system, and street improvements incidental to water and sewer
excavations, for the City of Kenai, Alaska, consisting of the
following major parts:

chlorination equipment, ground level storage tanks,
booster pumps, controls, hydropneumatic tanks,

NO PUBLIC WATER SUPPLY SYSTEM AT PRESENT. A POPULATION OF ABOUT 1500
PERSONS DEPENDS UPON INDIVIDUAL DEEP AND SHALIAW WELLS. THE QUALITY
OF WATER FROM THESE WELLS VARIES FROM GOOD TO VERY POOR. !HOST O? THE
WATER PROM WELLS I1~ KENAI HAS MORE IRON AND SALT CONTENT THAN IS
RECOMNSEDTDED B`1 THE U. S . Pt]BLIC HEALTH SERVICE IN TFRr PUBLICATIONS OF
THAT AGENCY ON DRINKING WATER STANDARD. THE SHALLOW WELLS YIELD
WATER OF BEi ER CHEMICAL QUALITY THAN DEEP WELLS, BUT IN THE CENTRAL
TOWN AREA THE WATER FROM THESE SHALLOW WELLS IS INCREASINGLY ENDANGER-
ED BY POLLUTION FROM INDIVIDUAL, ON SITE, SEWAGE DISPOSAL FACILITIES.
THE MINERAL CONTENT OF WATER FR+DM CERTAIN WELLS IN KENAI ALSO HAS A
LAXATIVE EFFECT ON PERSONS UNACCUSTOMEL TO IT, SUCH AS TRAVELERS AND
PERSONS DRAWING THEIR USUAL WATER SUPPLY FROM THE BETTER WELLS. IN
ADDITION TO THE RECOGNIZED SANITARY HAZARDS OF INDIVIDUAL WATER SUPPLY
WELLS ID1 A GRCBPING TOWN AREA, FIRE INSURANCE RATES ARE ABOUT 30 PER-
CENT HIG:3ER THAN THEY WOULD BE IF KENAI HAD AN ADEQUATE WATER SYSTEM
FOR FIRE FIGHTING. THE LACK OF PUBLIC WATER AND SEWER FACILITIES IS
SLOWING GROWTH AND EMPLOYMENT IN THE COMMUDiITY, AND IS MAKING THE
COST OP CORRECTING SUBSTANDARD LIVING CONDITIONS MORE DIFFICULT WITH
EACH PASSING YEAR.
A RECENT SERIES OF BACTERIOLOGICAL TESTS CONDUCTED BY THE CITY
SANITARIADT ASSIGNED TO KENAI HY THE ALASKA DEPARTMENT OF HEALTH AND
WELFARE REVEALS A DANGEROUSLY HIGH COLIFORM COUNT IN MANY OR MOST
OF KENAZ'8 INDIVIDUAL WATER SUPPLIES. THIS SERIES OF TESTS WAS
INBTITUTED IN PART BECAUSE OF AN OUTBREAK NEARING EPIDEMIC PROPOR-
TIONS OF INFECTIOUS HEPATITIS--A DISEASE ASSOCIATED WITH IMPROPER
ItISPOSAL OF HUMAN WASTES AND POLLUTED WATER SUPP ES,
The construction of sewers concurrently with water mains will
re$uce the total cost by requiring the complete tearing up and
replacement of streets but once. The elimination of individual
sewage disposal units--moat of Which are inadequately constructed
and of marginal capacity--will avoid the emergence of sewage on the
ground surface at such time as a generous public water suppll• is
provided. The heavy coat to property owners of maintenance pumpfn
and repeated replacement of individual leaching pits will be avoided
by the construction of public sewers. For the moat built up areas,
athich have no more apace for the location of replacement leaching
pits, the construction of public sewers is a critical need. The
need for public sewers is so pressing that it has caused the construc-
tion of several small substandard, private collector sewers whi:.h
discharge without treatment over the riverfront duff, onto the
beach, and thence into the river.
The installation of sewer mains and water mains with their
deep and wide excavations necessitated by the cold winters of Kenai,
will afford a very economical opportunity to correct inadequate
surface drainage and to provide gravel streets not subject to frost
heaving and settlement or ponding. The street improvements are a
necessary an8 strictly ancilliary part of the water and sewer earth-
work. No independent street work is proposed at locations other
than over the water and/or sewer mains.
