RESOLUTION NO. 77-6
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
RELATIVE TO A PETITION RECEIVED WITH RE(aARD TO THE ESTABLISHING
OF A DIFFERENTIAL TAX ZONE .
WHEREAS, the City Council of the City of Kenai received a petition relative
to the establishing of a differential tax rate for services received , and
WHEREAS , the City Council conducted a Council work session to discuss the
petition , and
WHEREAS, the City Council, in a regular session following the work session,
further discussed the petition and then deferred action .
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Kenai, Alaska,
that:
1. In essence the level of a given service varies by district, neighbor-
hood or section. A given service msy well be of greater benefit to one area thus
of lesser benefit to anther. Yet, overall, a balance may well be achieved.
2. Details of level of a given service are diKfcult to establish equitably
and to do so could well be more costly to establish than the benefit allocated by a
differential tax rate one area to another .
3. Once a given differential tax rate were to be established, the confusion
and administration required for continual update would create additional ciMzen
dissatisfaction .
BE IT FURTHER RESOLVED that the Council of the City of Kenai declines to expend
further time, effort and public monies in behalf of the petition for a differential tax
rate.
