RESOLUTION NO. 2022-24

A RESOLUTION AUTHORIZING A CONSTRUCTION CONTRACT AWARD FOR THE MISSION
AVENUE WATER MAIN IMPROVEMENTS PROJECT.
WHEREAS, a formal Invitation to Bid was released on March 10, 2022 for the Mission Avenue Water
Main Improvements Project which is intended to isolate a section of water main that is nearing the bluffs
edge due to ongoing erosion; and,
WHEREAS, bids were due on March 31, 2022, and the following three bids were received by the Public
Works Department:
Contractor
Bid
Foster's Construction
$125,600
Peninsula Construction
$189,350
Endries Company
$322,000
and,
WHEREAS, Foster's Construction was determined to have provided the lowest responsive and
responsible bid; and,
WHEREAS, sufficient funding resides within the Water & Sewer Capital Project Fund, Project Code 296,
to cover these costs as well as a $10,000 contingency detailed below; and,
WHEREAS, the Public Works Department recommends award to Foster's Construction in the best
interest of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA:
Section 1. That the City Manager is authorized to execute a Construction Agreement with Foster's
Construction in the amount of $125,600 and to issue a Purchase Order in that same amount with an
additional $10,000 project contingency for the processing of potential change orders.
Section 2. That this Resolution takes effect immediately upon passage.

MEMORANDUM

SUBJECT: Resolution 2022-24 Mission Avenue Water Main Improvements Project
The Public Works Department has been monitoring infrastructure at risk of incurring damages to
the ongoing bluff erosion along the river and inlet frontages. Mission Avenue is a high priority
area that has become very near the bluffs edge and is at risk of freezing due to a growing lack of
pipe coverage.
This project will remove from service the section of main most at risk as indicated within the photo
below. Several new valves will be installed to allow for the abandonment of the line with two new
fire hydrants being placed into service to allow for flushing of the pipelines in this area.
Completion of this work now allows the Department to manage this work in a controlled manner,
and will avoid potentially serious and extensive erosion in the event the line fails while still under
pressure. Completion of this work is necessary for the continued effective management of the
utility. Council's support is respectfully requested.
