.they will have a book sale.

Dining Room Expansion - $296,000
MOTION:
Councilman Measles moved seconded by Councilwoman
Swarner, to introduce the ordinance.
Councilman Walker. (to Public Works Director Rornelis)
At last meeting we asked for ball park figure of
$250,000. Also if Davis/Bacon requirements would
affect it. Did you check into this? Public Works
Director Rornelis. It is State requirement. We tried
to get it down as much as we could, but the Feb. 2
letter shows the contingency is down to $260,000, the
overall project is $296,000. $22,700 from the seniors
has reduced the size. We hired a professional
estimator to make an estimate. We can cut further but
in order to get to $250,000, it would be 16,000 to
17,000 sq. ft. City Manager Brighton. Regarding the
$22,000, the letter from the seniors was $14,000. Mr.
Rornelis. $14,000 from the Senior Connection, $5,000
from donations, etc.
City Manager Brighton. The expansion will encroach
into the conservation district. We will have to change
the conservation district. Mr. Rornelis. There would
have to be a zone change. Mayor Williams. Is this
particular zone covered by a deed from the Federal
Government that it be left in perpetuity or revert back
to the government? Councilman Smalley. We had the
same situation on the other side, the

not be a problem. Councilman Measles. Council
established the conservation zone.
Mayor Williams. What -is the capacity of this? Mr.
Kornelis. It is almost double the size. Arch. Bill
Kluge. it would add 100 more people.

Mayor.Williams. There will be a public hearing at the
next meeting.
H-8 Disc. - Landfill Project
Mayor.Williams. I asked Councilwoman Monfor to attend
the Borough meeting regarding the landfill.
Councilwoman Monfor. They want to close our dump and

put in a transfer site to be operated by a private
operator and we would pay for it. Then we would pay
Borough taxes, pay for the Seward dump and pay for
services. I asked for consideration of the 6,000
people of Kenai, if they would put a transfer site in
after it is rezoned. They did not want to do this.
They said we should take it to Nikiski or Soldotna.
30% of the population's garbage is picked up by Mr.
Carter (Peninsula Sanitation). 70% of our people go to
the dump on a regular basis. I asked for conversation
to extend to June till their permit runs out; they said
no. When you have no place to put your garbage, call
the Borough Mayor. I have no solution. It is the
Borough responsibility to rezone and have a transfer
site there for Kenai people and outside residences.
You will have to pay either if you take or if it is
picked up. There are Assembly members that are very
biased against the City.
Mayor Williams. I attended the Borough meeting Feb. 6.
Up for introduction was an ord. creating a transfer
site and having a contractor haul from there to the
Soldotna landfill. There is only one contractor on the
Peninsula permitted by the State to haul the large
green boxes. The other one can only haul the small
ones. He will charge the Borough much money to haul
the large ones. We anticipated the Kenai site would be
a Borough operated transfer site. He will have the
right to charge anyone who uses it. There were bad
feelings last night. One person said the whole
situation was created by the City because they
requested it be closed. We accommodated the Borough to
keep it open year after year. It had to be closed but
we gave them one more year at $85,000 charge. The
permit was a savings because it would cost the Borough
$145,000 to move to Soldotna. This Assemblyman said it
was Kenai's problem. I did not take hard exception
because it was irrelevant. In order to have a transfer
site, there must be rezoning. I was asked to speak
regarding this. I said I could not give a definite
time frame to have it rezoned. It would have to go to
Planning & Zoning for review. If we do not allow the
transfer site, the people will have to go to Nikiski or
Soldotna. If we do have this, the people will have to
pay 3 times for refuse. The people of Kenai should be
concerned. We are the largest population in the
Borough - 6,500 people. We are taxpayers of the
Borough and we have.a right to be treated the same as
the rest of the residents of the Borough. I would ask
that people address the Borough people and attend the
Planning & Zoning meeting regarding this.
City Manager Brighton. Regarding charging people in
Kenai. The Borough does not charge Seward people to
haul to Soldotna, nor Nikiski people to haul to
Soldotna. The only charge would be for Kenai.
Councilman Smalley. Could we have a class action suit?
Asst. Atty. Graves. There are 2 possibilities - one is
a class action suit, the other is the City taking legal
action against the Borough. I would suggest if Council
wants to explore this, Atty. Rogers and I would review
and submit a memo to Council regarding this.
City Manager Brighton. I am more cautious regarding
having people think we are going to sue. There is
still room for negotiation before we play hard ball.
if it comes to that point (we had to go to court to
have the Borough accept the sludge. The Court ordered

