They — have recommended- ons softball field, and 2 youth ball fields. The basic revenue source ' for Little League is their coMeopsien stand. Mr. McGillivray replied that would up to the Commission. Councilwoman Bailie noted there is only one available at this time. MOTIONt Councilman Wise moved, seconded by Councilwoman Monfort that Administration be directed to contact Treat Cabinets and re -plat it needed. Motion passed by unanimous consent. Mayor Wagoner asked, then we would proceed with the soft bell diamond? Answer - yes. Mayor Wagoner said, regarding the dump site. That is a larger area, it will have to be reclaimed anyway, the Borough would be approachable. Mr. McGillivray explained, they were looking at City lands. Councilwoman Monfor noted it will be open for 18 months more. Mayor Wagoner stated, the City is being asked to put In more bell fielde, Nikiski has none. He suggested approaching them to see if they would be willing to donate money to help. Their kids play here. PUBLIC COMMENT: a. Faye Mulholland, Box 3267, Kenai. The Recreation Dept. in Nikiski has allowed the Little League to use the bell field out there. They are not properly staffed, It has only been used for some games. Kenai does not went to come to Nikiski. She lives in Nikiski and coaches a team in Kenai. Nikiski hoe volunteered to take up the slack but Kenai will not come out. Soldotne will not come out either. Mayor Wagoner explained, if they are 50% of the total kids and we are doing maintenance on the fielde, they should be willing to help pay for it. b. Gladys Routh, 3740 Wildrose, Kenai; President of Little League, Kenai. The teams will be split if they go north. They need to be in one place. Northern Oil hoe offered to help put in the fields. Kenai will not have all the expense, just the land. Seward, Homer and Soldotne come have to play. 10 acres on Marathon would be ideal. That would give each league 3 fields. It would bring in revenue and would be acceesible. The fields can be used for other things beside baseball. They should not be near water, it is too cold. Councilwoman Bailin salad, how many girl teams do we have? Mrs. Routh replied 69 all are using one field. They were given the high school fields for T-bsll, it did not work out. They need good equipment room. They are growing. They had to turn down a tournament because they did not have the fields* There are over $00 children involved in the program, 27 teams. Councilwomen Bailie suggested, we should look at Marathon again, it should be industrial. The old dump nits sounds better, it would be more protected. Mrs. Routh said they wanted to be away from the water and tdgether. It would be herder to maintain in separate arena. He added, there may be other restrictions, but the City can substitute land. Mayor Wagoner noted the building snd.dug-outs-,were built by the Lions Club. Councilman Wise suggested platting out 10 acres at the old dump site and dedicating it. Mayor Wagoner added, also, the land south of the ball fields, with a green buffer. It would separate residential and the dump. He suggested Administration prepare proposals for both ways# up the highway and out back. Have PAZ review, and bring to Council. Councilwoman Bailie asked that in addition they lLat the approximate number of fields they could have, how many years they would be adequates and conelderst ion of the girls' needs. Roc. Director McGillivray asked# if we can get an agreement with Treat Cabinets# canouaciinteers begin work before platting is done? agreed to the request. Mayor Wagoner asked# how much help can the City expect for the 2 bell fields? Mrs. Mulholland replied# Northern Oil would donate equipment and time. The parents will help. Mrs. Routh added# there would be donations of lumber. Mrs. Mulholland suggested using the old fence and turf from the old Oiler field. Council agreed to have Administration check into this also. B-2 John Williams, Paving Candlelight John Williams# 306 Candlelight# Kenai. Road construction has started. There is a considerable amount of heavy equipment in the area. There has been more duet and congestion# and there have been some near -accidents. Water trucks have come down Linwood but not Candlelight. The street will be used more with a golf course. The coat of strip paving Candlelight would be under $2009000. He would like to have Council look again at paving Candlelight with the $1.1 Million available. Councilwoman Monfor asked if he had considered an assessment district. Mr. Williams replied# he is not considering it at this time. That is a neighborhood decision. One of the problems with an assessment district is some of the land owners have large land areas. They have had