B-1 Dick Boyeen, Kenai Rotary Club - Volunteer Landscaping of
Airport Triangle
Dick Boyeen. They met with the Landscape Boards they want
to donate engineering and labor to the project. Railroad
ties are the cheapest way to go. Estimating 3 ties highs
they would need 600. He propoe�d the City provide
transportation and purchase the ties. The preliminary plan
has trails he said the park Is small the consensus was to
eliminate the trails. We should not encourage foot
traffic. This year they could do the topsoil and railroad
ties. They may get some tress donated. The r could do the
flowers next year. They will need City truoke and equipment,
Mayor Wagoner asked what the City liability would be._
Public Works Director Kornelie replied the City could
furnish operstore.
Council agreed to furnish City equipment and operatotso,
Hr. Kornelie added, flat bed trucks would be best. Mr.
Boyeen noted there may be people in the area that way donsti
labor to load the ties. He noted the ties available at thin
time are not good.

0-2 Clarence Ladd - Brush at Senior Center
Clarence Ladd, Kenai. The tourists are coming to the City
now. He asked that the brush in front of the Senior Center
be moved. Brush only, not everything. The building is
hidden from tourists. It could be a nice park. The gulley
could be done next year. Regarding parking, the parking is
getting too for away for the seniors to walk. The parking
lot could be moved up by the building next year also.
Parking could be made on a 45 angle instead of straight
out. Mayor Wagoner asked if there was a brusher on the
tractor. Answer, yes. Councilman Hall noted the new site
plan ordinance may make this difficult to do. Council
agreed to direct City Manager Brighton, Public Works
Director Kornelis and Recreation Director McGillivray to
take action on this item.

one of 3 landowners this covers. He is recommending it
be left as is. If it goes to residential it will
devalue the property even more. Councilman Ackerly
noted Mr. DeVito requested withdrawal. Now does this
affect the petition? Atty. Rogers replied, the
withdrawal crestes,difficulties. Councilwoman Monfor
noted Ray Rogers has also requested not re -zoning.
Councilman Ackerly asked if we could approve the
ordinance, excluding those parties and they can
re -zone.

MOTION:
Councilman Ackerly moved, seconded by Councilman Measles# to
adopt the ordinance.
There was no public comment.
Councilman Wise said this has been appropriated from capital
improvement reserve. By taking it from road grant funds we
are denying any work on Berabore# Amest and other areas
that need work. It should not come from road grant funds.
Mayor Wagoner said none of those funds are allocated for any
particular project. This was for paving projects. If it is
not ueedt they could be used for road projects. We should
not use tax dollars when we have State funds.

Councilman Wise explained, townhouses are not usually single
story. Mayor Wagoner said there was no room for a garage.

Mayor Wagoner said the amendment was not an the table and

Development before Purchase
MOTION:
Councilman Ackerly moved, seconded by Councilwoman Bailie,
to adopt the ordinance.
There was no public comment.
Councilmen Wise asked Administration to send to Council a
copy of'the reply from FAA.

C-9 Ord. 1135-86 - Submit to Voters at Special Election on
June 249 1986, Iasue GO Bonds to $295009000 for Portion of
Funds Needed to Construct Community Center