them to do it), it would be best to do this first.
Councilman Smalley. I agree, but we could explore the
potential.
Councilman Walker. Also explore moving the transfer
site away from this area. Planning & Zoning would
review this also. That would alleviate neighborhood
complaints. This is still residential, if we use it as
a transfer site, it does not eliminate the problem.
MOTION:
Councilwoman Monfor moved, seconded by Councilwoman
Swarner, for Administration (City Manager Brighton and
Public Works Director Rornelis) to start a dialogue
with the Borough and see if something can be worked out
by June.
Councilwoman Monfor. Have Administration come back to
the Feb. 21 meeting with a report on their progress.

Mayor Williams. Planning & Zoning should be very wary
of the plan when it comes across. Before any decision
by Planning & Zoning, please bring it back to Council
for review.
Mayor Williams. Garbage in the Borough is not
something that is just specific to our area. The
entire U.S. is having problems with garbage. The
National League of Cities has a great amount of concern
regarding this. Whittier garbage .is loaded on a train
at $700 per railroad car and taken to Anchorage.
H-9 Disc. - Proposed Beaver Loop Boat Launch
Mayor Williams. We were not able to bring the
ordinance back to the table this evening, as there was
no motion by Council. It is still tabled. I would ask
that we be allowed to have public comment. The boat
launch project was discussed by Councilwoman Swarner
and me on RSRM on Feb. 6. We wanted to know the
feelings of the public regarding the difference between
value by the appraiser and the owner. There was very
little public comment. One caller suggested taking by
Eminent Domain. We have not pursued this because of
public relations. The land has been offered for sale,
the price has been set. Condemnation would merely
bring us to agreement with the courts to decide.
Councilman Walker. Regarding condemnation - If we
entered into this and won a settlement, would we have
to pay that price; and not have to pay the proposed
price? Mayor Williams. Some have said we do not have
the right to go the Corps of Engineers without ownibg
it. We are doing this with the agreement of the owner.
If we want to condemn, it would take years.
Asst. Atty. Graves. There are 2 ways - one is the
quick take (we did this with the airport float plane
basin). Declare taking, the court gives you title, the
remainder of litigation is with value. The other is
the slow take. You take title at the end of the
determination of value. I cannot give you a date, it
would depend on whether the land owner opposed the
taking.

