MINUTES
A. CALL TO ORDER
A Regular Meeting of the Kenai City Council was held on October 19, 2022, in City Hall Council
Chambers, Kenai, AK. Mayor Gabriel called the meeting to order at approximately 6:00 p.m.
1. Pledge of Allegiance
Mayor Gabriel led those assembled in the Pledge of Allegiance.
2. Roll Call

Council Member Pettey SECONDED the motion.
UNANIMOUS CONSENT was requested.

4. Agenda Approval
Mayor Gabriel noted the following additions to the Packet:

MOTION:
Council Member Knackstedt MOVED to approve the agenda with the requested revisions and requested
UNANIMOUS CONSENT. Council Member Pettey SECONDED the motion.
VOTE: There being no objection; SO ORDERED.
5. Consent Agenda
MOTION:
Council Member Knackstedt MOVED to approve the consent agenda. Council Member Pettey
SECONDED the motion.
The items on the Consent Agenda were read into the record.
Mayor Gabriel opened the floor for public comment; there being no one wishing to be heard, the public
comment period was closed.
UNANIMOUS CONSENT was requested.
VOTE: There being no objection; SO ORDERED.
*All items listed with an asterisk (*) are considered to be routine and non -controversial by the council and
will be approved by one motion. There will be no separate discussion of these items unless a council
member so requests, in which case the item will be removed from the consent agenda and considered
in its normal sequence on the agenda as part of the General Orders.

D. PUBLIC HEARINGS
1. Ordinance No. 3318-2022 - Renaming and Amending Kenai Municipal Code Chapter
7.30 Land Sale Permanent Funds to Establish the Kenai Senior Center Cone Memorial
Trust and Directing All Proceeds Received as a Residual Beneficiary from the Tamara
Diane Cone Testamentary Trust to be Deposited into such Fund. (Administration)
MOTION:
Council Member Knackstedt MOVED to enact Ordinance No. 3318-2022. Council Member Sounart
SECONDED the motion.

Mayor Gabriel opened the floor for public comment. There being no one wishing to be heard, the public
comment period was closed.
Clarification was provided that with the establishment of the fund, additional donations could be received
and added to it; gratitude for the Cone Family was expressed.

2. Ordinance No. 3319-2022 - Increasing Estimated Revenues and Appropriations in the
Kenai Bluff Erosion Capital Project Fund for Construction of the Kenai Bluff Stabilization
Project. (Administration)
MOTION:
Council Member Knackstedt MOVED to enact Ordinance No. 3319-2022. Council Member Pettey
SECONDED the motion.
Mayor Gabriel opened the floor for public comment. There being no one wishing to be heard, the public
comment period was closed.
Clarification was provided that this would appropriate the $6.5 million received from the State of Alaska
Legislative Grant and would help support the 35% match requirement of the City; there was discussion
regarding the number of individuals who worked towards this goal over the last 30-years.

YEA: Winger, Baisden, Gabriel, Glendening, Sounart, Knackstedt, Pettey
NAY: None

3. Resolution No. 2022-73 - Authorizing a Construction Contract Award for the Kenai Fire
Department (KFD) Flooring Replacement Project. (Administration)
MOTION:
Council Member Knackstedt MOVED to adopt Resolution No. 2022-73. Council Member Winger
SECONDED the motion.
Mayor Gabriel opened the floor for public comment. There being no one wishing to be heard, the public
comment period was closed.
Clarification was provided regarding the age of the Fire Department building related to finding asbestos
in the flooring.
UNANIMOUS CONSENT was requested.
VOTE: There being no objection; SO ORDERED.

Resolution No. 2022-64 - Approving the Renewal of a Lease Utilizing a Non -Standard
Lease Form on Airport Reserve Lands Between the City of Kenai and the Federal Aviation
Administration for the Automated Flight Service Station and Satellite Communication
Network Facilities on Lot 7A-1 FBO Subdivision No. 5. (Administration) [Clerk's Note: At
the October 5, 2022 City Council Meeting, this Resolution was Postponed to this Meeting;
a Motion to Adopt is on the Floor.]
Mayor Gabriel opened the floor for public comment. There being no one wishing to be heard, the public
comment period was closed.
[Clerk's Note: The Administration requested Resolution No. 2022-64 be postponed indefinitely to allow
for a fully updated version to be brought forward at a later date.]
MOTION:
Council Member Knackstedt MOVED to postpone indefinitely Resolution No. 2022-64. Vice Mayor
Glendening SECONDED the motion.
UNANIMOUS CONSENT was requested on the motion to postpone indefinitely.

