AUTHORIZATION FOR CONSIDERATION FR0t4 ':'NE CITY OF Y.E13AI TO THF.
UNITED STATES OF At+IF.RICA P'OF REI.EASIN~ `T'RACT A-3 017 CITY AIRPORT

WHEREAS, the 61ty of Kenai by a auit' claim deed, dated
1 December ig63, has received from the [JNITED STATES Off' At+IEkICA
certain lands within whic`~ a TRACT A-3 was reserved to the
United States of America, its transferees and assigns, the
right to use, occupy and maintal~n government owned facilities with
the right of ingress and egress thereto,
WHEREAS, the City of Kenai needs to use the 4.931 acres,
more or less, comprising TRACT A-3 for ~ development within a
15.113 Tract, Etolin Subdivision, which the city has determined
to be the highest and best utilization consistent with prior
planning and the overall best interests of the community, and
WHEREAS, to use the said TRACT A-3 requires a release from
the present use by the Alaska Wing, Civil Air Patrol which is
assisted by a reservation of said TRACT A-3 to the U.S. Govern-
ment, to the City of Kenai, and
WHEREAS, the City of Kenai will dedicate and reserve to the
U. S. Governembnt, in exchange for the said release of Tract A-3
for the further assistance of the Alaska 4Jing of the Civil Air
Patrol the followinP describes real property which is located
within the boundaries of the tract conveyed in the above reference
quitclaim deed from the U. S. to the City of Kenai, dated
1 December 1963, said real property beinJ* more particularly des-
cribed as follows hereafter, sometimes called NF.W LOCATION):

Commencint for reference, at the tJorth one-quarter corner of Section
5, TSN, 81141, Seward Meridian, Kenai Recording District, State of
Alaska, proceed South 89°59"30' 4Jest 1,15.24 feet to the true point,
of beginning of this description; thence T+:orth 28°4?" East 100.19 feet
to a point; thence North 61°lA" W 400.00 feet to a pcint; thence South
28°42: W 600.00 feet to a point-, thence South 61°lp" Fast !700.00 feet
to a point, thence North ?R°42" Fast 4g9.i~1 feet to the Point of
Bepinnin~;, contains x.51 acres more or less.

to the City of Kenai of the above described real nrooerty, the
C~uneil of the Citv of Kenai hereby resolves to do, or cause to
be done, by reservinP to the tJ. ~. ,overnment for the assistance
of the Civil Air Patrol, Alaska ding, or by accompolishing for
the benefit of the said Civil Air Patrol the fo11ow1nP:
1. The City agrees to reserve to the United States of
America to the full ertent set forth in the above described
quitclaim deed, fpr the ber.~fit and assistance of the Civil .Air
Patrol, Alaska iding that certain tract described above and
briefly referred to as the NEt-1 LOCATION.
2. The City will move, and reassemble the Civil Air
' Patrol hanger, presently at Kenai, Alaska, or. or before
1 October 1967 on the aforedescribed site in the position des-
ignated by the Civil Air Patrol officials at the City's ex-
pense.
F 3. Prior to request Por possession of the land to be re-
~ leased to the City, the City agrees to skid or otherwise tran-

FFFF sport, at the City's expense, the two buildings oP the Civil Air
Patrol from the present location to a new location on the afore-
" described site at a position to be designated by the Commanding
Officer of the Alaska Wing of the Civil Air Patrol.
" 4. City Agrees to cause or to accompolish, at City's ex-
pense, the extension of telephone and electric utilities to the
Civil Air Patrol Building.
S. When water and sewer utilities are available to con-
f tiguous properties on the sma]1 aircraft apron, the City will ex-
k ten6 to the building of the Civil Air Patrol., water and sewer
utilities at no charge to the U. S. Government, or the beneficial
~ users of the tract, the Civil Air Patrol and without any asset-
meats forsaid improvements to the tJ. °, Government or its instru-
~ : mentalities.
~ 6. 41hen the hanger is intitalled on the site, thF city will

put in a well (by means of what is known zs a sand point) and
~ a septic tank-eesspoo] system for temporary service to the build-

ings until community, water and sewer utilities are aval.lablP to
the premises.
7. On or before 1st day of June 196p the City will im -
prove the site to be transferred to the Civil Air Patrol to the
level of the condition of the present site occupied by the Civil
Air Patrol.
8. To accompolish the required documentation of the actions
authorized by this resclution, City [4ana~;er James 4J. Harrison
is hereby directed and authorized to accompolish and execute
any releases or assignments or other commitments required to
carry out the intentions of the above authorization within the
overall guidelines set forth above.
