T0: JOHN WISE, CITY MANAGER FROM: RICHARD ROSS, CHIEF OF POLICE SUBJECT: TRANSFER OF FUNDS - JAIL BUOGET DATE: JUNE 14, 1979 ~ ~; As per our conversation on June 13, 1919, request is made for transfer 52,100.^~ from Operating Supplies in the jail to Buildings in the jail account. This transfer is nPcessary to provide for insulating the exterior concrete blocks of the 3ai1 with 2 inches of insulation. Mr. Hackney has recoimiended this be done before next winter. Justification 1. t4aintain heat comfort of the 3ai1 at a satisfactory level. At present on extr~mely cold days the lower bunks in the cells are almost unusuable because of floor level temperatures. 2. Reduce, to some extent, the demand on the boiler system in the Public Safety Building. In 1978 - 1979 extensive repair of circulating pumps was required. Si ncerely , c ar ss` ~~.
