CLEAN ALASKAN FiI(;HWAYS
Whereas, Alaska's unequalled natural beauty is Beverly blighted h.y litter
on the State's highways and streets, and
Whereas. litter remov8l and prevention nrograms for Alaska's nublic
places can be achieved with reasonable planning, organization and funding,
Now therefore be it resolved by the Alaska Municipal League 1967 Conven-
tion at Sitka, Alaska
1) That this organization alert its members, cooperative local chambers
of commerce and other service orr~anizations to implement litter
prevention and clean-tip programs for Alaska's highways and streets.
2) That municipal, State and Federal agencies inistate, fund and
coordinate, systemat'_c litter prevention and clean-up programs for
Alaska's highways a.nd public places.
3) That funds to support and finance litter prevention and clean-up
programs be secured as much as possible from the sources responsible
for such fouling of the Alaska scene.
4) That litter clean-up and erevention campaigns and programs be
accomplished in such rnanner as will provide summer, or other part
time employment for Alaska's young people in the age rang.,e from
15 to 18.

Enclosed is a copy of a resolution which I would request the council
consider Por passage and presentation to the Alaska !".unicipal League. The
resolution is very comprehensive. To impliment it would require the fallowing:
1. Designation of a State Agency to coordinate clean-up of Alaska
Highways, streets, and public places-this would probably be the Department
of Highways.
2. Possibly a sharing program with the mknicipalities concern to let
them handle their own programs on an incentive basis.
3. A. tax--possibly against those people selling beverages whose recep-
tacles ertd up on the side oP the road. This sould place the burden for
clean-up on the parties responsible, ie. those who buy and then throw the
stuff on the side of the highway. It wouldn~t be absolutely equal but it
would come as close as possible.SiG„«
4. The idea for employment for young people Would contemplate:
(a) Actually getting the work c~Q~}e~~ RfW~ ,
(b) Making employment available curing, summers to a group that
has difficulty in finding employment. This particular
group is frequently prohibited Prom some of the types of
employment which are available (I realize some will not
seek employment) because of safety requirements of the law.
5. A comparable resolution has been requested for passage by the
Alaska State Chamber of Commerce. I would ernestly request your consideration
