MINUTES
A. CALL TO ORDER
A Special Meeting of the Kenai City Council was held on April 25, 2022, in City Hall Council Chambers,
Kenai, AK. Mayor Gabriel called the meeting to order at approximately 5:00 p.m.
1. Pledge of Allegiance
Mayor Gabriel led those assembled in the Pledge of Allegiance.
2. Roll Call
There were present:
Brian Gabriel, Mayor
Teea Winger
Glenese Pettey
Henry Knackstedt
A quorum was present.
Also in attendance were:
Scott Bloom, City Attorney
Shellie Saner, City Clerk
3. Agenda Approval
James Baisden
Deborah Sounart
Jim Glendening, Vice Mayor
MOTION:
Council Member Knackstedt MOVED to approve the agenda and requested UNANIMOUS CONSENT.
Council Member Pettey SECONDED the motion.
VOTE: There being no objection; SO ORDERED.
B. PUBLIC COMMENTS (Public comments limited to three (3) minutes per speaker, thirty (30) minutes
aggregated.)
There was no one in attendance to provide public testimony.
C. EXECUTIVE SESSION
Review and Discussion of the City Attorney's Evaluation which May be a Subject that Tends to
Prejudice the Reputation and Character of the City Attorney [AS 44.62.310(C)(2)].
MOTION:
Council Member Knackstedt MOVED to enter into executive session to review and discuss the City
Attorney's evaluation which may be a subject that tends to prejudice the reputation and character of the
City Attorney [AS 44.62.310(C)(2)]; Mr. Bloom has elected to have the discussion take place in executive
session. The executive session to include Mayor Gabriel and City Council Members; and City Attorney
Scott Bloom will be included when the Council requests his presence.
Council Member Pettey SECONDED the motion and requested unanimous consent.
VOTE: There being no objections, SO ORDERED.

MOTION:
Council Member Knackstedt MOVED to reconvene into regular session. Council member Pettey
SECONDED the motion and requested unanimous consent.
VOTE: There being no objection, SO ORDERED.
Council reconvened in open session and reported that Council met in executive session and reviewed
the City Attorneys performance evaluation; the City Attorney was included in a portion of the executive
session to discuss the Council's review of his performance evaluation and contract.
2. Review and Discussion of the City Clerk's Evaluation which May be a Subject that Tends to
Prejudice the Reputation and Character of the City Clerk [AS 44.62.310(C)(2)].
MOTION:
Council Member Knackstedt MOVED to enter into executive session to review and discuss the City
Clerk's evaluation which may be a subject that tends to prejudice the reputation and character of the City
Clerk [AS 44.62.310(C)(2)]; Ms. Saner has elected to have the discussion take place in executive session.
The executive session to include Mayor Gabriel and City Council Members; and City Clerk Michelle Saner
will be included when the Council requests her presence.
Council Member Pettey SECONDED the motion and requested unanimous consent.
VOTE: There being no objections, SO ORDERED.
MOTION:
Council Member Knackstedt MOVED to reconvene into regular session. Council member Pettey
SECONDED the motion and requested unanimous consent.
VOTE: There being no objection, SO ORDERED.
Council reconvened in open session and reported that Council met in executive session and reviewed
and discussed the City Clerk's performance evaluation; the City Clerk was included in a portion of the
executive session to discuss the Council's review of her performance evaluation.
D. ADJOURNMENT
There being no further business before the Council, the meeting was adjourned at 9:07 p.m.

" The student representative may cast advisory votes on all matters except those subject to executive
session discussion. Advisory votes shall be cast in the rotation of the official council vote and shall not
affect the outcome of the official council vote. Advisory votes shall be recorded in the minutes. A student
representative may not move or second items during a council meeting.
