No. 1 Amended KENAI PENINSULA BOROUGH PARCEL NUMBER: 04324017 WHEREAS, the City of Kenai Planning and Zoning Administration finds this plan provides for orderly and safe development within the City commensurate with protecting the health, safety, and welfare of its citizens, and provides adequate and convenient open spaces, light and air in order to avoid congestion of commercial and industrial areas, meeting the intent of Kenai Municipal Code 14.25.010(a) - Landscaping/Site Plan Regulations - Intent (Site Plans); and, WHEREAS, the plan provides for landscaping and/or the retention of natural vegetation in conjunction with commercial and industrial development within the City, meeting the intent of Kenai Municipal Code 14.25.010(b) - Landscaping/Site Plan Regulations - Intent (Landscaping Plans); and, WHEREAS, the landscaping/site plan meets performance criteria outlined in Kenai Municipal Code 14.25.040 - Landscaping/Site Plan Regulations - Landscaping plan - Performance criteria; and, WHEREAS, the landscaping/site plan meets performance criteria outlined in Kenai Municipal Code 14.25.045 - Landscaping/Site Plan Regulations - Site plan - Performance criteria. NOW, THEREFORE, BE IT RESOLVED, BY THE PLANNING AND ZONING ADMINISTRATION OF THE CITY OF KENAI THAT THE LANDSCAPING/SITE PLAN IS APPROVED SUBJECT TO THE FOLLOWING CONDITIONS OF APPROVAL: 1. Development of the property will conform to all federal, State of Alaska, and local regulations. 2. No snow may be stored in such a manner that could block visibility for ingress and egress to the parcel. 3. If construction of the project has not started within one year of the approval of the landscaping/site plan (October 14, 2022), the approval may be revoked by the Resolution No. PZ2021-36 Page 2 of 2 Administrative Official after providing at least thirty (30) Day notice unless extended for good cause. 4. Any plants used for landscaping will be appropriate for the climate and not invasive per the Alaska Cooperative Extension Service. 5. All required landscaping as presented in the approved landscaping plan shall be installed within two (2) years of the approved landscaping plan (by October 14, 2023). No. 1 Amended 115 N Willow Street KPB Parcel No: 04324017 Lot Size: .54 acres Existing Zoning: Airport Light Industrial (ALI) Current Land Use: Commercial Airport Industrial Land Use Plan: GENERAL INFORMATION The applicant submitted a required landscape site plan on October 12, 2021 and currently leases the subject parcel from the City of Kenai. Renovation of the existing building (previously Kenai Fabric Center) to create offices and storage, and the addition of an arctic entry. ANALYSIS KMC 14.25 outlines landscaping/site plan regulations. The intent of these regulations is to provide for orderly and safe development of the City of Kenai and to have landscaping that retains natural vegetation in conjunction with development. The Planning Director deemed the application to be complete and in accordance with KMC 14.25.03 — Landscaping/site plan -Submittal requirements. Performance criteria for landscaping/site plans are outlined in KMC 14.25.040 and KMC 14.25.045. These criteria are reviewed and summarized as follows: • Variety of techniques to address perimeter/buffer/interior/street right-of-way/parking lot landscaping; Existing fences to remain at north and south property lines, with new decorative split rail fences to be installed as shown on the site plan. Landscape beds are located at the two vehicle entrances to the property. • A use compatible with surrounding properties; Adjacent properties are compatible with the office/aeronautical use with a law office to the north, Kenai Aviation to the south, the airport to the west, and Willow Street to the east. Additional permits or approvals; A building permit will be required for renovations. • Parking lots must comply with KMC 14.20.250, provides as follows: The parking requirements for offices is one (1) per four hundred (400) square feet of gross floor area and storage is one (1) per two thousand (2,000) square feet, no less than 4. 4,648 square feet of office requires 12 spaces, and 4,500 square feet of storage requires 4 spaces, with a total of 16 required. The applicant meets the parking requirement with 22 spaces provided. Kenai Municipal Code 14.25.045(d)(1) provides that the parking lot be paved. The applicant's site plan indicates that the area to the north, south, and east of the office building be paved. • Snow storage and drainage must be referenced on the site plan; The applicant's site plan indicates that snow storage shall be in the southwest corner of the property. • Dumpsters must be screened with a sight -obscuring structure; There will not be a dumpster on-site. Ingress and egress should route traffic away from residential streets; This parcel is located within the Kenai Municipal Airport. There are not any residential streets located in the area. Trees, shrubs, and plants should be appropriate for the climate and not invasive; Page 2 of 3 J _The City of Kenai I wwwkenaixit y There is little natural vegetation on the parcel to allow for ingress and egress of aircraft and parking of vehicles. 6'x20' landscape beds are located at each of the entrances and "tee posts" with hanging baskets are to be installed along the ROW, which are removable for the winter months to allow for snow plowing. RECOMMENDATIONS Based on the application and a review of the criteria required to approve the landscaping/site plan, the application meets the intent of landscaping/site plan requirements and performance criteria. The plan is approved as submitted with the following conditions of approval: 1. Development of the property will conform to all federal, State of Alaska, and local regulations. 2. No snow may be stored in such a manner that could block visibility for ingress and egress to the parcel. 3. If construction of the project has not started within one year of the approval of the landscaping/site plan (October 14, 2022), the approval may be revoked by the Administrative Official after providing at least thirty (30) Day notice unless extended for good cause. 4.
