It is the first time for Alaska# Kenai could have had a major team but they did not have the 19 - facility. They have one field and have to share with 7 tease. They have no dug -outs, the field is clay and needs more maintenance. She asked Council to find them a pleas to play* This Is just the girls' program, the boys teams GVO progressing as feet as the girls. Alaska can bid for the tournament every 3rd yeazv but it could go to any city In Alaska. The revenue from the tournaments is great. There erg 3 girls teemsp she hopes to have 7 next year. Councilwoman Bailie asked# why can't the field behind the Ski No be used? Mrs. Osborne replied, there are over 30 adult teams there news it is packed. Councilmen Ackerly noted there will 2 more available at the high school next year. Me. Mulholland replied, they are nice soft ball fields but they are back-to-back. if a bell is hit, It would be in center field of the next field. There to no partition between and no gross. She suggested the Rao* Dept. people put more effort into grounds work. We need more adult fields. City Manager Brighton eakedt whet was said at the Roe. Comm* meeting? Mrs. Osborne repliedv Roe. ... INA- Director McGillivray said there was a problem at the old dump sites, we did not have a permit from DEC. Mr. Brighton asked if the Rea. Comm, was going to make a recommendation to Council. Councilwoman Monfor suggested directing Administration contact Mrs Lucky to send the letter so we can start this year. MOTIONS Councilman Ackerly moved, seconded by Councilwoman Bailie, to adopt the resolution. City Manager Brighton explained, the difference between the 2 resolutions, the subet. added Tern P1, Public Works Director Kornelis reported, Council directed him to contact the people on Tern after Eagle Rock was added. The results were 3 yes and 2 no votes. MOTION, Amendments Councilman Ackerly moved, seconded by Councilwomen Bailie, to amend the motion to substitute Res. 86-219 to include Tern Place. VOTE, Amendments Motion passed by unanimous consent. PUBLIC COMMENTS s. Al Poore, Kenai. He distributed a letter this date. He has property on Tern and is against adding Tern to the assessment district. There is something wrong when a person his age gets saddled with this. His total cost will be $14tg00. The City has not done it anyplace else, why do it here? He hoe been have a long time and seen a lot of things happen, this is not a good thing. He is 68 years old, 10 years down the road is a long time to be saddled with this. Councilmen Wise asked it he had trouble with the design. Mr. Poore replied, yea, with the street. They are running faster down the street. 'The engineering on Eagle Rock Is poor. Me has a lot more water than he had before. The City has proposed a sump near his well, that should not be allowed. b. He asked if the price would be set by per foot owned or would the people on Eagle Rock have to absorb the additional. Finance Director Brown - replied, the cost of the project would be spread by - square footage of lots. - g. Stanley Carson; Lots A, 5 b 6; Eagle Rock P1. Kenai. -�- He testified when the City wanted to take Eagle Rock off (the assessment roll). NO appreciates putting this on* it was estimated at $650 per lot, now it Is $1,000 per lot. The first notice said it would be over 10 years, now it says 5 years. He asked for clarification. Finance Director Brown explained, the 47, ----_ --- tat survey was for several roads. Finance Director Brown explained, Council has the option at ..".: the and of the job. Council agreed to have it set up at a 10 year schedule. - Councilwoman Monfor asked Public works Director Kornelis about Mr. Poore's concerns. Mr. Kornelis said he will look ]z at the drainage, at the public hearing they discussed ;. putting in dry wells. They can put the high point back and still put in a dry well. All drainage goes down hill now. Another option is an easement through Mr. Poore's back lot. Regarding the oulverta, the city's normal policy is one drive and one culvert. If additional are requested, they pay for them. The 2 lots Mr. Poore mentioned are vacant. City policy is not to do anything to vacant lots* Councilman Ackerly suggested, regarding using the book lot for drainagedrainageg the 2 culverts could be a trade-off. Council agreed to the suggestion. Q Mr. Kornelis addedg Mr. Poore will give the City 6 ft. for ::•: drainage. They will need 6 ft, from the neighbor also, Mr. Kornelis has not contacted him yet. C-4 Res. 86-22 - Trenef. $20526 - Gym Capital Project for Enclosure of Ramp MOTION: Councilwoman Monfor moved, seconded by Councilwoman Beilie, to adopt the resolution. There was no public comment. Councilman Wise said 1) we owe this unspent money to the airport plus more for the land we never bought. The longer we wait, the more it will cost. 2) There is a lobby in the gym used for a nursery that is not heated. If it is to be used that way, we should look into that, it is more important. He questioned if this is the best use of the funds. He asked if the foyer could be heated for a nursery. Portable electric heaters are a health hazard. Public Works Director Kornelis said, when the area was designed) it had a large heater from the gym, He did not know if that was enough, so he put in electric heat. It is a baseboard, not a portable. There are 2 sources of heat. Motion for Inspection Contract Amendment Council asked for a review and reason for 2nd reading;. Public Norks direotoc Kornelis explained, item C-90 is raising the grade an Alisk from Highbush to Swires and raising Swires above the grade we have now. That Is an addition beyond the contract. Item C-9b is the some as above plus raising the grade from the creek down Aliak to Swiree, raising the grade on Htghbush and Bumblebee. Coat, $148,000. Item C-90 includes all roads. Cost, $1709000. He recommended C-9b. He requested the 2nd reading because the weather is getting better and he would like to start. C-9a wee the original proposal from Mr. Nelson. Councilmen Wise asked if C-9b restores the streets to the contour before the project started. Mr. Kornelia replied, they will have drainage now. Councilman Wise asked, whet about C-90 Mr. Kornelis replied, it will restore to within a foot of the original. The creek to Linwood would be included. He explained, C-99 and C-9b are still a large improvement over the existing. 