the land since it was Inexpensive, They could not pay a heavy assessment. Unless the 50-50 ordinance changes# it will probably not go. Councilwoman Bailie noted Council policy is any paving from now on will be assessment district. She noted Eagle Rock area is willing to have an assessment district. Mr. Williams replied Eagle Rock residents have small late# assessments are leeeo He noted people on Candlelight had no es on the golf course. Mayor Wagoner noted there were public hearings. Councilman Vies asked that Administration estimate the costs of paving Candlelight and making an assessment role. Council agreed to the request. There was no public comment. Motion passed unanimously by roll cell vote. C-3 Ord. 1148-86 - Incress. Rev/Appne - Float Plane Basin, Land Acquisition - $160#000 MOTION: Councilmen Wise moved, seconded by Councilman Hall, to adopt the ordinance. There was no public comment. There was no public comment. Mayor Wagoner noted this was a large amount of money. Public Works Director Kornelis explained, this was based on a 1964 Wince, Corthell, Bryson study. Mayor Wagoner asked if it will be all engineered at once. Mr. Kornelis replied, auto access and relocating the fence first, $809000 was left for the site. Councilwoman Monfor said she felt this was too much money. Mayor Wagoner noted most of the money cannot be used for anything oleo. He asked that Couno4i consider using the funds in sequence on the Capital Improvements List. -The last time his ores case up on the list, it was.taken off. b. Sohn. Willisma, Box 1313, Kenai. He asked Council to state polio yy for use of the �1.1 Million. Mayor Wagoner replied the policy statement is in the CIP brochure. Mayor Wagoner suggested Administration come back with an appropriating ordinance going down the CIP list. Councilman Wise asked about Sunrise Way. Mayor Wagoner suggested up -grading the bad parts first, than gravel a all of it. Council agreed to the suggestions. C-7 Rea. 86-64 -Transfer 86-87 General Fund Budget -Additional 17 - $1,447 Funds for Assistant City Attorney, Range MOTIONS Councilwoman Monfor moved, seconded by Councilman Hall, to _ - adopt the resolution. This is a training position, and is expected to turn over routinely. OLD BUSINESS F-1 Report on Landfill Permit City Manager Brighton reviewed the letter from Kenai Peninsula Borough. Mayor Wagoner asked that Administration review the request and have a resolution for the 7-16 meeting. Council agreed to the request. 0. Airport Manager Ernst reviewed the telephone panel at the terminal. It would be 3-sided, 25 :paces, 20 poster speces, oak veneer, cabinet in center for phones, local call only, buttons to a direct line. MOTION: Councilman Wise moved, seconded by Councilmen Halig to adopt the ordinance. PUBLIC COMMENY: a. Roger Holl, 10801 Spur, Kenai; attorney for far North Oil & Gee. This is very important to the investors. They are ready to drill but cannot put into product because of the liability requirements. The fundamental reason for the ordinance is not necessary because it is not City -owned property. The old ordinance is impeding new business that will bring in $2 to $3 Million per year. Repeal would not affect environmental concerns In the ordinance, just this one part of the ordinance. regarding liability and bonding.. He -felt substitute #3 most udequately.serVes the issue. G-8 Approval - Vacation, Utility Easement - FBO 5/0 MOTION: Councilman Wise moved, seconded by Councilwoman Monfort to approve the request. Motion passed unanimously by roll call vote- G-10 Games of Chance & Skill - Kenai Child Develop. Center Approved by Consent Agenda. G-12 Discussion - Contract Retainage Mayor Wagoner suggested with 50% of the work done, we could reduce from 10% to 5%. If we are going to retain, it should be retained jointly and the person retained from should have a sey in where it is invested. Councilman Wise said there is a difference between buildings and roads, buildings should have a higher retainege. A building can be substantially complete but not be usable. If a person works with investment, it should be in writing. Councilwoman Bsilis said there could be a problem with investing if it lost money. She preferred going to 5b9 then 2-1/2%. Councilman Hall suggested parameters of 3 or 4 options for investing. Finance Director Brown said the City is paying more interest than we are receiving. We have passed a resolution as to how we can invest. It could be tied up if it Wes a joint CO, He would prefer a higher interest. PUBLIC COMMENT: a. Bill Zubeck, 7983 Spur, Kenai. He distributed copies of retainage agreements in Alaska cities. Anchorage was used and amended for Kenai. Unalaska was under State