WHEREAS, it is und.erstood the Alaska Department of Highways intends application of the herbicide 2,4-D to rights-of-way on the Kenai Peninsula in 1974; and ~~fHEREAS, serious questions have been raised about the effects on moose or other wiidlife which could be expected ta be food for Kenai Peninsula residents; and WHEREAS, the Advisor~ Panel on Teratogenicity (birth defects) of nesticides questioned use of 2,4-D in a 1969 report of the U.S. Department of Health, Education and ~Veifare; and t~EtEREAS, it is understood mechanical removal of shrubs might st~ll be necessary after herbicide appli.cation and mechanical clear- ing of rights-of-way might be the best method for all purposes; NOW THEREfiORE BE IT RESOLVED BY THB COUNCIL OF THE CITY OF KENAI: ,~~ Section 1- That the City of Kenai oppose any program of herbicide use, including but not necessarily limited to herbicide . 2,4-D be utilized on the Kenai Peninsula by any governmental agency, . including but not limited to the Alaska Department of Highways untii such use has been thoroughly explained at public hearings detailing both the hazards and the advantages of such use. Section 2- That Lhfs call for public hearings should be distributed as widely as possible, inciuding but not necessarily limited to the Kenai Peninsula Borough, other municipalities on the Kenai Peninsula and any interested ~roups such as•fishing organizations, since the possibility of drainage of herbicides into fisheries streams is readily apparent.
