CITY OF KENAI
RESOLUTION N0. 78-12
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI REQUESTING ASSISTANCE
FQR A FLOOD HAZARD STUDY OF THE CITY AND DIRECTING THE CITY MANAGER TO
PURSUE THIS STUDY TO DETERMINE POSSIBLE OBLIGATIONS OF THE CITY OF KENAI.
WHEREAS, the Kenai City Council recognizes the development of the Kenai
area is accelerating in regard to additional subdivisions as well as
street and road improvements, and
WHEREAS, some subdivisions have included in their lot areas the drainage
ditches which now exist, and
WHEREAS, some of these areas are the primary drainage for the area
surrounding the subdivision, as well as within the subdivision, and
WHEREAS, development of the roads and streets is continually altering
and diverting the natural drainage pattern, thus creating flood hazard
conditions, and
WHEREAS, there is no study of the natural drainage nor the potential
effects of alteration of the drainage and how best to alter the drainage
in order to minimize the pc~ssitility of flood hazard conditions, and
WHEREAS, the U. S. Soil Conservation Service will provide a flood hazard
survey as a part of its services to the community.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Kenai,
Alaska, that the Council hereby makes a request to the Kenai-Kasilof
Soil Conservation Sub-District to assist the City in a flood hazard
study and plan for the Kenai area.
BE IT FURTHER RESOLVED that the City Manager is directed to pursue this
matter with the Soil Conservation Sub-District to determine the obligations
of the City, if any, in such a plan development.