Mayor Williams. The problem with taking is if we
condemn and take and do not get the permits, we would
have to pay the court -set price and do not have the
ability to use it.. Taking would have to be after
permits were issued. Asst. Atty. Graves. We need to
examine the Corps of Engineers regulations and get the
options.
Public Works Director Kornelis. I don't believe you
would have to have ownership. The Corps of Engineers
gives permits for buoys without permits. We could not
do anything with it though.
Councilman Smalley. Is ownership required for
Dingall/Johnson funds? Mr. Kornelis. The use of
funds is for use of the land, to provide access to
rivers and lakes. We could get a grant and use more to
buy land. Councilman Smalley. Because of concern of
getting land that we could not use, the appraised value
is higher. $13,000 per acre for wetlands is high price
to pay.
PUBLIC COMMENT:
a. Chris Garcia, Box 203, Kenai. 1) I am not trying
to speak bad of Council, but I think you should
check the credentials of the appraiser. it seems
he is trying to keep anything from happening in
Kenai. 2) On Chester Cone's price ($13,000 per
acre), that is a fair price. I own land in the
area and i would laugh at you if you offered it.
It is opening land up on the riverbank for fishing
and development. People have to go to Soldotna to
the boat launch. Cunningham Pk. is useless. I am
in full support of paying C. Cone's price. It is
a good deal all the way around. It is on the back
water side. Cunningham Pk. is always being washed
out. it is always full of vehicles. This would
alleviate this. The bend in the river is useless
land. It would make a nice recreation area for
the City. Mayor Williams. You know where the
land is? Mr. Garcia. Yes,.I think C. Cone is
being more than fair. I understand your concern
regarding public funds, but 1-defy anyone to find
land at that price.
b. Greg Daniels, 426 Rogers Rd., Kenai. I am a
guide. I know quality of land but there are very
few take-outs for boats in Kenai - Cunningham Pk.,
Big Eddy, Eagle Rock. You have to park up river
and row down to be picked up down river. You
would have a choice. If you are at Eagle Rock,
there is no place to take out except Cunningham
Pk. It is a dangerous situation there. Or 6
miles down river to take out at the City dock, it
is very busy. Contingent on the Corps of
Engineers permit, you should buy. It would expand
City services and there would be financial gain.
Customers would stay in motels, guides could
encourage people to spend money and stay here. It
would pull tourists to Kenai. I have to put in
and take out in Soldotna with customers. It would
encourage good jobs on.the facilities. Especially
rest rooms, maintain them. Have someone there to
take money for launching. It is about time Kenai
got off their duff and did something on the Kenai
River.
O c. Willard Hann, Box 3434, Soldotna. I live in
College Heights near Centennial Pk. During August
through October, it is silver salmon season here.
With the ramp I could launch here and keep clients
here. Rooms and restaurant income would help the
City. it would save me time and make clients more
comfortable. Mayor Williams. What is your
opinion on the value of the land? Mr. Hann.
Further up river, Salamatof Natives are getting
$50,000 an acre. This is cheap, even for
wetlands.
d. Jim Johnson, Box 3774, Soldotna, from Cook Inlet
Professional Sports Fishing. There are 70 Kenai
River guides, We polled the Board of Directors.
They told me to tell you what we wanted. The
lower river has problems with access. Most are
zeroing in on Soldotna but fishing in Kenai. In
excess of $30 Million is made on the Kenai River
per year. Some of that could come to Kenai if you
had better access, especially in August through
October. I launch my boat at the City ramp, but
there are tide problems. I would suggest another
appraisal. I talked to Fish & Game regarding
Dingall/Johnson money. About $8-$9 Million is
available, $4 Million for sport enhancement. The
lower river has poor access, bad rest rooms.
Centennial Pk. does a good job with access and
charges. This could be done the same way. Our
organization would like to support this.
e. Gary Foster, Kenai. The City has 12-1/2 miles of
river that is going to waste, privately owned or
no access. This is one of the few spots that can
be placed. I hate to see the City condemn a
person's land. He has worked hard for this. It
is not a fair way for the City to get land. The
Kenai River last year had 4 world record fish,
that is very impressive.
f. Jack Foster, Box 494, Soldotna. I own land on
Beaver Loop Rd. A couple of years ago we proposed
a boat launch at Anglers Acres. There was much
debate because of people that would go on private
property. We backed out. This would be a real
advantage, people would not be on private
property. Regarding the price, I am for paying C.
Cone's price. That is wetlands. Moose Range
Meadows, Salamatof are developed, at $55,000 acre
cost. That is ditched around and drained off.
The water table is 6 ft, deep, There will be
restrictions but it will sell. C. Cone is an old
timer and senior citizen, I think it is terrible
to condemn it.
g. Barbara Waters, 311 Kaknu, Kenai. We own a boat
with too large a motor to put above the bridge.
Would we be able to put the boat in if you do
this? I would hate to see you close that area
down to boats with large motors. We do all our
fishing at the mouth of the river. Mayor
.Williams. I don't believe the City has any
designs on closing the lower area to any boats.
It would be public use in perpetuity.
Councilman Walker. I have had 20 phone calls from
commercial fishermen complaining about heavy congestion
during dip net season and the rest of the season at the
boat :ramp we have. I cannot argue with them. The

