RESOLUTION NO 78-217
A RESOLUTION OF THE COUNC'tL OF THE CITY OF KENAI, ALASKA
AUTHORIZING AN ADJUSTMENT IN MANNING LEVELS IN THE KENAI
POLICE DEPARTMENT.
WHEREAS, Ordinance 415, the 1978-1979 annual budget establishes
funding, numbers of personnel and distribution by grade of
personnel by department, and
WHEREAS, the Chief of Police has requested an adjustment of
grade distribution,
~ NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
KENAI, ALASKA that the staffing of the Kenai Police Depaf~itent
~ be adjusted as follows:

Patrol Sergeant's Position

Pequest that a second Patrol Sergeant's position be authorized within
the Kenai Police Depa..t. This would be accomplished tIuYxbgh
upgrading of a currently authorized patrol position. There are
presently sufficient funds in the Personnel Services of the Police
Department budget to accatplish the pY+oposed reclassification.
Justification
1. The Lieutenant's position presently sesvies as operations oomnarder
affi with principal. respo;ie9bilities far the criminal itn~stigations
function. In addition, at present, he must also fill the field
supervisary role of a Patrol Sergeant. This is no longer deemed
acceptable for the following r+easa:~s:
a. The part 1 crime rate is presently averaging a:e per day in
Kenai. In additiari, major ~.,~Ai;~ and other crime categories
(i.e. white collar, drugs, etc.) are at a ]revel that require
mare conoerhed investigative supervision and follati~-up than in
the past.
b. Present shift scheduling of the Lieutenant's pcsitiai is dioytated
by the necessity that he must also serve as the shift field
supervisor. This directly conflicts with the requi~ents of
Clourt and District Attornelr's liaison required on the increasing
rnmber of majar crime ~ filings. It is also in direct conflict
with the scheduling required to effectively carry out the imresti-
gations functions. (Patrol supervisory fimotions of the shift
supervisor mandate scheduling, ~p~~iy adjured, between
4 P.M. - 5 A.M. f Irn~stigatioa:s and inviestigation supervisory
functions, to be effective, mtiandate scheduling within the
8 A.M. - 10 P.M. scheduling tame frame).
2. The prese>it dual role assignment of the Lieutenant's position has
also resulted 3.n l~s than desirable patrol shift supervision far the
following reasons:
a. Sd~aduling necessary to meet to the investigations, Court and
D.A. responsibilities has resulted in lack of adequate shift
supervision.

b. Patrol enforcement plaruii.ng and implementation have riot been
adequate for lack of time for adequate incident report analysis
for frequency and distribution. Z4ris is a major responsibility
of the shift supervisor (Patrol Sergeant).

of personnel. More in depth analysis of present supervisor utilization
and jab description can be made available upon request.
