AOVOCATIN& A SYSTEM OF PREVENTION 9N~J ~~JRRECTION OF BESECRATION
OF PUBLIC PLACES B~ LITTERING.
WHEREAS. the Eighth Grade Class of the Kenai Junior Higi;
School has requested the City of Kenai to act to ~ecure the
cleaner eavironment of the highways and public places, such areas
of the city now being widely littered with cans, papers and
other refuse,
ANO WHEREAS, the bFSt vehicle for accomplishing the eti°ficient
and comprehensive program would be the enactment of Senate Bill
Number 77 which would prohibit non-returnable containers and pro-
vide fo~ clean-up of such containers in the event they were
'~ continued to be used,
ANO WHEREAS. the City of Kenai is delighted that its younger
cititens have demonstreted an interest a~nd responsibility in civic
matters, as is evidenced by the request to the City for institution
of a program of prevention and correction of littering,
ANO WHEBEAS, to respond as quickly as possibte to requests of
the younger citizens of the City of Kenai in an effective fashion,
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,

1. That the condition prompting the request from the Elghth
Grade Class of the Kenaf Junior High School (the littered
condition of the streets and roadr~ays of the City) does un-
fortunately exist. That such condition is not confined
solely to the City of Kenai, nor would any method directed
or confined to the City Limits be of lasting benefit to
Kenai's residents.
2. That the most efficient means of accomplishing the ob~ect-
ives sought by the Eighth Grade Class of the Kenai Junior
High School would be the enactment of Senate Bill Number 77
presently pending before the first session of the Seventh
State Legislature.

3. The City of Ke~ai urges the most expeditious possible
enactment of Senate ~i11 humber 71 and the implementation
of the system outlined by such legislation.
4. That copies of this Resolution be directed to the repre-
sentatives of the Kenai Peninsula and that sufficient copies
of this expression be sent to such members that they may
distribu~e them to the entire State Legislature. That such
other executive departrnent3 a~ should be interested. in-
cluding the Division of Environmental Health, Department of
Nealth and Welfare. ~he Governor's office and other interested
Federal. State or 1oca1 agencies also receive copies of this
strong advacacy of the enactment of Senate Bill Number 77.
