HomeMy WebLinkAboutRESOLUTION 1970-25,~__ . - A-~~ CITY OF KENAI - RESOLUTIOY 70- ~S- SUPPORTING THE E~FORT TO ENCOURAGE TIiE DEVELOPA'~NT OF ADEQUATE PORT FACILIT.L~S IN THE KENAI AREA WHEREAS, the Faderal Power Commission ia struggling with the problem oP depleted natural gas reserves in the contiguoua 48 states, Which is expected to reach a criais stage in the next several yeara; and trlHEREAS, it is now considered inevitable that priorities will be eatablished gor the use of natural. gas, with the utilitfes receiving firat priority and the manufacturers of other products de- rived from natural ~as curtailed to totally inadequate reaources; and M1f~REAS, sach other products derivsd from natural gas i.n- clude fertilizers, plsstics, synthetic fibers, paints, solvents, and various other producta vital both to ~he national dePense and the n~tional economy; and WHEREAS, each of the petrochemical plants now in existence in this area has had to aonstruct its own loadinQ facilities in *-he abaence of an adequate port, and WHEREAS this lack of a port facility is inhibiting the Pree and economfcal transportati~an of our produats to market; and WHEREAS, the Federal Government is also involved in an aid program to the Pacific Rim nations, a ma~or item of whick~ is the exportation of prilled urea now manufactured in the Kenai 81~9&; 811d WHEREA3, the absence of a port in Kenai precludes vessals deliverin~ urea to the Pacific Rim from returning to the Kenai area with round trip cargo, thus further inhibiting econom.fc de- velopment of this area; and WHEREAS, developmer~t of harbor fac3lities in Kenat could effect a ma3or shift in traffic patterns throughout the State, providin~ direct trenaportation to the heart of Alaekan industry as we1,1 as far more economiaal service to tho greater percentage of the Aleakan populaticsn; and WHEREAS, establishment of a port in Kenai would complement the Port of Anahorage, whiah is currc~ntly afflicted w3.th ailtation problems and where several ds~ h~ve been damaged as a result of icin~; and f'1erS WH~REAS, Konai is in a rolativel~ ice-Pree area and s;lting pr~blema are minima~. ; a~nd ---_T_~r _ --- ~~~ .~.__ . . • .~ ~ ' ~' P8$9 'I'WU ~ - ~ . ~ 1 r, • _ - ~ -~- - ---w.- i-~ WHEREAS, there is .~o other coramun3ty in Alaska that affers the economic base and re9ources of Kenai, which has tremendous un- explored petroleum reserves, which has water resources and the poa tential Por water transportation, which has established utilities, which a].ready has the initial development, and which can Fill a cruaiaZ ahortage in the pe trochemicals of the United States through development of traresportation faoilities that wil~ give produaers the best poasible freight and marketing advantages fc,r their pro- aucts; N04J TFIEREFORE BE IT RESOLVED that the Council of the Citq of Kenai hereby: 1. Authorizes and directs the city administrgtion to pursue s suatained public relatione pro~ram through the news media, legislatine bodies, Chambe r oP Comme~ce groups, uervice organizations, petraahemical industries, marine transportation industri~s, and other cancerried in8ustries to encourage the e$tablishm~ent oP ati adequate port in the Kenai, area.