statute at 10-1/2%, He dose not snow how Kenai pays. Mr. Brown explained it is based on what the City receives. He added, that is a maximum of 10-1/25, it Is not mandatory. Anchorage is 8-1/2%6 Mr. Zu-beck sold the City say. 5% after substantial completion. Some businesses can take 2 years to do the work, aver the winter. With a short project it does not matters but it is not good if it goes over a winter. The Corps of Engineers does not require retainage, not does the Borough. As reputable bonded contractors, they do not need this. Mayor Wagoner puggested the City bring alternatives to -Council for discussion. Council agreed to the suggestion. Atty. Rogers said he would review. Public Works Director.Kornelie said he is getting requests from subdontractors regarding retainege --because they have not been poid by the contractor. Council agreed to the recommendation. b. Gov. Sheffield has asked Council to have breakfast with him Wed., 7-9-66. Council agreed to attend. c. Airport Manager Ernst reviewed the request by Federal Express to lease apace at the terminal. He did not know of any policy that they could not. Mayor Wagoner said there is no freight over the counter. Mr. Ernst noted 90% of it would be documents. He noted there ere 150 lb. boxes of fish coming over now. Mayor Wagoner asked that the minutes be checked out for policy. Architect Gintoli noted it was discussed during remodeling of the airport, in 81-82. d. Airport Manager Ernst reported AAI has filed a request to be relieved from their lease at the terminal. Atty. Rogers added, they are going from a Chapter 11 to Chapter 79 bankruptcy. Mr. Ernst said there has been firm interest by Southcentral for the space. H-2 Attorney Atty. Rogers asked for clarification. The Asst. Atty. is changed to Legal Assistant. The $6,000 put in the budget is not available at this time, it was available only for an assistant attorney, not a legal assistant. H-3 Mayor Mayor Wagoner said Councilwoman Bailie has resigned from the Wildwood Citizens Advisory Board. They have asked the City to appoint a representative. The 3seee Owens games were June 28. The winners will go to Anchorage July 12, those winners will go to Loa Angeles Aug. B. They had a good crowd. b. Councilwoman Monfor noted someone has been clearing out the brush at the Senior Center, but it was not taken away. Mr. McGillivray said he would have it removed. c- Councilwoman Monfor asked how the Municipal Park was going. Mr. McGillivray replied it is being chocked every day, they have had no problems. Mayor Wagoner asked that it be added to the CIP list. b. Councilmen Wise asked when the City will do a public opinion survey. Mayor Wagoner said he would like it before the CIP lies is reviewed. Councilwoman Bailie said it should be sent to all the people in Kenai. We should educate the people with a PR programs what we have done, how much it cost, where we got the funds, plans for the future. Mayor Wagoner noted we did not send out the CIP brochure because of the cost. Councilwoman Monfor said the PR program should be sent out 2-3 times per year- City Manager Brighton suggested the survey should be sent out after school starts when vacations are over. Mayor Wagoner noted the City does not have the moos exodus they used to have when summer starts. Councilwoman Monfor suggested the PR program be sent out at the and of the year. Councilwoman Bailie added, it should show the sa'63 tax end property tax generated, what incomes we have and where the money goes- Councilwoman Monfor noted there ere many new people in town who do not know the mill rate. We should let them know it is important they spend their money here. c. Councilwoman Bailie asked for the statue on Highbueh, Alisk, etc. Bill Nelson, Engineer, reported- It is basically done. They have withheld 5% retainage. Councilwomen Bailie said the street looks like dirt. Mr. Nelson said he asked the contractor to remove the material that is unsuitable. He will do it. It has not compacted well. The problem is confined to Swirea. Councilman Wise suggested an audit of the project so we can learn from what has happened. Mayor Wagoner disagreed, they did not need an audit to know a Mistake was made. Council took no action. d. Councilwoman Monfor asked for a report on the lost meeting of.the Old Town Committees s. Public.Works,01reetor Kornelis. Regarding Kenaitso Ct. In getting the road to grade, they have ateap driveways. He could bring gravel to private property, but some owners have paved. They will have to out the driveways. The residents have asked the City to re -pave their driveways. He explained, in order to have ditch drainage, the had to put in culverts and had to raise it I ft.
