The subject project is rapii9ly drawing to completion. Well #2
is oompleted except for same very minor details and some
eoatrol adjustments which actually comes under operating
procedure and will have to be corrected over a period of time.
Well Bl is open and is now being rehabilitated. As of this
date the pump and piping on Well';1 have been pulled from the
wells the television inspection of the inner oaring is completed:
the roof has been insulated. ; ';;.~ "'~ » .
The television inspection demonstrated a very loose fit on the
screen-well packer. Harold Galliett was present during the
inspection which took place on Sunday, October 9, 1977. The
decision, made upon the completion of the television inspection,
Mar that the gacker had not been.,properly :wedged and that in
order to completely rehabilitate -the wall before development
aRd teat gumpinq the gacker must"be'swedged. Evidence indicates
that this is the area where the sand has been flowing into the
Mell and thereby being pumped -into the storage tank and water
distribution system. This constitutes a major repair and will
require additional monies to cover it.

The action decided upon with the packer was based on an analysis
of the television pictures and due to the inability of the
camera to give us an absolutely clear picture (silt and debris
iES the waterH this is the best canciusion that could be made.
The :wedging of the packer is not a guarantee that the problem
Mill be resolved. However, it is Mr. Galliett°s feeling, and
mine also, that this is the problem area and Mr. Galliett feels
,that the awedging has a good possibility of curing the problem.
The monies to correct this situation will be investment based
on available engineering data tTV camera inspection) but does '
Rot incur any guarantee that this will completely cure the
problem. The packer 1n its existing condition shows a poor
quality of workmanship and.compietion by the contractor that
placed the screen and pipe. This is also a supposition because

not have enough details from the original contractor or
a work to make a complete accusation. The poor quality is
ely art analytical conclusion based ort knowledge of what should
have been done and the results of the recent television inspection.

be extended. However, I anticipate that this project will be
