Mayor Williams asked that Tim's Janitorial ($25,886.40) and Homer Electric ($2,837) - bills distributed this date - be added under item H-2. b. Mayor Williams asked that Dick Morgan (Golf Course, Extend Parking Area) previously listed as item B-1, be deleted. c. Mayor Williams asked that a new B-1 be placed on the agenda (Craycroft/Aase - Paving Marathon Rd.). d. Motion passed by unanimous consent. B. PERSONS PRESENT SCHEDULED TO BE HEARD = _'= B-1 Craycroft/Aase -Paving Marathon Rd. s a. Walt Craycroft, Craycroft Chrysler. The dust on Marathon Rd. with the addition of Homer Electric is intolerable for his company. He had a buyer walk off his lot because of the dust. He has an additional cost of keeping the area and the cars clean. People rubbing their hands on the cars has 5eT- created a paint problem, he has had to re -paint some of his cars. C-4 Res. 87-57 - Supporting Alaska Craftsman Home Program l r, NOTION: Councilwoman Monfor moved, seconded by Councilman Y;1 McComsey, to adopt the resolution. PUBLIC COMMENT: k+, = as Jess Hall, Alaska Craftsman Home Program. He explained he was here to answer questions. Councilwoman Bailie asked if the money appropriated would be paid back to the State on a .�;;.�.,�,_• ,r-:� � pro rata basis. Mr. Hall replied, this has not �� been worked out yet. When a person sells his } home, any equity in the sale would go to pay -back, or if it sold for more it would go to pay -back. x That money would go to new homes being built. In ' rural areas there would be direct grants. The r first 250 built would not be paid back, they would be demonstration models. There have been 2 built z under these standards, they work well. in these s= �L�,••ux economic times, there needs to be an economic J incentive. KENAI CITY COUNCIL SEPT. 2, 1987 PAGE 3 there are things unique to Alaska that they have to consider regarding heat loss and temperature. It is a long term development for research for Alaska that could eventually be used throughout the States, starting in Alaska. Councilman Ackerly asked if we are rural. Mr. Hall replied no, but the first 250 could be placed anywhere in the State. The rural areas would get them even after the first 250 were built. Councilman Ackerly said the State could stop subsidising the rural areas with utilities. Mr. Hall explained, this is one thing the Legislature has been directed to. In this area you can cut heating bills to pay back in 6-7 years, from $500-$600 per month to $50-$60 per month. Councilman Ackerly said the impact will not be as great in this area. Mr. Hall agreed, if you are on natural gas it is cheap now. There are other advantages to this - air -tight buildings, totally ventilated, safer, cleaner. Items in the house give off gases, they will be ventilated. It will be cheaper and better to live in. Councilman Ackerly said he objected to the political aspects of rural vs urban. Councilman McComsey asked, who will oversee building in the Bush and see that the house is built? Who will take care of air quality, etc.? Mr. Hall replied he did not know about Bush building. There are problems in this area, there is no inspection outside of the cities. He is an instructor for the program and puts on seminars. These houses have to be built precisely. Councilman McComsey said in the past the State has sent supplies out and let them build themselves. They burned the wood and took the money. Mr. Hall explained, in order to qualify they have to be tested. Councilman Measles asked, are there any other stipulations for selling? Mr. Hall replied it is simpler than Farm Home. This is paid on the total price of the house. Farm Home takes a portion of the equity to pay, this will be a portion up front. Unless houses lose value, you would have to pay back. It is also better on the market than standard houses. He added, the price of the project is $1.4 Million to UofA, $450,000 for information distribution, $4.5 Million to home equity subsidy. Mayor Williams said this is a research project that will be for conservation purposes in the future for fuels we may not have. He had not been sure if $4.5 Minion was a justifiable use of the people's money. But energy is something that will be higher in cost and more scarce in the future. The citizens will benefit from these items. we may save more that $4.5 Million in the long term. We are talking about a conservation unit that will save for 70+ years. He was concerned about a subsidy taking away from the private sector, but with the long term benefit he will support it. Councilwoman Bailie noted people are disgruntled about subsidizing heating bills in the Bush now. This is a measure that will address this. b. Carmen Gintoli, Architect, 117 Deepwood Ct., Kenai. He built an energy -conservation house for himself at a higher cost. He planned a heat energy unit in City Hall. But he is concerned about spending $1.2 Million to research something that we already know about. A portion of the money is to educate contractors. Chairman Swarner reported there was a meeting Sept. 1 with the Friends of the Library regarding a 5 year plan and equipment list. They will submit it to Council at the Sept. 16 meeting. They ?rw1 discussed amnesty day for library publications. They have 2 volunteers that have served for over 20 years, '.