L ~ ,• . ~~ CITY OF KENAI RESOLUTION NO. ?7-127 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING A CONTRACT BETWEEN THE CITY OF KENAI. AND REDI ELECTRIC FOR REPAIRS & MAINTENANCE OF THE CITY STREET LIGHTS . WHEREAS, the City has requested bids for a twelve month contract for the repairs and maintenance and aone-time inventory of the seventy-four luminaires, and WHEREAS, the City received one bid for these services, and WHEREAS , the operation of this lighting system is desirable for public safety , and NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI that Reds Electric is hereby retained as the firm to maintain the seventy-four luminaires with the understanding that the specified inventory and annual maintenance be accomplished simultaneously . BE IT FURTHER RESOLVED that the one time inventory and annual mafntenance cost not exceed ;10,000 and repair cost will be billed at flee rates specified by the proposal as amended by Redi Electric, Inc. letter of nctober 21, 1977. Labor charges: a) The first man called out is a local resident and his time starts when he leaves Soldotna. b) The second man, if required, will be dispatched from Anchorage. He is paid travel time from Anchorage, normally 1 hour each way. Also, he is paid $36.00 per diem for each night that he is re- quired to stay over. Both the travel costs and per diem are subject to 18% markup to cover our overhead and profit. c) When a hand is called out fora short trouble call, a minimum billing of two (2) hours will be charged. 2. {Ve have included in our flat fee quotation for inventory, travel time. T~~e repair and maintenance of seventy-four (74) luminaires on the Kenai Spur Highway, from the Kenai Central High School through the transition from four lanes to two lanes at Evergreen Street, including two luminaires at the intersection of Kalifonsky Beach Road and the Kenai River Bridge Caossing. 2. A one-time inventory within ninety (90) days of award of contract of existing facilities including, but not limited to, the following: (1) Location of poles ~ (2) Pole numbers 3 Manufacturer, model and part numbers of poles 4) Location and complete description, including manufacturer, j model and part number of the mast arm, luminaire, ballast, reflector, lamp and wattages. ~ All repair and maintenance will comply with the City of Kenai . Street Lighting Repair and Maintenance Procedures, a copy of which may be obtained at the City of Kenai Administrative Offices in ., _.~ the Kenai Municipal Airport Terminal. ~ Sealed bids will be received by the City of Kenai at the office of ~ the City Clerk located in the Kenai Municipal Airport Terminal, P. 0. Box 580, Kenai, Alaska 99611, until September l9, 1977, 2:00 p.m., and bids will be opened at that time. ~ . PUBLISH 9/7 &. 9/14, 1977 ~j ~-- __` _~ ~- -r :may CITY OF KENAI STREET LIGHTING REPAIR AND MAINTENANCE PROCEDURES ' LIGHTING Contractor I. Maintenance Operations All highway lighting units shall be maintained so that they operate in an efficient and reliable manner. Maintenance shall consist of, but not be limited to: A. Cleaning the entire optical units, reflector, refractor, gaskets, housing and lamp annually, with approved mild soap, detergent or cleaning compound, at least once per year and as often as necessary to maintain adequate illumination; B. Relamping, when lamps have xeached their rated life to burn out, based on 3,600 hours of average annual illumination or before; C. Replacing or repairing damaged control center parts or damaged lighting unit parts so as to make the unit fully serviceable, properly aimed and efficiently ~ operable upon notice as indicated in Sections II and ~ III, below; ~ D. Checking of slip bolt base torque at least once every year, and inspection of all bolts for slippage and tension every year, including tensioning, replacement or adjust- ment as may be necessary to insure a fully operable installation. II. Notification of Outage ~ The contractor maintaining the highway illumination system ~ ~ shall be responsible for restoring outage systems and other .! equipment failures, except knock-downs, to use within forty -eight (48) hours of notification. Notification will be in writing by the Director of Public ti4orks of the City of Kenai . III. Notification of Damage (Knock-Down) The contractor maintaining the highway illumination system shall be responsible for returning damaged luminaires to full use within thirty (30) days of notification. ~ ~~ ~ ' .' ~• ~ ~ Notification shall normally be by telephone to de-energize / the base and proceed with repair or replacement as needed. De-energization of a damaged pole shall be accomplished as soon as possible as an emergency condition. i IV. Temporary Replacements Temporary replacements may be necessary due to extensive damage to many lighting units within a system. Such temporary replacement shall be installed by the contractor to preserve the continuity of a lighting pattern and to highlight an area of discontinuity in the roadway. Such replacements shall not be allowed to remain in place for longer than thirty (30) days. The City may order such temporary illumination systems to be installed by the contractor and such systems may not be installed by the contractor without express permission of the City. A. At such time as additional lighting is added to the existing system, said additions will become a part of this contract by way of a formal letter from the City to the contractor. V. Accounting Records __ The contractor maintaining the highway illumination systems shall keep accurate records to show: 1. The salaries and wages of all personnel used by the contractor to organize, to coordinate or to actually accomplish any maintenance, and the actual days and hours of all work done Sy such personnel, and the unit cost at which such personnel are billed; 2. The purchase cost and operation charges or rental charges for all equipment used by the contractor in its actual work on the illumination system and the actual days and hours of all such work and the unit cost at which such equipment is billed. These records shall be accessible to the City at all times and copies of the appropriate records shall accompany all billings to the City. All bills will be submitted to the City on a monthly basis. Accurate records shall also be kept by the Contractor showing the cost of materials.
