It is ~~ereby deteni~ined to be in the best interests of the City of ICenai, Alaska, to issue general obliga- tion bonds in an amount not to eYCeed OI~'E IsILLIOt:, FOU't IIiJNDP,ID FIFTY THOUSAND DOLLA:a, ($1,45t~,00U.00), for the purpose of con- struc+.~ion of a high school as follows: Providing for the con- struction of a new high school building, including acquisition of the necessary land, construction of all necessary buildings, purchase and installation of all necessary equipment, appliances, fixtures, and all other appurtenances, said construction to be accomplished entirely within the corporate boundaries of Kenai, Alaska. Section 2. That there be borrowed by, for, and on behalf of said City of Kenai, Alaska, not to exceed the sum of OPIL; PIIL- LIOP? FOUR HUNDRL;D FIFTY THOUSAND DOLLS^.S ($1,450,000.00) parable in general obligation bonds. Said '-~onds shall mature in not to exceed Thirty (30) years from the date of issue and bear interest at a rate not to exceed Six (6) percent, and shall be payable from the general revenues of tre City of Kenai, Alaska and be issued under the provisions of Chapter 167, Session Law: of Alaska 1959, 3s amended by Chapter 185, 3IA 1960. Section 3. The qualifications for electors at said special election are as follows: (a) They must be at least I?ineteen (19) years of age. (b) They must be citizens of the United States and for at least one year just preceeding said election resident~tcf the State of Alaska, and for 30 days just preceeding the election, residents of the election district in which the ~;ity fis located, and resident in the City of Kenai, Alaska. (c) They must be able to speak or read the l;nglish language as prescribed by law. (d) They must not be barred `r~-n voting by any other provision of law. (e) They must appear on L-he latest tax assessn~e:~t roll for the City of Kenai, Alaska.