` there should be some sort of recognition. They will discuss a student representative at the October meeting. There will be a trustee's workshop, all are invited. Councilwoman Bailie suggested the 2 long-time volunteers be honored at the annual recognition party. Mayor Williams said he has asked all Comm/Comm to -_; prepare a list of goals and objectives before the annual review. _-% D-5 Council on Aging None D-6 Airport Commission Airport Manager Ernst reported there was a meeting Aug. At. They discussed renovation of the south end of tb- terminal with Architect Gintoli. He will present renderings and costs at the next meeting. Councilman McComsey noted there is much dust at the south end of the runway. Mr. Ernst replied, grass has been plante there. D-7 Misc. Comm/Comm None E. KENAI CITY COUNCIL SEPT. 2, 1987 PAGE 5 Mayor Williams reported he has begun correspondence with other representatives of the area. They hope to have a pre -file companion bill in the House and get support before the Legislature convenes. F-2 Office of the Governor, Robert Evans - Meeting of Aug. 5, 1987 with Mayot-eilliams Approved by Corsent Agenda. G. OLD BUSINESS None H. NEW BUSINESS H-1 Bills to be Paid, Bills to be Ratified MOTION: Councilman Ackerly moved, seconded by Councilwoman Bailie, to approve the bills as submitted. Motion passed by unanimous consent. H-2 Requisitions Exceeding $1,000 MOTION: Councilman Ackerly moved, seconded by Councilman McComsey, to approve the requisitions as submitted. City Manager Brighton explained the reason for Tim's Janitorial - the original janitor has been fired, Mr. Wisniewski was 2nd lowest bidder. MOTION, Amendment: Councilwoman Bailie moved, seconded by Councilman McComsey, to amend the motion by adding the bill from Tim's Janitorial for $25,886.40. VOTE, Amendment: Motion passed by unanimous consent. Mayor Williams noted the City has been contacted regarding the dangerous situation at Mountain View school, there is no street light. The State should be responsible, at least the Borough should take the initiative. Because of the time line and our children in school, he suggested the City take the responsibility. There are 2 areas we can look at for funding - General Fund or left over Federal funds. Councilman Ackerly suggested the City put in the line and send the bill to the Borough and the State. Councilwoman Bailie suggested we pave Swires and send the bill to the Borough. Council agreed to use General Funds. MOTION, Amendment: Councilman Ackerly moved, seconded by Councilman McComsey, to pay for the street lights (Swires Rd.). Councilwoman Bailie suggested we send a letter to the Borough with an explanation to our local Borough representatives and ask them to speak in favor of paying for this at the Assembly meeting. KMC #1 - Exemption from Residency Requirements - Harbor Commission Approved by Consent Agenda. H-5 Ord. 1235-87 - Increas. Rev/Appns - Federal Revenue Sharing - $42,800 a. Public Hearing - Ord. 1235-87 City Manager Brighton explained we have an obligation to appropriate a certain amount of Federal Revenue Sharing before Sept. 30. MOTION: Councilman Measles moved, seconded by Councilman Malston, to introduce the ordinance. Motion passed by unanimous consent. Mayor Williams said, regarding Marathon Rd. - if we pave it should be done this year. Otherwise it will be late next year. Councilman Ackerly asked, it would not °> be an assessment district? Mayor Williams replied, that is correct. Councilman Ackerly asked if this was against policy set by Council regarding assessments. Mayor Williams replied, this is not a residential road or standard situation. It is a condition created by r-.. f. the addition of a project by the City of Kenai. All of the in-house traffic goes on Marathon Rd. Councilman ,., Measles said there are 2 businesses most affected, Marathon Rd. was relocated since they moved in, before HEA moved in. There is no other access, truck traffic will always be there. Councilwoman Monfor said the proposal from the engineering firm was less than ih $8,000, they are bringing down the cost. Councilman Ackerly asked, when will we do Swires? Mayor Williams A� replied there is nothing we can do regarding Swires this season. Councilman Measles suggested he would like to use this season to have the Borough do Swires. Councilman Ackerly explained, he is thinking of precedence. Councilman Measles replied, the City did not build the school. Councilman Ackerly noted the =- City did not build the golf course. Councilwoman Bailie said there are some extenuating circumstances. We are talking about businesses that are in the