Capital Improvement Reserve."
NOTION:
Councilmen Monfor moved, seconded by Councilwoman Bellies to
adopt the ordinance.
PUBLIC COMMENT:
a. Susan Smalley, Kenai. She had a concern with timing.
Special elections are traditionally a low turn -out. The
election costa a lot of money. The highest percentage
of votes has been 36% of a regular election, 18% of the
registered voters. It should be done with a regular
election.
b. Ruby Coyle, Kenai. With lack of State revenue,
Gramm-Rudmenn bill, increased evaluation of property by
the Borough, increased sales tax, the City is having
to increase the mill levy. This is poor timing. She
voted for this at one time, before the City had a big
auditorium, Soldotne High School auditorium and the
Sporte Center. We have facilities now, we are
adequately covered till we see the price of oil. She
objects to a special election at this time. We voted
for it in 1971 and still do not have it. We put up the
money to design and put in a 1% sales tax to pay for
it, it is still not taken off. We voted for it in
1980, provided the State would fund. It is a lot of
money. It should be put on the ballot with the
amendment and also show operating caste. She asked
what it would cost to operate. Councilwoman Bailie
replied, $17811
000 per year, that includes utilities,
maintenance, personnel. Income is projected at
$1739000, They are retiring a bond and proposing a bed
text that would be a shortfall of $399000, Mrs. Coyle
said the money could be better spent promoting Kenai.
The bed tax will run people out and reduce the sales
tax. Kenai is way down on sales tax income the last 3
quarters, below Soldotne and the Borough as a whole.
When we put on a bed tax and pay off the bond we will
have to increase taxes.
c. Cherles-Baileyt Central Heights, Kenai. He used to
work for the City, when he was with the City he would
have thought we did not need a community center. He
went into privets business one year ago. He will make
his money here or Soldotne. It will not seen that such
money for him. But he spends a lot of time in Soldotno
because Kenai does not have a facility to give

services. Kenai citizens have to go to Soldotne for
weddings, banquets, receptionss etc. He has gone to
Soldotne at least 15 times in the past 6 to 8 months to
functions run by Kenai people. The Merit Inn hoe had
to cater to people in Soldotne because we do not have a
facility. Regarding timings now to the time. It hoe
been going on for several years. if it is important,
people will get out to vote. If we wait till October,
it would be next summer before we begin. Regarding
revenues, there are not many states that are as good as
ours. There are not many cities in Alaska with a mill
rate as low as ours. Regarding oil revenue, the
speaker at Chamber this date said people in the 70's
never thought it would be as high as it was. It will go
back up. Revenue can be increased with sales tax. If
you do not have income, you do not have growth. We
will have increased sales tax to cover the shortfall.
d. Ron Malston, 1109-4th, Kenai. He asked Council to
adopt the original ord. 1135-86. The City has a
beautiful, useful library for use of its citizens but
it brings people from outside into the city. When they
come ing they shop in the community. The Rec center
brings in outside people. The community center to
another use for citizens of Kenai and outside.
Regarding the cost, it will bring in people from the
rest of the state and stateside. They will spend
money, this will help us to replace lost revenues from
the oil price drop.
e. Dr. Peter Hansen, 418 Rogers Rd., Kenai. He practices
in Kenai. This center lei needed now and was needed 5
to 10 years ago. It will help the community. He is
involved in community activities. We do not have the
right kind of facility now. He is looking at it from a
regional and state aspect. He is involved in Boy
Scouts, there is no place outside Anchorage that they
can meet. Kenai has the potential. The emergency
medical people in the regional level could use the
facility. On the state-wide level, there were 215
doctors in the area for a convention in the 70's. They
have not registered that many since. They have 800 in
the State. There is no place in Southcentral Alaska
that they can meet. It has to be Southeast Alaska or
Fairbanks. The people in Anchorage do not went to meet
in their town. Kenai is a vacation parsoiee and is
close to Anchorage. He is with the Alaska Academy of
family physicians. They can only most in Southeast
Alaska or Fairbanks. This is a great means to
diversify the economy. There are 3 goals to thleg 1)
the center would bring people together, 2) it would
diversify the economy, 3) it would increase the sales
tax.
f. Jim Evensong N. Kenai. He has lived in Kenai in the
past. He Is a member of the Community Center
committee. Hie role is to represent the visual sets
people. Having a plane for history and the arts would
be an addition to the cultural life of the community.
The citizens should have a chance to say if they want
to spend money on a community center. If it is built
no one can predict its prof but it will be positives It
will bringg the community together and enhance the
quality 0f life.
g, Tanny Millers 609 AMses Kenai. She has lived in Kenai
since 1972.. In 1971 a vote was passed for 00 bonds for
$000,000. In the regular election of 19009 s vote was
passed - if the State put up 9OS9 the City would put up
the rest ($2150000). Thera is a lot of difference
between an $8009000 building with 90% funding by the