1) Silt and mud have been removed from the road. 2) Water and sewer lines and services have been installed. 3) Storm drain and ditch have been installed to handle surface run-off. Councilman Wise asked, what is the coot of the whole proposal? Mr. Kornelia replied, about $800,000. Bill Nelson, Engineer. The original const-:uction cost is $768,000, Change orders to date for water tine improvements are about $30p000. The other changes are $20,000. There is about $822#000 under contract. He expects to under -run about $209000. The reason he set up the proposal with priorities was he thought C-9a was most important, C-9b sea next and C-90 was least. Councilman Wise asked if the people in the area had reviewed this, answer - no. Vice Mayor Measles granted a recess for review. MOTIONt Councilman Wiee moved, seconded by Councilwoman Bailie, to Introduce Ord. 1121-86, item C-9e. PUBLIC COMMENT: a. Derby Howell, Kenai. He did not know this wee coming up. He was here to report to the neighbors. Councilman Wise asked Mr. Howell if he had any problem. Mr. Howell replied, he would have s problem with the ditches. But Mr. Nelson had told him he would bring up the ditches accordingly. Bill Nelson, Engineer. He will have a flat bottom on the ditch instead of s "V" in the ditch. Councilman Ackerly noted at the work session C-96 was recommended. Now we are adding more. Mr. Nelson explained, C-9b would change the drainage direction. He did not feel C-90 was necessary. Mr. Kornelie explained# it was to get the ball rolling. They have to most with the contractor , because the job has been changed. Material will have to be ordered. Council agreed to have 2nd reading at the April 2 meeting. Rogers added the facts were not as represented. Not having a contractors license is not important, the bonding is. He is not Saying P. the person is not responsive, but they were in error. G-3 Ord. 1120-86 - Amend KMC - Addition of Advisory Transportation Commission and Repeal of Advieory Harbor Commission MOTION$ Councilman Ackerly moved, seconded by Councilwoman Nonfor, to introduce the ordinance. Councilman Wise said he objected to joining the Harbor and Airport Commissions. We are eliminating the functions of PAZ, Administration and Council. He I@ on the Small Cities Economic Development Committee, their concerns are low cost housing: This is not a Kenai concern, so he met with the federal Revenue Sharing committees. Young# he supports Federal Revenue Sharing. Son. Stevens and Murkowski are noncommittal. The National League of Cities urges all municipalities and elected officials to send letters to all representatives. Every State had meetings with their delegates. After the meetings, he felt convinced it will stay in some form, this is better than eliminating it. b. He had a visit from a representative of the nursing home in Soldotna. Kenai appropriated $149000 last year for the people of Kenai. The representative-esid she was requesting the some for this year. He reminded her they had said they would not be back and suggested she had the right to come to Council but it would be his recommendation not to pay. She reminded Council of the meeting with Lt. Gov. McAlpine on April 3. a. She reminded Council of the teleconference on March 20 regarding Hazardous Wastes. d. She reminded Council of the hearing on the proposed float plane basin and the airport comprehensive plan scheduled for. March 20, H•S Finance Director Councilman Ackerly noted the letters in the packet for State legislators and NetA, legislator* were very good. Airport Manager Ernst explained# we have not gone to design because preapplication was set back to be submitted after the March 20 public hearing. It is required. He talked to aim Perham# FAR# who felt the importance of public hearings on environmental assessments to make sure of the finding of no significant impact. Mr. Ernst will most March 24 to determine if it is a "FONSir, (Finding of No Significant Impact). Then he will resubmit the application. While they are reviewing (about 60 days), we could go out for RFP for design. He noted we are talking about $1759000 for engineering and design, according to the wince# Corthell & Bryson study. if we do not have all the letters in from Federal agencies and if the public hearing shows people to not want the float plane basing we would be stuck with a bill for designp should FAA see fit not to approve. He will put the preapplication in at the end of the month. He received a letter from the Borough# they are in favor of alternate #1. There has been no objection from any agencies. We have the Mince, Corthell & Bryson study and the M. Tourlainen studyl if FAA approves# the funds can be recouped. Councilman Wise said if we proceed in a normal course and wait we will not introduce funding ordinance for design till we get appproval back' then go for RFP# and advertise 30 days. We will not 'tart design -contract till Oot. He suggested making the appropriation and ask for RFP'e with the proviso that we would not award till approval by FAA. Council took no action. b. Councilwoman Nonfat. Regarding the Senior Care Center. She complimented the Program Director# it is going well. c. Councilwoman Monfor. She asked if we have storm drains dumping into the river. public works Director Kornelis replisd# it is illegal to dump into the sewer system. Break-upo+e .run-off goes to natural drain areas# ss to creeks. We have a main storm drain -on Redoubt to the Inlet, Nothing goes into the river. Councilman Wise noted there is one near the Methodist Church and down ,by Old Town. Mr. Kornelis explained# the Old Town one to private. This does prolong the move to an institution. Families have noticed a change. Senior Citizen Coordinator Porter has reported a 5% out in senior center funds. She will apply for Soldotne satellite for meals and the seniors will be trying to have money -making projects. as Councilwoman Bailie- The Hospital Board will meet 3-24- There will be a long-range planning meeting 4-3. f. Councilwoman Bailie. Wildwood Advisory Board will have a meeting 4-3. g. Councilwoman Bailie. She requested a procedure for bid documents for limiting the time past substantial completion. Public Works Director Kornelis replied, we have that now in the architectural portion. He could put the some thing into roads. h. Councilman Ackerly. Regarding the planning calendar (Info #1).