City. When they built, the situation was not like this. We have a responsibility to strip pave and not form an assessment district. There are alternate roads tot e x=-a= golf course, you cannot compare this. Mayor Williams noted a 2nd reading was requested. one of the ;. _ mitigating factors is gravel being carried to the highway and out on the highway. It is a tremendous safety factor with windshields broken. MOTION, Adopt: Councilman Measles moved, seconded by Councilwoman Bailie to adopt the ordinance. PUBLIC COMMENT a. Dave Brown, 118 Wooded Glen, Kenai. To spend s- $50,000 to protect 2 businesses from dust is excessive. He can understand their problems, he has a dirt driveway and would like it paved. It is not the City's responsibility. There are several dirt roads with the same hazard. The st l $42,000 appropriated would be better spent with the list of City priorities. There would still be :._:.. time at the Sept. 16 meeting. To appropriate this x ••r without considering other priorities is not good. Councilwoman Monfor said it is not $50,000 if we ,ty take the engineering costs. It will be $28,000 with Bill Nelson's bid. We are also appropriating v- to parks and recreation for equipment. We have had a work session to appropriate for Federal `.z Revenue Sharing, the equipment was on the priority list. we should consider 2 businesses on the road �fr that bring in much sales tax. The money we spend - in dust control would be paid in 2 times. Our dust control is not that effective. r� � b. Jess Hall, Kenai. He urged the City move forward with the paving, based on the 2 testimonies. It is a lot of cost in damaged cars. This is fi. different than residential. ?� c. Carmen Gintoli, Architect, Deepwood Ct., Kenai. We should consider paving all the way to HEA. He suggested Mr. Aase be asked to replace all that he dug out in back of his place that creates dust. Mayor Williams asked if we investigated paving to the HEA driveway. Answer - no. H-8 Confirmation of Election Judges - 10-6-87 Election Clerk Whelan explained, Barbara Hultburg, judge in Precinct 3, is an employee. She has been replaced by Linda Overton. Clerk Whelan said she would chock on that. I. ADMINISTRATION REPORTS i-1 City Manager City Manager Brighton spoke. a. Kenai Peninsula College is having a work shop for Building Better Boards. In the past, members of City Comm/Comm have attended. The cost is $15 per person for 5 classes. Council agreed to authorize the expenditure. b. Item Info #6 - Tourism State Matching Grant. The film proposed will be of all the Borough - Soldotna, Kenai, Nikiski will be equal. They are asking for a letter of support from Council for request for the grant. No action was taken by Council. C. He received a letter from Billie Hardy urging the City continue participation in the Cooperative Extension Service Plant Test Site program. b. (contd): Councilwoman Bailie asked if the City was purchasing its own video for tourism. Mr. Brighton replied yes, but the money has not been spent yet. d. Councilwoman Bailie thanked Mr. Brighton for the letters regarding People Count. Mayor Williams added, he thought the program should be continued. e. Councilwoman Monfor said she spoke to Jack Brown of People Count this date. They are planning to move into Kenai Elementary. f. Mr. Brighton said he spoke to a representative from GVC Productions. He also received a letter from NLC regarding a contest for a local production of a video tape regarding their city. He suggested Council think of this. I-2 Attorney Atty. Rogers noted Councilman Ackerly has missed over 50% of the meetings in the last 3 months. According to Charter, he automatically ceases to hold office. He can be re -appointed at this time. MOTION: Councilman Measles moved, seconded by Councilwoman Bailie, that Mr. Ackerly be appointed to replace Mr. Ackerly on the Council for the remainder of his term. Motion passed by unanimous consent. SWEARING -IN CEREMONY: Councilman Ackerly was sworn in at this time. I-3 Mayor Mayor Williams spoke. I ,: :., KBNAI CITY COUNCIL } � ' SEPT.2, 1987 PAGE9 a. He suggested Will Jahriq be appointed to the Harbor Commission, Ed Garnett to the Airport Commission, and Vera Tschoepl to the Beautification Committee. Councilwoman Monfor noted Mr. Garnett lived outside the City. City Manager Brighton said the ordinance to permit members residing outside the City was introduced this date. Mayor Williams withdrew Mr. Garnett's name. Finance Director Brown added there is a 30 day waiting period after passage of the ordinance. Councilwoman Monfor suggested Mr. Ruotsala for the Airport Commission. Mr. Brighton noted he also lives outside the City. Council agreed to the two recommendations. b. Marathon Oil had a reception for the Steelhead t Platform Aug. 24. Kenai received honorable mention from Commerce Commissioner Smith regard nq their being the start of the oil industry in the State. He talked to Sen. Stevens regarding ANG, he