State and $4 Million. The way it is warded, a lot of
people will not realize the full impact. It only says
$2.5 Million. How many people really read the ballot?
The public should be aware that it will coat
$4 Million. The questionnaires sent by the City to the
citizens asked how they rated their needs. The one
wanted most was the pioneer home. The community center
was an the bottom. We need many things before we do
this. Fred Braun told the Council at work session that
they were going to send a delegation to Carr's in
Anchorage to get the mall moving again. She could not
see why we are spending $4 Million when we are in
slump.
h. Jim Carter, Box 2129 Kenai. He has worked for two
facilities in the community, the pioneer home and the
community center. Council has made prudent decisions
with streets and the library. It is good that we go
forward with the community center. It has been d1 on
the priority list for some time. This will serve more
people then any other structure the City has now or in
the future. If we believe in the City motto, this is a
way to express that Kenai is a city with a future.
i. Dave Brown, 118 Wooded Lane, Kenai. The City needs
this. The community center has been designed for a
specific need. It does not have any extras already in
the community. It will be a meeting place for large
groups. Regarding the City Manager's poll, it asked
one of every 6 voters. That is less percentage then
what sho" up for a special election. Regarding
putting the total figure on the ballot. There are
plans to send out fact sheets to registered voters.
J. Tom Murphy, N. Kenai. He formerly lived in Kenai. He
asked Council to let the public make their own
decision. He is with the performing arts. Mayor
Wagoner asked why the high school auditorium was not
being used more heavily. Mr. Murphy replied, the
prices are prohibitive in both Kenai and Soldotna high
schools.
k. Father Tergonskyp Russian Orthodox Church. He is not
for or against the building, but would like the
election to be at the traditional time of voting. It
would be fair to all the people.
1. Ed Garnettp Funny River Rd. He supports the community
center. He attended a convention in Sitks. He spent
over $450 while there for room and meals. There were
1600 people. They made $1509000 to $2009000 in 3 days.
It is a positive asset for Sitkaq it will be for
Kenai.
m. Ruby Coyle, Kenai. She lives and pays taxes in Kenai.
All the special interest groups are here. She
suggested making it a service area vote and let all the
people pay for it. 3une 24 Is a commercial fishing
day. The fishermen will not be here. It should be
handled at a regular election with all the people.
Fishermen and construction workers should be allowed to
vote.
n... Tanny Millar, Kenai. Regarding the City Manager's
poll. Possibly the City Manager puts more credence in
the poll than {Coueoil does. This is extremely
reliable. In both polls the community center was next
to last. .
Councilwoman Bailie said we should vote as soon as
possible. The chances would be better to get a better bid
with the HEA construction going on. She noted the longer we
wait# the more expensive it will be. Regarding the City
Manager poll. The pioneer home was requested from the State
as a state project to be built and operated by the State for
all peninsula citizens as well as Kodiak. The survey was

