HomeMy WebLinkAboutRESOLUTION 1977-07._ CITY OF KENAI RESOLUTION NO. 77-7 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA., URGING THE STATE OF ALASKA TO MAKE FUNDING AVAILABLE FOR THE CONTINUATION OF THE KENAI MENTAL HEALTH CENTER . WHEREAS. the Central Peninsula Mental Health Association, Inc. has initiated a Mental Health Program for the Kenai Peninsula, and WHEREAS, the Central ?eninsula 114ental Health Association, Inc. as anon-profit organization has adopted a sliding fee scale to ensure availability to all who are in need of such services, and WHEREAS, such fees are insufficient to meet the Central Peninsula Mental Health Association's budget needs . NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the Governor of the State of Alaska, Jay S. Hammond, the Kenai Peninsula Legislative Delegation and the Kenai Peninsula Borough Assembly be hereby petitioned in behalf of the Central Peninsula Mental Health Association , Inc . to encourage funding for this very worthwhile activity . O Box 397 --- Kenai, Alaska 99611 ---- (907) 283-7301 A Request for Support for our 1977-1978 Budget From Helen Fisher, president Representatives from the Central Peninsula Mental Health Association, Inc. have been invited to Juneau this week of January 17, 1977 to work with the Legislature on funding for our local Mental Health Center. We need your help and support in the form of a letter to Governor Jay Hamrond, Pouch AA, Juneau Alaska, with copies to our Legislators: Senator Clan Tillion, Representative Hugh Malone, and RepLesentative Leo Rhodes, all of Pouch V, Juneau, Alaska. We would like these ]etters to arrive in Juneau during the week of Januar,• 17, if pwsible. If you, your agency or business uses our services in any way, we would appreciate you telling the governor of this, not personal pervices, but those which tell him of our expanding population and the accompanying problems in the mental health field. In October of 1976 the Central Peninsula NMaztal Health Association, Inc officially opened a Mental Health Center in two offices donated by the Kenai Native Association. We received a $30,000 grant fran the State; we made nearly $2,000 on an Arts and Trade Fair which was used to pay for malpractice and liability insurance, and many people have donated their time, efforts and money for the Center. By December we had out gmHm the donated offices, and we have entered into a lease agreement for the building next door wHirh was the old Air Force Library at Wildwood. It is exactly suited for our needs with a variety of offices and a large roan for meetings, workshops, and counseling groups. The rent is very reasonable, but the rent was not included in our gr~ar-t for this year so we are using our funds very carefully to manage this. A clinical-psychologist, Dr. Lee Maxwell, has been hired to be the director and c].ini.cian. Another full-time employee, Marcia Ward, is our executive assistant who keeps track of eeople, their appoinfat~ents, does miles of red tape, typing, filing and sore incidental counseling. She also maintains a vigilance on the budget. We have been using the services of Dr. Hal Sexton, the psychiatrist fran HontPx. In addition, one counselor, Jean McDowell, is paid both by the center and by the University of Alaska on a Year for Action stipend. She has also donated a considerable amount of time. As president of the association I have done some adninistrative duties as needed, ith the I.R.S to achieve tax exempt status, and in addition, I pan the Center's representat ve to the s oo , an donated time. We extend services to the following agencies, either in testing, counseling or other services: The ten schools that make up the Central Peninsula a.~-ea, Division of Corrections, Office of Vocational Rehabilitation, Public Defender, Division of Faanily and Children Services, Kenai Peninsula Cam~unity Care CentAx, Kenai Health Center, Cook Inlet Council on Alcoholism, K.N.A., Cook Inlet Native Association, and Alaska Native Health Services. We are able to provide services for sane of these agencies that has previously been done in Anchorage. We are capable of serving these agencies in this area, but wP need the funding to provide the testing materials, office equipment, and secretarial assistance to sustain and improve these services. We operate on a sliding fee scale of payment for our services, which makes them available to everyone who needs them.