G. NEW BUSINESS
1. 'Action/Approval — Bills to be Ratified. (Administration)
Approved by the consent agenda.
2. *Action/Approval — Purchase Orders Over $15,000. (Administration)
Approved by the consent agenda.
3. *Ordinance No. 3321-2022 - Accepting and Appropriating a Donation from Hilcorp Energy
Company to Assist with the Annual Area -Wide Senior Thanksgiving Dinner. (Administration)
Introduced by the consent agenda and Public Hearing set for November 2, 2022.
4. Discussion -Cancelling the December 7, 2022 City Council Meeting to Allow for Council Member
Travel to Alaska Municipal League Conference. (Knackstedt)
There was discussion regarding the number of Council Members and Staff who would be in Anchorage
the week of December 7, 2022 due to the annual conference schedule.
MOTION:
Council Member Knackstedt MOVED to cancel the December 7, 2022 City Council Meeting. Council
Member Pettey SECONDED the motion.
UNANIMOUS CONSENT was requested on the motion.
VOTE: There being no objection; SO ORDERED.
6. Discussion — Supervisory Subcommittee Report on City Manager Recruitment. (Gabriel)
Clarification was provided regarding the upcoming City Manager Recruitment timeline and that the
request before the Council at this time was to authorize the Supervisory Subcommittee to compose a list
of interview questions for Council review at the November 2, 2022 City Council Meeting.
MOTION:
Council Member Pettey MOVED to direct the Supervisory Subcommittee to compose a list of interview
questions. Council Member Knackstedt SECONDED the motion.

VOTE: There being no objection; SO ORDERED.
6. Discussion —Scheduling a Work Session with the Kenaitze Indian Tribe. (Administration)
Clarification was provided that the purpose of the work session would be to strengthen the relationship
between the two organizations; provide an opportunity to discuss items of importance to both
organizations; and explore ways to partner in future projects.
The work session was scheduled for November 2, 2022 beginning at 4:45 p.m. through 5:45 p.m.
H. COMMISSION / COMMITTEE REPORTS
1. Council on Aging
Council Member Knackstedt reported on the October 13, 2022 meeting, next meeting November 10,
2022.
2. Airport Commission
No report; next meeting November 10, 2022.
3. Harbor Commission
No report; next meeting November 7, 2022.
4. Parks and Recreation Commission
Council Member Winger reported on the October 6, 2022 meeting; next meeting November 3, 2022.
5. Planning and Zoning Commission
Vice Mayor Glendening reported on the October 12, 2022 meeting; next meeting November 9, 2022.
6. Beautification Committee
Council Member Sounart reported on the October 11, 2022 meeting; next meeting January 10, 2023.
7. Mini -Grant Steering Committee
Mayor Gabriel reported on the October 14, 2022 meeting.

I. REPORT OF THE MAYOR
Mayor Gabriel reported on the following:
• Participating in the Pumpkin Festival and the outcome of the Pumpkin Drop.
• Congratulated the newly elected Council Members Askin and Douthit and the re-elected Mayor
Gabriel.
• Provided an update on the Alaska Bycatch Review Task Force.
J. ADMINISTRATION REPORTS
1. City Manager— City Manager Ostrander reported on the following:
• Congratulated the newly elected Council Members.
• Thanked the departing Council Members for their dedication and service over the years.
2. City Attorney, no report.
3. City Clerk — City Clerk Saner reported on the following:

• The publication schedule and application deadline for the two Planning and Zoning
Commission Vacancies.
• Absentee Voting for the November 8, 2022 General Election would begin on Monday, October
24, 2022.
K. ADDITIONAL PUBLIC COMMENTS
1. Citizen Comments (Public comments limited to (5) minutes per speaker) —None.
2. Council Comments
Council Member Knackstedt thanked Council Member Pettey and Vice Mayor Glendening for their
service; congratulated newly elected Council Members Askin and Douthit and re-elected Mayor Gabriel.
Vice Mayor Glendening stated his thanks for the opportunities; noted is gratitude for working with
everyone over the years; congratulated the newly elected Council Members and reminisced some of the
high points of his last six year serving on the Council,
Council Member Winger thanked Vice Mayor Glendening for his service; noted she enjoyed working with
him and his sense of humor; thanked the City for the Alaska Flags being posted on Alaska Day; thanked
the Kenai Fire Department for their service to our community; and reminded everyone to be cautious and
watch for the kids on Halloween.
Council Member Sounart welcomed newly elected Council Members; thanked Council Member Pettey
for her service and for standing her ground during COVID to keep our community open; and she thanked
Vice Mayor Glendening for his service.
Student Representative Thibodeau thanked Vice Mayor Glendening and Council Member Pettey for their
service; and welcomed the newly elected Council Members.
Council Member Pettey stated that it had been an honor serving the community; congratulated the newly
elected Council Members; thanked the Department Heads of the City for their exemplary work; thanked
the citizens for their trust; and stated she was proud to live in the City of Kenai.
Mayor Gabriel presented Vice Mayor Glendening and Council Member Pettey with plaques noting their
service to the City and thanked them both for their service.
L. EXECUTIVE SESSION — None.
M. PENDING ITEMS — None.
N. ADJOURNMENT

1. Purchase Orders Between $2,500 and $15,000.