random sompiing, it is fairly accurate* out you can get
different results from the survey by the way it is written.
Councilman Ackerly said he has not received much favorable
comment on the bond proposition or the center due to
negative aspects of the media regarding State expenditures.
The timing for bonds is bad. Fishing and summer travel will
affect it. The negative aftershock of the school bond issue
will have a great impact. The prediction of use and cost is
anyone's guess. Councilwoman Monfor explained we had
planned to share the June 24 election with the oorough.Their
election was postponed. She noted people can work for
defeat as well as passage. And they can vote absentee
ballot. Councilwoman Bailie said the response she has had
has been overwhelmingly positive. We need to do something
to get out of the slump. We are too dependent on the oil
Industry. Councilmen Ackerly said Council should look at the
books for the Sports Arena and the Sullivan Arena
(Anchorage). He would like to see the economic impetus
but he wants it to be the right shot. The Sports Arena has
a $459000 electric bill and will be raising it to $90,000.
They went the City of Soldotna to take over, they will
not. Mayor Wagoner noted the electric bill is mainly due
to the equipment. Councilwoman Bailie said this will
be versatile, will serve 8 to 100 people, 10 meetings at
one time. They have looked at other facilities in the
State. Councilman Wise said he had a concern with the
$2.5 million figure. It will cost considerably more.
There is also the relocation of the antennas. We should
do that at the same time. We have $J.5 Million. We
have the bond capacity. They should be combined.
MOTION:
Councilman Wise moved to amend the ordinance with the
substitute in the packet.
Motion failed for lack of a second.
Mayor Wagoner said he was in favor of the community center
but thought it may be the wrong time. If it fails, it may
set it back forever.
Ruby Coyle, Kenai. If the State would appropriate the
money, she would vote yes.
Councilmen Wise he did not think partially funding the
project is a fair way to present it. We have lost
perspective as to what we are - a fishing and transportation
center. We need to enhance them. Councilman Hall said he
wants the people to decide. Councilwoman Sallie noted Kenai
has put 10% on their projects and were still denied by the
State. The people voted to put $18 Million.into it. That
wag is lot of Money in those days. We are living in a
community of very positive soples lunesu's is not as
versatile so outs and 16413 Million. Valdes $9 Millions
Fairbanks, $15 Million. With the $2.5 Million and the
State'* $1.5 Million# we can oomplets the project.
Ruby Co lap Kenai.. In the 2nd vote the eople voted yes
but that wps provided the State pgid for �he building.

Councilman Hall moved, seconded by Councilman Ackerly, to
change the amount from $2.5 Million to $1.5 Million and
stipulate we will use the $1.1 Million in grant moneys from
the State.

Councilman Hall explained, if the bond fails, it will be
used for other uses and not committed to the community
center. Councilwoman Bailie said that would give us $2.6
Million. That will not furnish the building. Councilman
Wise said $2.5 Million will not do it, now reference Is to
$1.1 Million.

Councilwoman Bailie asked how they intended to complete the
project? This will not give us enough money. There is a
$300,000 differences $6009000 with contingency. Mayor
Wagoner asked what the figure was for furnishing. Architect
Gintoli replied, $551000. Councilwoman Bailie said the
difference between W 5 Million and $1.1 Million is $2459000
per year. With the other the annual cost is $80t000 per
year. The smandment will burden the people with an
additional $5009000. The people will vote for $2.5 Million
as easy as they would $1.5 Million. We are looking at a
$400000 shortfall, that is a conservative number.
Councilman Measles noted if the bond issue passes at
$1.5 Million and the Governor signs the additional
$1.1 "illion, there will not be enough money to start. We
cannot abide by the wishes of the voters.
VICE MAYOR MEASLES ASSUMED THE CHAIR.

Mayor Wagoner moved, seconded by Councilwoman Monfort to
amend the amount in the ordinance to $2 Million.
Mayor Wagoner explained, this would give u• enough to build
the facility. There will be 12 month construction, that
would give us a year to get the cost of landscaping! etc.
Every other city hoe free and full ride in funding this type
of facility. It is time every city paid their fair share.
Kenai should start It. If it is not out by the Governor
the city could go to the Legislature for additional funding.
Councilwoman Bailie said we have repeatedly seen the
Legislature give us nothing. The additional $500*000 would
make a difference of $40#000 per year. We would end up with
a facility without furnishings and would have to go back to
3uneou. Mayor Wagoner said there is $286,000 in
contingency. He did not went to spend it till we are on
the way with the project. We have not used 50% of
contingency in any other project of Mr. Gintoli's. The big
part would be the road, landscaping and parking. Councilman
Ackerly noted he did not realize we had oommitted $1.1
Million to. the community center. He thought $2.5 Million
Mould build the basic building and we would have to do the
landscaping, eto. Ha is willing to go back to $2.5 Million.
Councilman Hall said the earliest it could be completed is
sumser '87. If we ar4 short of, completion, it will be a
small amount on the capital projects list. Councilwoman
"*"for said she objected to Going book to the State for more
money. Councilman Mosel** noted the City would have to waive
its own landaosping ordinancs.if the landscaping was not
complete. Councilman Miss said since we got the all money
we have not had a capital project that has financed itself*
it we want this, we should do it with our own assets. We
should fully fund this. We have $3 to $4 Million in surplus
funds.