tides make a difference when you try to pull out. I
have done it. This proposal, the price is not that
steep. I would like to buy river frontage at.that
price. Everyone says this is a lot of money but they
would be willing to buy at that price. If we can buy
it, we should.
Councilwoman Monfor. I would be against condemnation.
It has to be the last resort. 1) Ask for 2nd
appraisal. 2) Take the ordinance off the table for the
March 7 meeting, for more input. It is needed. It is
time the City did something. If all goes well, would
it be a reality this summer? Public Works Director
Kornelis. With grant funds, it would be November
before funds would be available. Councilwoman Monfor.
It could be called Bicentennial Pk.
Councilman Measles. There is no doubt the property is
worthless without a permit. With a permit we do not
know the worth but it is more than $180,000. Council
needs to look at this not as the price of the land, but
at the total project - is it worth $1/2 Million to the
City? I think it is. At what point was it tabled?
Mayor Williams. It was tabled at passage on Dec. 6.
MOTION:
Councilman Measles moved, seconded by Councilman
Walker, to remove Ord. 1344-89 from the table and set
at public hearing for Feb. 21, 1990.
Councilwoman Monfor. Will we have a 2nd appraisal?
City. Manager Brighton. I think it would be a waste of
time and effort. The man has asked $1800,000 no matter
what the appraisal is.
Notion passed by unanimous consent.
H-10 Disc. - Amendments - Games of Chance & Skill
Mayor Williams. Does Council wish to discuss this? We
have taken a hands -off position. Most of the
communities have pull tab parlors, generally in malls.
Most are really encouraging pull tabs. There are
questions regarding sales tax. This material is
regarding State regulations. The Lt. Governor refused
to sign because he did not feel there was an emergency.
City Manager Brighton. There are 2 issues. 1)
Regulations, and 2) Taxation or no taxation. The
regulations should remain at the Borough level. The
City should become involved regarding taxation. On
Feb. 6 the Borough meeting had ordinances regarding
taxation. Mayor Williams. The City should follow the
lead of the Borough. If we do not follow the Borough,
we.will have a mess. City Manager Brighton. We should
encourage the Borough in this.

Barbara Water, 311 Kaknu, Kenai. Both ordinances at
the Borough meeting.were.for introduction, both failed.-
1 suspect there will be more.

Mayor Williams. There has been much work on this at
the federal, state and local level. City Manager
Brighton. The letter to Don Gilman was distributed
this date. Customs is now available. There was a
question as to who would be responsible for running
this. if it is established, Kenai will handle it. The
airport is the qualifying factor. Concern is with the
memo of agreement, we have to sign it. We have to
provide space, reimburse all travel costs (to Homer,
Seward, Nikiski, etc.), per diem, COLA, mileage,
$73,000+ salary & amenities, relocation expenses,
training expenses, vacation expenses, utilities,
equipment & furniture, phone, computer, answering
machine, communications machine, and software with
installation & maintenance prior to signature.
Councilwoman Swarner. I thought we were sharing. City
Manager Brighton. We were, but we have to sign.
Councilwoman O'Reilly. I think we have to work out a
cost estimate. Finance Director Brown. The cities
have put in $80,000, we have put in $15,000. Based on
this agreement, we estimate putting another $60,000 on
top of this. Councilwoman Monfor. It would not be a
City employee. Finance Director Brown. The City has
to set the rate, bill and collect. City Manager
Brighton. The people were talking about a free zone
area. To have this you need a customs agent. Valdez
has a free trade zone and does not use it. Anchorage
has one, Seward is "umbrellaed" under Anchorage.
Councilwoman Monfor. When we talked about this, this
was not what we envisioned. Who put this in? Mayor
Williams. It was the opinion of EDD, it would relieve
problems when we bring an agent down for ships and
might bring additional people to the area. I don't
think this is the case. Phillips comes under a new
agreement, when shipping is similar over a long period
of time, they do not need a customs agent. I talked to
Unocal, they have an agent in Anchorage who handles the
paperwork for them and sends a bill. What is there in
this for us? I would like a rundown from EDD regarding
revenues and if they are commensurate with costs.
$150,000 to $175,000 cost is far more than EDD
anticipated. (To Councilman Measles) How does Tesoro
do it? Councilman Measles. The same as Unocal. They
very seldom send an agent, an occasional spot check. I
don't see any benefit. They can send district and
regional representatives down for internal control
verification and we pay for it.
Councilwoman O'Reilly. Have we had any discussion with
other communities? City Manager Brighton. No, we just
received the memo this date. Airport Manager Ernst.
Admin. Asst. Howard and I went to Anchorage on Jan. 31
regarding a leasing seminar. One of the topics was
Wrangell. They had the same situation as ours. They
had a mining operation in Canada and had to have an
agent. He can demand from the City anything he needs
or wants. Wrangell said we had better think about it.
Councilman Walker. I would like to see some serious
study. If we open up the coal fields across the Inlet,
we may have to have one. Let's look at it first.
There is a good chance of having this in the next 10
years. I do not support this much money. City Manager
Brighton. Since there is coal going out of Seward, a
customs agent is acting the same way with that as with
Unocal and Tesoro. I don't think it would preclude
coal across the Inlet. The legislation is new and will

