The declared policy of the City of Kenai, Alaska shall be to utilize a sum of money not less than the total revenue derived ' ~ from reta~. sales taxes exclusively for school purposea, including but not limited to instruction,(teachsrs, supervisory helr, etc.) mainten- ~ ance expense (repairs, grounds, painting, replace equipment, etc.), . operation expenses (custodial, heat, lights, etc.), and construction ., (new rooms or new buildings, i. e., high school). 2. Although the present expenditures of the ;ity for school ~ needs require funds exceeding those collected from sales tar. revenues (therefore requiring usage of revenues derived from the property tar) such may not be the ~aae in the future, and for this reason, this ~! declaration is issued. 3.
