward Highway are
necessary and will encourage inereased travel to the Kenai Penineula to the economic
bRneHt oi both residents and the 3tate; and
WI~REA$, the transportation of periehable goods, especie~lly fish producte and grocery
items, will be seriouslq impeded by the schedule of road closures now being planned by
the contractor.
NOW. THE1tEFOAE, BE IT AESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALA3KA
that the (iovernor, the Legislature end the Department of Trensportation of the 3tate of
Alaska be hereby urged to continue the present construction project from mile 111.0 to 115.2
on the Seward Highwaq, but to insure thet the inconvenience and restrictions to traffic
flow be kept to a minimum . We respectfully urge the following modifications be made in the
road closure schedule ~eginning May of 1879 and continuing until the project's :ompletion:

BE IT FURTI~A AE~OLVED that efforts will be made by the Department of Transportation,
State oi Alaska, to publish the dailq road schedule in a prominent place in all Anchorage
and Renai Peninsula newspapers, that Qqers be prepared for distribution to visi~or infor-
mation eenters throughout the 3tate. end that public service announcements be placed with
broadcastiug stations arithin the egected sxea as to the "OPEN" hours. Local phone contacts.
with updated road schedules, should be maintained by the c~ontractor or an appropriate State

In ltght ot the impact of this project and future projects of a similar nature, the Deparqnent
oi Transportation ia respectfuliy requested to perform an economic impact studq to determine
the etfects ot prolonged road closures on the Kenai Peninsula. ..