I. ADMINISTRATION REPORTS
I-.1 Mayor
Mayor Williams spoke.
a. The Governor's Education Endowment Fund. I did
not see the Governor when I was in Juneau. I find
the Endowment problem is divided between pro and.
con. Con is about 72%. Not that they do not want
it, but they do not want the Permanent Fund messed
with. Rep. Boucher's report said 1) Don't mess
with it, 2) Don't use the earnings for government
expenses. If it is brought to a ballot, it will
force the State to do a large educational project.
People do not know how the Permanent Fund is
handled. The Legislature is responsible for
distribution of earned income. I would like to
see it brought to a vote, but I think it would be
defeated. I would like Council to tell me if we
should have a resolution for a vote by State
ballot.
Councilwoman O'Reilly. I voted to have it on the
ballot but I don't think it would pass. It is a
Concept that will take time to be approved.
Councilman Measles. If we support by resolution
for a ballot, we would make points with the
Governor and make 73% of the citizens mad. Let
the Governor fight it.
Councilman Walker. I talked to a lot of people
regarding this. The resounding word was the City
Council should leave this alone and let it die.
Council took no action.
b. I had a look at the Governor's Capital Project
List. $380,000 is for the sewer treatment plant
project here. In the same budget is $62 Million
for UAF and UAA and $20 Million for Poker Flats
barium missiles. I don't know how other
legislators will receive it, but our legislators
were not happy. $90,000 for the Homer Pratt
Museum parking lot. Very few legislators are
happy with the Governor's choices. I discussed
our projects with legislators, none made it to the
Governor. Over $12 Million is available for our
highway project. I said that has been on the list
for some time and is just moving up.
C. Sen. Kerttula signed on with Sen. Fischer on the
Congregate Housing bill. There was a question as
to whether we would accept partial funding or put
all funding into Congregate Housing pool. It was
suggested we get 1/2 now and hope for continuous
funding in the future. But next year is an
election year. I said before they make any final
decision regarding Kenai, please advise us early
so Council can address this. I cannot tell you
anything regarding capital funds on a positive
note.

I-2 City Manager
City Manager Brighton spoke.
a. We are on contract with C&RA regarding day care.
$110,000 was allocated this year. The
subcontractor (Womens Resource & Crisis Center)
got an additional $41,000. We have always had a
waiting list in Kenai for day care.
b. Our legislators have wanted a picture of the City
for some time. Through the generosity of the
Council and Mayor Williams, they have received
Pictures.
c. The Fire Dept. received a letter of commendation.
(Info 12) We do help each other.
d. Councilwoman Swarner requested a list of property
within the City that did not pay taxes. It is in
the packet (Info 9).
I-3 Attorney
Asst. Atty. Graves reported, I have been corresponding
.� with Cook Inlet Housing regarding the cooperative
agreement. I have received material and have asked for
changes in the agreement. They will get back to us
after, they review. They have a deadline in mid -March
for funding. They would like to discuss this at the
Feb. 21 meeting. We are progressing.

