CITY OF KENAZ
RESOLUTION NO. 1~
A RESOLUTION RETAINING COUNSEL FOR CERTAIN SERVICES IN CONNECTION
WITH THE AUTHORIGATION, ISSUANCE AND SALE OF $1,450,000 OF GENERAL
t'iBLICA'iION BONDS OF THE CITY.
Yn:'8REA8, the City of Kenai, Alaska, is contemplating the
issuance and s~:le of its general obligation bonds in the principal
sum of $1,45,000 for the purpose of providing funds to acquire a
site and. construct and equip a new high school building with all
necessary facilities thereon; and
WF~REAS, the Constitution and laws of the State of Alaska
require that the question oa whether or not such bonds may be issued
for such purposes must be submitted to the qualified electors of the
city for their ratification or rejection; and
WHER8~i8, it is deemed necessary and advisable that bond
counsel skilled in such matters be retained to work with the City
Attorney anA to approve or draw all proceedings necessary for the
authorization, issuance and sale of said bonds, an3 to give their
opinion as to the validity thereof at the time of their sale;
DTOW, THEREFORE, THB CITY OF KENAI, ALA3K;A, RESAL~~ES:
That Preston, Thorgrimson, Horowitz, Starin & Ellis,
attorneys at law of Seattle, Washington, be and they are hereby
retained to perform the services abcive set forth, and as compensation
therefor the city agrees to pay them the suan of $1,9A0, and in addi-
tion agrees to reimburse tram for any out-of-pocket expenses such as
long distance telephone tolls which they may incur in :.he performance
of such services.
The city also agrees to furnish said counsel at their
office in Seattle, Washington, with a complete certified transcript
of all proceedings taken in the matter of the authorization,

WHEREAS, the City of Kenai through action by the City Council and
its appointed boards and commis~ons, and with the cooperation of the
State and Bederal governments and local g~v~rning bodies, has during
the past yeah engaged in planning fora sound, logical and orderly
development of , and
--the sum to..a~of Lhebe efforts has culminated in the preparation
of r~ single document by the Kenai City Planning Commission called the
"1980 Kenai General Plan", a~:d
--in the beat interest of all of tha citizens of the City of Kenai to
adopt said proposed "1980 Kenai General Plan';
Now, therefore, BB IT RESOLVED,
1. That the "1980 Kenai General Plan" as repared by the Alaska State
Sousing Authority and approved on .? +~ 1962 by the City
Planning Commission, hereby be adopted by he City Council as the
official Plan upon which City policy, recommendations, reports and
decisions will be based.
2. And further, that any revisions, alterations or amendments to this
plan be based on:
(a) The principles of urban planning as recognized by professi4n~1
planners.
(b) The ob3ectives of the City of Kenai as understood by the Plan-
ning Commission and City Council through public hearings and dis-
cussion with governmental bodies and private citizens.
(c) The policies set forth by the City Council and its Planning /~ A

3. That the City~l of the City df K~ in the formulation of
its policies and in its official actions, approve the "1980 Kenai
General Plan" as s guide for sound, orderly and well-balanced coimnunity
development.
