RESOLUTION NO. 77-61
BE /.T RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA ,
THAT THE FOLLOWING TRANSFER OF MONIES BE A4ADE WITHIN THE
1976-77 GENERAL FUND BUDGET .

The purpose of this resolution is to transfer monies within the Police
Department Budget to cover expenses of a Training Officer Instructors
Course in Anchorage and the Annual Chiefs Conference and Police Standards
meeting in Ketchikan .
PASSED by the Council of the City of Kenai, Alaska, this 4th day of May, 1977.

SUBJECT: REQUEST FOR TRANSFER OF FUNDS
April 18, 1977
Request transfer of three hundred dollars ($300.00)
from Police Department Operating supplies to Police
Department transportation budget.
This transfer is necessitated in order to cover
expenses of two more school-conferences as follows:
1. Training Officer Instructors Course of
5 days in Anchorage $230.00
2. Annual Chief'e Conference and Police
Standards meetings of 5 days in
Ketchikan. $435.00
Present fund balance in this account is $383.00
Attached is an acco:3nting of activities conducted
under this expenditure category during the pre-
sent fiscal year.

given to officers not covered by LEEP. $120.00

Costs for training schools shown above are low because of
supplemental State and Federal funding applied for and re-
ceived. This is also true of Educational Tuition costs
which during Academic year 76-77 have been totally covered
by Federal monies.
Anticipated decreases in these supplemental funds resulted
in increased budgetory request in this category for ?7-78
fiscal year.

TRANSPORTATION/TRAINING EXPENDITURE JUSTIFICATIONS
Continued Administrative and Legislative support for support of
advanced officer training received at schools outside local area
is justified for the following reasons:
1. Training opportunities, as well as local educational oppor-
tunities, made available to the officers have resulted in
greatly reduced turnover as officers realized they could
continue career development and advancement with KPD. This
~ has resulted in considerable cost savings to the City.
2, fRith retention of qualified officers, and advancement of
their expertise through training, the citizens of Kenai have
benefited measurably in areas of crime suppression, crime
' resolution, and general service provided. The overall ef-
fect has been that the professional image of the department
has been enhanced and has contributed to officer retention.
3. To date forty-one man days of specialized training have been
received outside the local area (with exception of one 10
week school, for which the officer signed a 2 year continued
employment contract). Through reduced turnover in the last
two years this is a drastic reduction from the 4-8 man months
~ expended annually from 1972 through 1974 in sending officers
to basic police academies.
These forty-one days were not all chargeable to the available man-
hours of the department. A high proportion was on officers days off,
for which no additional compensation was paid, or time off given.