I-6 Public Works Director
Public Works Director Kornelis spoke.
a. There is a report on 3 projects in the packet
(I-6). Kenai River Mouth Viewing Area, we are #7.
If #6 is dropped (there is concern with that
project), we will be moved up. Mayor Williams.
Regarding the first 4 listed. The Lt. Governor
said they will not use the same request format as
before because the State offices knew how to fill
out applications and of most of them.

b. Regarding the sewer treatment plant. I FAX'd
information this date. I told them we would have
an engineer on line by March 30. There will be
j signs going up. They want 80, we hope to have
about 10. Councilman Measles. Why are we out of
compliance? Mr. Kornelis. We are not, this is
for a new permit. The compliance order was for
what would be in the permit. Signs were supposed
to be every 75 ft. for a total of 3,000 ft. in
front of the plant. Mayor Williams. This is a
new addition to compliance. We have been in
compliance for a long time. The idea of signs
runs against my grain. How will they look to dip
netters and others? There should be some manner
in which we can attack this and issue a complaint.
Councilman Measles. I agree, if we are not in

violation of the permit. Public Works Director
Kornelis. They are putting a stipulation on us in
order to get a new permit. We are going to have
to.disinfect the effluent. A lot has to do with
new laws. I think they are going to go along with
this. We hope to change the wording of the signs
and put them on telephone poles.
Councilman Walker. I was under the impression
that we were chlorinating the effluent. Mr.
Kornelis replied no. Councilman Walker. Would it
be expensive to do? Mr. Kornelis. That is one of
the things we are talking about. But there has to
be retention time for chlorine to work.
Councilman Walker. Most of the sewage plants I
have seen are running effluent through a tank
system - a small tank through a chlorine -area to
water. It is being tested on a daily basis and
they do not have signs. Mr. Kornelis. The signs
are just till we have modified them. Councilman
Walker. If we do not have a problem, we should
not have to. Mr. Kornelis. We do have a problem.
City Manager Brighton. Putting up signs is a
misnomer. "Contaminated" by what? That could
mean anything. They should be specific as to what
kind of contamination. Councilwoman O'Reilly.
Are they specific as to size of letters? Mr.
Kornelis. Yes, I crossed that out. This is not
an agreement, this is a compliance order.
c. Councilman Smalley. Through Public Works,
comments should be passed to DOT P - the stop
lights are in disrepair. They need hoods with the
low sun. Mr. Kornelis. I will call. They have
no bucket truck here. Councilwoman Swarner. When
I visited Rep. Swackhammer, that was one of my
concerns. I was told that 1/2 of his
correspondence (received) is regarding DOT&PF and
their relationship with Soldotna. He is aware of.
this.
I-7 Airport Manager
Airport Manager Ernst spoke.
a. There will be an Airport Comm. meeting Feb. 8.
b. Admin. Asst. Howard and I attended a seminar on
Jan. 30 & 31, it was very informative. The
Wrangell incident (item H-11), free trade zones,
security requirements & impact on leases, phasing
out of -FAA stations, underground storage of tanks.
We gave a presentation.at the meeting.
J. DISCUSSION
J-1 Citizens
a. Barbara Waters, 311 Kaknu, Kenai. Regarding
ambulance service (discussed at the Jan. 17
meeting). Council asked if we have auto insurance
and homeowners insurance, I said yes. Mayor
• Williams said they had ambulance service. I
checked into this. My homeowners policy does not
have myself or my family, it is liability only.
on my auto insurance, we are only required to have
liability insurance in Alaska. I would not be
-_� dovered with our liability insurance. Anyone
injured outside of my family or in another vehicle
would be covered. The answer to both questions is
no. We already discussed those without health
insurance. Regarding senior citizens, Medicare
and Medicaid cover. There is a $51 difference
that they would have to pay.. I would not mind a
�. mill increase to cover this. I would pay that as
opposed to people paying an ambulance fee. Health
Einsurance will cover $500 per year for ambulance.
b. Barbara Waters, 311 Kaknu, Kenai. Regarding the
boat launch proposal. The difference between C.
Cone's asking price and $38,000 is $150,000. That
would pay for a lot of EMT training.
C. Clarence Ladd, Kenai. The Bicentennial is coming
UP. There are many old buildings in old Town.
There are 3 of them with windows and doors out of
them. Spring is coming. The drifters will stay
in them next Spring. On Main St. and Riverview
Dr., I want to restore buildings there, but till
that old building is gone, I don't want to. Is
Council going to do anything? I would like to see
them done before Bicentennial. Mayor Williams.
Council should take a look at this area. we could
•
do an abatement on a small scale regarding this.
d. Chris Garcia, Box 203, Kenai. Regarding street
lights. I talked to the supt. this week and
complained. We need Council to complain to
Juneau. It is not the fault of the Soldotna man.
It was contracted out to private people to take
care of. The last time Anchorage people came
down, they fixed one bulb and they charged
overtime. At the present time he has 47 lights
out and cannot get them down to fix them. You
should tell Juneau that Anchorage people are not
doing a good job. Mayor Williams. Public Works
Director hornelis can get the information and I
will send a letter to Juneau DOLT&PF, our
legislators and the House Senate Transportation
committees.
J-2 Council
a. Councilman Walker. I talked to Sen. Fischer
regarding the National Guard Armory requiring
special dispensation for functions that serve
alcoholic beverages. The new policy restricts
this. Sen. Fischer said anyone that wants to get
special dispensation should get together and do at
one time.
b. Councilman Walker. Sen. Fischer and I talked
regarding Congregate housing. It is his feeling
that the legislators from this area are not being
forceful regarding pushing this. He said now is
the time to have them push this project. The word
in Juneau is they are not pushing it.
a. (contd) Mayor Williams. Regarding the armory use.
The local commander has authority regarding this.
It is not State policy. We could talk with the
cormmander. If it does not come to pass, I will
talk to General Schaeffer. Councilman walker. It
will not be changed till we. have a new commander
next year.

