I.7I~REAi, a stable consistent supply of electrical energy for all
consumers in the City of Kenai, Alaska ;.s of the utmost importance, and
47>IEREAS, the existing franchise holder appears to be in a f inancial
position requiring immediate remedial steps to be taken in order to insure
continuity of electrical power to the residents of the ~ity of Kenai, and
{ 4]HER];AS, the City Council of Kenai, Alaska deems it to be in the
best interest and welfare of the City of Kenai, Alaska to analyze the
existing power situation with a view to purchase by the City
NOW TA"sREFORE, the City Council of Kenai, Alaska resolves:
1. To employ as consulting engineers the firm of R. 47. Beck and
Associates to determine:
' (a) Reproduction cost new and reproduction cost new less
depreciation of the physical properties.
(h: Earnings value; the maximum revenue bonded indebtedness
that could be serviced by the anticipated net revenues.
(c) Such other services as may be requested incidental to the
acquisition of the electric properties.
2. To authorize such expenditures for employment of said con-
sulting firm for services rendered, the ~1/~ r~j shall pay R. j~1. Beck
and Associates, Consulting Engineer, upon subrr:ission of mo^.*.hly invoices,
an amount computed on the basis of the Consulting Engineer's Labor Rates
plus 25% of such labor Rates. or all out-of-pocket expenses directly
chargeable to this work, the shall reimburse the Consulting Engi=
Weer at cost and for all costs f ecial Consultant's Services directly
chargeable to this work, the shall reimburse the Consulting
Engineer at cost plus S°1° of such costs.
