RESOLUTION NO. /-/
A Resolution of the City of Kenai., Alaska,
providing for the submission to the qualifi~d
electors of the city at a special election
to be held therein on May•25, 1971, of
Propositfons of whether or not the city should
issue. its genPral obliga~ion tands in the
agqreqate Frincipal sum ot $4,000,000 to
provide part or all of the funds necessary
to design, plan, aonstruct, purchase or otherwise
acquixe and equip the following capital improvements
to the City of Kenai: (1) A civic center complex;
(2) improvements to the city water system; (3)
improvements to the city s~ewer system, (4)
construction of a fire department and police
buildingf (5) improvements to the Kenai airport;
(6) additional parks and recreational facilities;
~7) a small boat harbor; (8) improvements to ~the
streets of the City of Renai.
WNEREAS, to fur~her the health and welfare of the inhabitants
o£ the City of Kenai, Alaska, ft is deemed necessary and advisable
that the City purchase, coastruct, or otherwise acquire the capital
improvements listed in Section 2 of this xesolution, and to provide
fwsds to pay part or all of the costs of the said proposed capital
improvefi,ents, that the City issue and sell its general oblfga~ion
bonds in the principal sum of $4,000,000; and
WHEREAS, the Constitution and laws of the State of Alaska
provfde that questions of whether or'not such bonds may be issued for
•~~' such purposes must be submitted to the qualified voters of the City
_ for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLV~D by the City Council of the
C~.ty of I;enai, Alaska, as followa:
Section 1. It is hereby found and declared that the pu'~lic
health, welfar.~, safety and ca. :nience require the city L•o carry
out the plaiis for aapi~tal impr.o-~len^_nt~ set fori:h herein within and

general obligation bonds hereinafter described for such purposes.

Sectfon 2. The City shall design, plan, purchase, acquire,
construct and equip the following capital fmprovements:
A. A civic center complex including an auditorium asid
convention center, a library~, offices and facilities for a health
center, a conference room; kitchen storaqe, dressinq rooms, fine
arts theater and swimming pool. The total estimated cost of said
facilities is $1,600,000 of which it is proposed that $800,000
shall be provided out of general obligation bonds of the City of
Kenai;
B. Additions and improvements of the water systera of the
city iaclnding a 21" concrete line steel pipe line from the Kenaf
River above Eagle Rock to the existing petrochemical and industrial
complex. The City shall also acquire, construct and fnstall as add'_tions
and betterments to its water system a second Artesian well, an elevated
storage facility, a transmissfon line from the city to the Flildcvoo3
Air Force Station, additional water line laterals in the east
Renai area includfng Tinker Lane, Walker Lane and Candlelight
Drive, additioaal laterals fn the Mommsen subdivision on Forest
Drive West, on Willow Street and an additional 5,000 lfnear feet
of laterals to service other neighborhoods ef the City not now
served by city water. The City shall also loop a major portion
of the water system of the city. The estimated cost of said

C. Additions and imF~ravements to its sewer system i~cluding

laterals serving the airport area and an adciitifonal 6,000 linear
feet of laterals to s~rve areas of the City not naw served. The
City shall also acquire, con3truct anii install a new primary and
secondary sewaye treatment facf lity. The estimated cost of said

obligation bonds of ~he City. .
D. A new fire and police building for the C~ty ahi.eh
buildfng shall include the fallowinq facilitfes: (1) a central
control and communication area; (2) facilities for a minimum of
three fire trucks, an ambulance and chic:f's car, hose caxe and
storaqe area; (3) a chemical storage area; (4) an equipment repair
areas (5) livinq quarters for 10 to 16 firemen; (6) polfce holding
faciiities for up to 12 male, female or juvenile prisonerss (7)
conference rooms and interrogation reoms for police work or attorneyss
(8~ a secured evidence area and administrative and clerical areas,
toqether wfth all necessary utilities, landscapinq and appurtenances.
The estimated cost of said polfce and fire station is 5600,000 of
which it is proposed that $450,000 shall be provi.ded from the sale
of the Ci*_y's qeneral obligation bonds;
E. Improvemenis to the: Kenai Municit>al Airport, including
construction of additional cargo ramp facilities, inaludinq a paved
taxi way, and constructfon of an extension to Willow Street to
provide improved access to the afrport. The City rhall also construct
general aviation apron improver~ents consisting o£ appro•r,imately
3,000 feet of paved taxi way and additiona? lfghtir~g signs. There
shall also be constructe~l a pavcd road around the airport parking
lot as~d additional curbz and sider~alks shall be con~tructed and
installed together with all. lightinq and utilities neaes:.ary