b.(contd) Councilwoman Swarner. Regarding Congregate
Housing. Rep. Leman is co-sponser in the House.
Right now we have 2 Republicans in the Rouse. It
is not looked,on.favorably. Sen. Kerttula and
Sen. Fischer in the Senate. Sen. Kerttula wants
hearings in his district..
c. Councilwoman Swarner. I visited with Tom Ackerly
at Rep. Navarre's office. %
d. Councilwoman Swarner. Regarding the tax list
(info 9). I wanted property that Cook Inlet
Housing was requesting. City Manager Brighton.
We do not know.
e. Councilwoman Swarner. Saturday at the Kenai Mall
is the Chocolate Lovers Contest and Bake Sale for
4-H.
f. Councilwoman Swarner. I would like Bicentennial
pins for KCHS students in March for their trip to
Eastern Europe. Councilman Smalley. The students
are paying for the trip. Mayor Williams. Give
them 100 round ones. We should order 1000 more.
g. Councilwoman Monfor. I had the Russian teachers
in Kenai. They thought it was like Magadan - the
frozen river and the visit to the Church. Because
it is our Bicentennial, they are planning to visit
next summer.
h. Councilwoman Monfor. Councilwoman Swarner and
Mayor Williams did an excellent job on KSRM Feb.

i. Councilwoman Monfor. I spoke to a 4th grade class
.` regarding government. I talked over one hour.
Almost all were living in N. Kenai. They all use
�.; City services.
j. Councilwoman Monfor. Thanks to Public Works
Director. Kornelis for widening our roads. The
State has moved the snow on Spur after we
contacted them.
k. Councilman Measles. I will be not be at the Feb.
21 meeting. Mayor Williams. I will not be at the
March 7 meeting.
1. Councilwoman O'Reilly. Any developments on the
Fire Training School? Mayor Williams. I don't
know. They will take another 90 day review for a
closed area. If it delays 90 days, there will not
be a Fire Training Ground this year. I have
discussed it with legislators that if it fails, I
would hope they will write a reappropriation bill
to give to the City.
m. Mayor Williams. Regarding Info 2 (Citizen's
Advisory Committee for Cook Inlet oil Industry).
Kodiak Borough had a resolution. Does Council
want to have a resolution?
Council took no action.
n. Mayor Williams. Item I-6 (Public Works Status
Report). He asked Council to review.