supports the idea. 56 C. The Bicentennial Constitution Committee is having the official birthday of the signing of the Constitution on Sept. 17. They are planning a ceremony at the high school auditorium. Estimated costs - $350 for the auditorium, $350 for -=�--}� refreshments, etc. for a total of $700-;800. Time would be 7:30 to 8:30. The Borough may print the program. He would hope for 200-500 people. Councilman Ackerly suggested asking the Sweet Adelines and Barbershop singers to perform and have the elementary school kids there. Councilman `:� " McComsey suggested asking the Borough to . ` : participate and give us the auditorium free. .0 Mayor Williams suggested asking the students to speak. Councilman Malston suggested advertising on KCSY in conjunction with the Bicentennial r{ = program we have been doing. Council agreed to pay the costs of the refreshments. d. The work session scheduled for Sept. 9 has been cancelled. The Governor will be in Kenai Sept. 9 & 10. The work session has been postponed to Sept. 23. Councilwoman Bailie reminded Council UV- that a work session should be scheduled for lobbyist priorities and capital improvement projects. e. The Governor's visit on Sept. 9. He suggested a reception for the Governor, he estimated $500 for refreshments. Councilwoman Bailie noted this may be the only opportunity before the Legislative session. Mayor Williams said his meeting with Robert Evans of the Governor's Office emphasized the importance of the Governor understanding the needs of cities rather than the Borough. The 4,1 cities are separate entities. City Manager -= Brighton noted the Governor has already indicated cutting municipal assistance and revenue sharing. Mayor Williams explained, the Governor feels part of the problem is lack of communication between the people and the Governor's office. Councilwoman Monfor said she wanted the meeting to r be one-on-one with the citizens of Kenai. Councilman Malston suggested inviting the ;- Comm/Comm members and the citizens of Kenai. KENAI CITY COUNCIL SEP11. 2, 1987 PAGE 10 Council agreed to the expenditure. f. A new map will be dedicated at the airport on Sept. 3, donated by Fish & Wildlife. He has asked that Clerk Whelan check on placing a map of the Kenai area in the Seattle airport. g. After the dedication there will be a meeting in the Council chambers regarding the Kenai area road study. City Manager Brighton explained, they will review plans for the area for the next 3 years. h. There will be a Resource Development Council meeting in the Council chambers Sept. 8 to research State funds for economic development projects. i. Clerk Whelan will be sending a sympathy card to the family of Fairbanks Senator Bennett. If Marathon is to be paved this year, we will have to do the engineering before winter (material distributed this date). MOTION: Councilman Measles moved, seconded by Councilwoman 3? = Monfor, to award the engineering to Bill Nelson, Engr. for Marathon Road. r= Motion passed by unanimous consent. _ - b. Mayor Williams asked if there was any sand from the Borough landfill for roads. Mr. Kornelis replied there is a possibility. There may be some from Soldotna, Doyle's or the airport. There will be a statewide historical preservation meeting in Kenai Sept. 18 & 19, at Kenai Community College. b. Father Targonsky, Russian Orthodox Church, Kenai. Are there ordinances regarding disposal of hazardous materials on private property or is it just State statute? The City may be involved regarding material dumped near Eadie's. Atty. Councilman Ackerly said an insurance representative has said there would be substantial reduction in premiums if they did. f. Councilman McComsey. The softball assoc. has $5,000. They were thinking of moving the fence from the old dust bowl. Since it will not be purchased, they would like to build a fence around the 4th ball field. It would cost $9,700 for a $14,000 fence. He asked for a match from the City to do this Fall. Councilwoman Monfor asked if it could come from the $25,000 allocated for ball fields. Councilman McComsey replied some of that had been used for survey. Mayor Williams suggested appropriating the money to the assoc. for construction of the fence and let them handle the construction. Finance Director Brown thought this could not be done. City Manager Brighton suggested the softball assoc. could appropriate their money and ours as the Sr. Citizens did for the van. Atty. Rogers was asked to research this for the Sept. 16 meeting. g. Councilman McComsey. Is there a possibility of getting the streets swept before winter? Public Works Director Kornelis replied, they have been oiling and filling cracks in the streets. They will sweep again. Councilman Malston asked about the yellow lines at Main & Spur. Mr. Kornelis said they will do them. Councilman Measles noted there was a large hole on Pine St. h. Councilwoman Monfor. What is the status on the money for congregate housing?
