MOTION:
Councilwoman Monfor moved, seconded by Councilwoman Bailie,
to adopt the ordinance.
There was no public comment.
Councilmen Wise said the money should not be taken out of
road funds, it should be reserved for Ames, etc. where it is
needed.
MOTION, Amendments
Councilmen Wise moved to emend the motion to delete 1985
road grant and substitute Capital Improvement Reserves where
it is needed.
Motion failed for lack of a second.;,

Councilman Hall moved, seconded by Councilwoman Monfort to
take out the words "Golf Course" in the ordinance and make
it "Lawton Drell -

MOTIONS
Councilman Ackerly moved, seconded by Councilwoman Bailie,
to adopt the resolution.
There was no public comment.
Public Works Director Kornelis explained, they may have to -�
hold off for DEC approval on water do sewer. Alsot the
contractor has another. project. He wanted to go forwards ..'..i
because the contract with Dick Morgan soya July 1- We will

D. Pet Oebornel Peninsula Home Health Care - Testimony
Ma. Osborne explained she is asking for money. They still

have need to provide medical care for those who have no
funds. There were 174 visits in Kenai out of a total of

430. The problem is that most of the people that need
health aid care need a skilled nurse. They cannot provide
for health aid care without skilled nurse care and receive

funds. They have worked with public health nurses. There
Is a problem with how many hours Kenai and Soldotne get.
They are allowed 40 hours. Palmer is allowed 9159 Anchorage

615. There is an inequity. The need here is as great as
theirs. They have had to turn down many people. They
received $5,000 from Kenai and $59000 from Soldotne last

Even though it is expensive, it is most cost effective.
Hospital care is much more. She asked Council to consider

She has talked to Div. of Public Health but they do not know
how much they will get. Councilwomen Bailie suggested she

contact Son. Kerttule and Szymanski. Mayor Wagoner noted it
is too late for this year, she could contact those sleeted
next year. He also asked Me. Osborne for the people to be
contacted at Health & Social Services, Me. Osborne noted
there were 537 visits last year, we already have 1200 in the
let 4 months of this year. Councilwoman Bailie asked, if
someone cannot pay, are they refused? Me. Osborne replied,
they try not to. They try to get volunteers or use a
charitable account. They also have a bingo night to raise
money. Councilwoman Bailie suggested, this should be a
Borough service. Me. Osborne sold she would try them. She
had thought since it was a 2nd class borough they could not
do this. Mayor Wagoner suggested they contact the Hospital
Board. He added, the City had said they would only help it
get started. Me. Osborne replied, she did not realize the
number of need. She noted costs are $7,0O0 per day in the
hospital, it is more cost effective in the home.