gor the above im~rovements. The estimated cost of saicl improvements
fs 51,345,650 of which it is proposed that $526,557 be provided
out of the proceeds of thc general obliqation bonds of the City.
F. Additional parks, a rifle range aad sn oval track
together witih any necessary access facilities, shali construct
and install all necessary fencing and screening tio separate the
existing park land from the municipal cemetary and shall reconstruct
Fort Kenny. The est~.mated cost of anid improvernents fs 5156,364
of whic~~ it is proposoA that 579,682 be provfded out of the proceeds
og the general obligation bonds of the city.
G. A smali boat harbor for the City including constructing
of a isu:,chinq ramp, floats, parking area, roadways and breakr~ater.
The estfmated cost of said improvements i• $515,000 of ahiah $25,000
is propoeed to be provided out of the pzoceeds of the qeneral
obliqation bonds of the Citys
H. Iraprovemeats to the streets and roadways within
the city by widening, grading, and qrav~ling or pavi.ng with asphalt
or concretie, and by installing drainage facf lities and curbs where
deemed necessary. Said improvements shall be as set forth in
the preliminary maps dnd plaas therefoxe prepared by tho City
Public Works Department and now on file with the ~'ity. The estimated
cost og said street improvementis is $347,449, all o£ which is
proposed to be provided out of tha ~roceeds of the qQneral obligation
bonds of the city.
Sect` ion 3. The bonds uuthorized by the v~ters of the
City for any two or moro of the above projects may be combined
and sold as a 3ingle iss~.iQ.

for which such bonds"were approved, such portion of su~ch improvements
as may be found to be most necessary by the City Council, sball
be acquired, constructed and installed.
Section 9. In order to provide funds to pay part or
all of the costs of desfqning, planning, acqui~inq, cQnstructing,
installing and equippf ng the capital impro~ements described in
Sectfon 2, the City shall issue its general obligatian k~onds in
the respective pzincipal amounts set forth in each of the subparagraphs
% in saicl Sectian 2 in an aggregate principal amourst of 54,000,000.
Said bonds shall be sold in such amounts at not less than par
, plus acerued interest to the date of delivery and at such time
or times as found to be necessary an~ as perr.iitted by la~~, shall
bear interest at a rate of not to efceed the maximum rate permitted
by law at the time of their sale, and shall mature at such tfine
or ti~aes within 30 years from date of issue as the City Counafl
may hereagter deternaine. The exact date, form, terms, matur.ities
and covenants o£ said bonds shall be as hereafter ffxed by ordinance
oE the city.
Section 5. Propositions of wY~ether or not the City

Section 6. Those eliqible to vote at said special
election must possess the following qualfficatfons:
(a) They mus•_ be at least~l6 years of age.
(b) They must be citizens of the United States, and
for at least one year preceding the election, citizens of the State
of Alaska, and for thirty (30) days fmmediately preceding the
election residents of the City of Kenai, Alaska.
Section 7. Registration in advance of the election
shall not be requirecl as a qualification of voters at this special
election.

Sectfon 8. Notice of the election shall be publf~hed

once a week for not less than two consecutive weeks and the first
notice thereof shall be published not less than ten (10) days prior
tio said ~~ecial electfon. Said notices shall be published in L-he
Cook Inlet Couri~r, which is determined to be a newspaper of
general circulation in the City of Kenai, or shall be posted at
least twenty E20) days prior to said election in three conspfcuous
places within the City.
Section 9. The desiqnated polling place ~or all
City precincts wi~.l be the City Recxeation Center Building. Said
polis shall be open from 8:00 A.M. to 8:00 P.M. on the 25th day
of May, 1971.