Mayor Wagoner explained, City Manager Brighton was directed
to write Mr. Treat a letter stating the City was not

Mayor Wagoner said they still have not heard what the
Governor will sign. Tanny Miller, 609 Ames Rd. She asked
if the City had $1-1/2 Million general fund excess. Mayor
Wagoner replied, more than that. Me. Miller asked, why do
we have to go to Juneau? Mayor Wagoner replied, we are
generating interest in this amount that we would not have if
we used it. That has been our cushion to keep the mill rate
down. Council can elect to spend at any time with a
majority vote. Councilwoman Monfor asked, how many people
are on Ms. Miller's road? Me. Miller replied, about 10. She
added, this is the access to Basin View S/D. All Basin View
S/D people are using it a lot- Councilman Ackerly said we
appropriated some money to the H.A.S. project paving moneys.
Mayor Wagoner replied, $1539000. There is $1450000 left
now. Councilman Wise said there is $64,000 in the golf
course. $1669000 for Highbush, $27#000 for ordinance
introduced this date. Councilman Ackerly asked where does
Ames Rd. come into this? Mayor Wagoner replied, it falls in
the Berabare, etc. project. Public Works Director Kornelle
said it would be $290t000 for Has Miller's project - all
coats.

MOTION:
Councilman Measles moved, seconded by Councilman Vies, for
approval of the partial release as requested.
Councilman Ackerly asked if he should abstain from voting,
he might have an advantage if he voted against it because of
a possible competitor. Mayor Wagoner said he could not
support partial release till payments are current.
Councilman Measles sold this is a way to remove the cloud.
Councilwoman Monfor said she wanted the development to move
forward, it Is bad policy to have this continue. Mayor
Wagoner noted City Manager Brighton's recommendation is the
opposite of Atty. Rogers. Atty. Rogers explained, his
decision was a legal one. He suggestbd we proceed with
foreclosure of the other parcels.
PUBLIC COMMENT:
a. Ed Lowry, Kenai. He Is making for a change in the
release clause on the deed of trust. It has nothing to
do with the default. He brought up the default fact.
It will be corrected prior to this being in effect.
This has to do with if he was not allowed to release,
he would have to pay to get rid of the property.

G-10 Comm. a Comm. Standards
Councilwoman Bailie suggested, when a member hoe not
attended meetings, he should be replaced as soon as
possible. Members should have a full commission to work
with. If 3 consecutive meetings are missed# that would be a
reason for dismissal. It should be Council's responsibility
to immediately replace a member. She also asked that there
be male and female representatives on all commissions as
much as possible. Councilman Ackerly noted 049 terms; there
have been some good people that should be able to continue
because of their expertise. Clerk Whelan noted they can be
re -appointed. Mayor Wagoner added, there will always be 3
people with 2 years experience. There are also good people
that went to serve but do not get a chance. 3 years and the
right to re-opooint gives flexibility. Councilman Wise said
if a member is not re -appointed, he should be off till there
Is a new appointment. Mayor Wagoner explained, it is not
necessary for Council to confirm a re -appointment.
Councilman Wise suggested a replacement should be appointed
for the remainder of an unfinished term. Mayor Wagoner
asked that the ordinance be finalized and submitted to
Council. Councilman Ackerly said the responsibilities of
commission members should be stated. Clerk Whelan
explained, there will still be specifics stated with each
commission, reference will be made to the standard
procedures.
G-11 Diec. - Comprehensive Plan
Mayor Wagoner oeid Kevin Fenner, Borough Planner, asked to
have this approved this date. One of the people involved is
leaving. Regarding the request for additional payment, the
City does not do the Comprehensive Plan, it should be a
Borough responsibility. He will contact Soldotna Mayor
Farnsworth regarding this. Councilman Ackerly said he
objected to item 02. Mayor Wagoner said the Borough Planner
had said the plan would not be rushed, we could take all the
time we wanted. Councilman Ackerly asked that Mrs.
Thompson's letter distributed this date be sent to the
Borough and CCC Architects. Council agreed to discuss this
at the June 18 meeting.

