MEETING SUMMARY
1. CALL TO ORDER & ROLL CALL
Chair Gabriel called the meeting to order at approximately 2:00 p.m.
Roll was confirmed as follows:

A quorum was present.
2. AGENDA APPROVAL
MOTION:
Member Bernard MOVED to approve the agenda as presented. Member Brown SECONDED
the motion. There were no objections; SO ORDERED.
3. APPROVAL OF MEETING SUMMARY
a. October 3, 2019
MOTION:
Member Bernard MOVED to approve the meeting summary from October 3, 2019 and Member
Brown SECONDED the motion. There were no objections; SO ORDERED.

Chair Gabriel called applicant Christ Westervelt on the phone; he left a voicemail message.

7. NEW BUSINESS
a. Review of Mini-Grant Application for Award
• Kenai River Disc Golf Club
The Committee reviewed the application and it was clarified that the funds were for an event
which took place on October 30th, and it was noted that the Committee would like to know how
many people showed up and where the event was located. The Committee discussed what

they knew of past events from this group.
Support was expressed for the project, but it was noted that clarification was needed regarding
whether the funds would be used to build up future events or cover the cost of the October 30th
event, as well as more specific information on the items the funds would be used for.
It was suggested that the Committee reach out to the applicant to encourage him to re-apply for
future events with more information about the organization and the costs needing to be covered.
They discussed the potential for disc golf to be a successful sport in the community. Other
questions raised involved possible cooperation between the Disc Golf Club and the Parks &
Recreation Department.
MOTION:
Member Brown MOVED to take no action today; Member Bernard SECONDED the motion.
There were no objections; SO ORDERED.
8. ANNOUNCEMENTS
Chair Gabriel noted that he will work with Member Brown on Council confirmation and will be
recruiting new members for the two vacant seats.
9. ADJOURNMENT
There being no further business before the Committee, the meeting was adjourned at
approximately 2:25 p.m.

Ed Hollier field at Kenai Central High Sc hool has hccn without res troom facilitie s for spectators since the
school opened in the early I 960's. The Jack of pcnmmcnt restroom facilities has forced all user groups to rent
and use porta-potties to facilitate this need. The porta-pottics are expensive ($6,000+ per season!), unsightl y,
smelly. and unpleasant to use.
Additionally. the Kenai community deserves a facility that they will be proud of when hosti ng home events.
Kenai Central I ligh School (KCHS) and Kenai Middk School (KMS) ha ve fou rt een programs that uti lize the
track and field for various purposes, some of those programs include :
KCHS boys und girls cross-country running
KCHS football
KCHS and KMS drum -line and marching band
KC! IS football cheer
KC I IS boys and girls soccer
KCHS boys and girls track
KMS cross-country running
KMS boys and girls soccer
K.MS boys and girls track
KCHS and KMS physical education classes
On a typical spring day , it is not unusual for over two hundred KCHS and KMS student athletes to be using the
field. Currently , the re is no running water or plumbed bathrooms for these student athletes. Throughout the
year, thousumJs or spectators, parents and community members will also use the KCHS track and fie ld. In
addition, numerous local and community groups like Pop Warn er and Kenai Peninsula Soccer Club arc using
the facil ity. Each user group must resort to renting port-a-potties to provide bathroom fac ili ties.
In a typical year, we approach $7 ,000 in rental costs. With ongoing concerns surrounding Covid-19 and the
health and safety of ou r students and communities, we believe the construction of this facili ty makes sense now
more than eve r.
The concept of the bathroom project is to ha ve two bathrooms . concessions, and storage housed in the same
facility. The estimated cost from the school d istrict for the project is $250k. Thi.! sc hoo l distric t ha s already
created a fin ancial account that could have ma tching fund s attached to it as we ll. The go al is to raise $250k to
pay fo r the materials and equipment needed for this proj ec t.

The project has the potential to facilitate un nca<lcrn ic goa l us wc l I. Stu den ts huvc already con tri buted to
finalizing the design of the building in their computer-ui<le<l <lralling class. The hope is to involve the
construction students wi th building the facility based on the blueprints they developed. This wi ll give our kid s
the opportunity to develop real -world hnnd s-on skills as well us instill n se nse of pride thnt ·'they huilt thut."