Camping
Councilwoman Monfor sold she recently went to the Soldotna
City park for lunch and had to pay $29 she did not envision
this for Kenai perks. Just those staying over 3 dayst not
the tourists.

a. Ed -Garnett* Hs has a proposal for a motor home park.
The best place would be back of Crayoroft Chryslerat
the old dump. It would operate for 3 months. it
not economically feasible if he put in a lot 0186e
ppark. He would need water A sewer it Is 700 fta to
No water main. He reviewed his plan. There would be
40 units, 20' X 30, for long tern+. The overnightera
space would be 1S' X We There would be a place for
hauling boats and trailers. There would be dump
stations with holding tanks, he has talked to DEC. He
can come from the highway end with 4" line for sewer
and 2" line for watere it would be feasible if the

cost of the land was not too expensive- It would coat
$75,000. This land could not be used for anything
else. The lines would have to be blown out at the end
of the season. It would open approx. May 15-
Craycroft has asked for a new lot, this could be used
for that. There is little drainage there, it is higher
than Craycroft. He would be using 190 ' X 300 Is
The balance could be used for tent camping. There
would have to be outside rest rooms, they would have to
pay to use them. The Ci-y has been encouraging
caravans, they park at the Chamber. They could park at
this park on gross. All 3 uses would be only 60% of
the area. This land cannot be used for any structures -
All would be on skids, they would be unhooked at the
and of the year. There would be gravel areas and
gross. Councilman Wise asked if it would help if the
City put commercial water & sewer down there. Mr.
Garnett replied, considerably. He added, he was quoted
$11 ft. Another problem is, Cunningham Pk. was not
designed for camping. He could do some of the work
this year and take camping. Mayor Wagoner askedv the
City would lease the property and he would develop it,
then the next year the City would discontinue camping
in the parks? Answer, yes. Mayor Wagoner suggested
working with the Rec Commission. Councilman Wise
suggested we could put water & sewer in to support
industrial development per the Airport Master Plan. Mr.
Garnett noted, the park at the gulley is 80R parkland.
He is not sure if we could change the use without their
approval. Councilman Ackerly said we should close
Cunningham Pk. immediately. It is too small# it hoe
been mis-used, it has a bad boat ramp, it is not
suitable for camping, they are cutting trees down.
Mayor Wagoner noted he did not think we needed a boat
ramp at Cunningham Pk. Councilwoman Bailie noted Mr.
Garnett's camper park would be the only one in the
area. It would be good for tourists- it would be
close to the canneries and shopping. Councilman Wise
suggested banning motorized vehicles in the parks.

any more. Councilwoman Bailie said we are talking about
tourists and compere. They will take better care then the
transients. Mayor Wagoner said we have not had a fee and
enforcement# we should cover someone to enforce this.

off -road vehicles in the municipal park reserves. Atty.

Councilwoman Monfor asked about enforcement. Mayor Wagoner

0-14 Replacement of Obsolete Streets Lights in Woodland# Redoubt
and Inlet View
MOTION:
Councilmen Ackerly moved, seconded by Councilman Measles, to
purchase the street light fixtures that City Electric had
obtained for replacement in Woodland, Redoubt, and Inlet
View from City Electric at City Electric's actual invoice
cost plus actual invoice shipping costs. The City
administration Is to then investigate the possibility of
the fixtures being used or exchanged for fixtures and poles
that can be used on other projects such as Airport Way.
Public Works Director Kornelis said one suggestion wee to
buy from frank Arbelovsky (City Electric) and make a deal
with GE. Councilman Wise suggested adding the word
"consider" before the motion.
Council agreed to the suggestion.

Council establish a policy that we have no intention of
operating the street light system in the City by acquisition
or default.
Public Works Director Kornelis noted we do operate lights
now. Councilman Wise said, from this date on. Mr. Kornelis
explained# we have Inlet Woods and others. All future
lighte# HEA will not put in. VIP should not be City
fixtures. Mayor Wagoner said if HEA will not put in any
more lights# we will have to do them ourselves. Nr. Raney
(HEA) has sold he would try to get back to that. Councilman
Mosel** asked# what about new subdivisions? Mr. Kornelis
replied# HEA Will not do them. Councilman Measles said,
when • new subdivision is built# the street has to be up to
specs. Till that time it is not the city'a, When it is
approved# the City takes the streets, but not the lights?
Mr.. Kornelis replied# a developer usually does not put in
lights.

Finance Director Brown explainede we are short =259000. If
Council does not pace the ordinance, we can shorten it.
Councilman Ackerly noted other builders are working, these
are not.

estimate? Public Works Director Kornelis replied, the
estimate does not include many items in here.
PUBLIC COMMENT:
s. Bill Nelsons engineer on the project. He was asked to
prepare an estimate of what it would coat to raise
grades to appease the land owners. As a result there
are changes in cost. In addition to these, there are
coat over -runs that are being addressed. The
quantities of increase are about the some as the
estimate, but there are carry-overs. There are
under -runs in other areas that may wash this out.

about fees and charges to outsiders.
b Regarding the boat ramp in Cunningham Pk. It was
developed using BOR funds. it was determined it was,..
not feasible because of high tides and they recommended
filling it in. They have had requests from small boat;;
owners to use its that is why it was left.

8. Architect Carmen Gintoli. Regarding the closure hours
on Cunningham Perk (midnight). He likes to go down
there and stay till dark.
Mr. Gintoli asked if RFP's would be required for
construction of the camper park. Mayor Wagoner replied
it will be discussed with Administration.
b. Dalton Peters, Kenai. Regarding the beer at the
Chamber of Commerce. We may lose it. It adds to the
City. He talked to Mr. Turnbull (the artist). The
Chamber of Commerce had talked with him regarding
buying it but nothing was settled. He is trying to
sell it. Mr. Peters said he would hate to see it
leave. The cost is $24,000. Tourists may be able to
help pay for it, it was in Alaska Magazine. It gives
Kenai a good plug. The painting in the Anchorage
airport was $40,000. Mayor Wagoner suggested
discussing it at the June 4 meeting. Mr. Peters noted
it loss with the development of Old Town.
c. Marian Davis, 4463 Spur, Kenai. She is upset about the
lack of disbusaion on finances of the Senior Center.
Mayor Wagoner did not get a report. The senior
citizens did not discuss the budget this year. Lynn
Kocinski, Senior Center, explained they have not
received the funds this year to discuss. Mayor Wagoner
added, there is a budget but revenues are subject to
change. Mrs. Davis said they always discussed it in
the past, but did not this year. Councilwoman Bailie
said it will be at the next meeting.
Mrs. Davis esked, what happened to the juvenile hall
that was proposed? She thought the City had forgotten
the youth in the budget. Mayor Wagoner replied the
City spends more on kids then any city in the
Peninsula. The juvenile detention center is a State
function and they decided not to fund it.
Mrs. Davie said the senior citizen budget is $410#OOOe
That is $1,700 each day they are open. Most seniors
feel it should not be that much money. We are not
nutting down. Mayor Wagoner explained that is the
aggregate of many different programs. Mrs. Davis
replied, it was not shown to the seniors.
Mrs. Davie noted the parking at the Center. There were
ppeople parked so they could not get through. It should
