PLEDGE OF ALLEGIANCE.
ROLL CALL
Presents Chris Monfor, John Wioe, Tom Usgoner, Tom Ackerly,
Sally Bailie, Jess Hall, Ray Measles
Absents None
AGENDA APPROVAL
Mayor Wagoner said there are 2 items on the agenda. The 2nd
issue, GO Bonds, was added due to a time issue.
Agenda was approved as submitted.
1. PUBLIC HEARINGS
1-o Ordinance 971-84 - Amending Kenai Zoning Map - Baron
Park Subdivision
MOTIONS
Councilmen Measles moved, seconded by Councilman Ackerly, to
adopt the ordinance.
PUBLIC COMMENTS
So Jerry Hansen, Kenai. Council has done oome great and
wonderful things, but they have made some great
blunders. Putting the sewer treatment plant on the
best beach in Kenai was on* of the blunders. He felt
it was a lost cause to be here, but wanted to speak
anyway. The people of Kenai want something different
than moot Alaska places. They want a core city, where
they can walk around town. The people have a lot of
choice where they can live in the city. He is not
opposed to business coming in, but he did not think the
City should re -zone. A lot of land is in private hands
and could be negotiated. There is also some that is in
City hands. Putting in back off the highway would make
the highway more attractive. People in this town like
trees. There was much objection when the mall was
built (on the Spur). There are a lot of people who
feel as he does. There was very little advertising, it
was pushed through very fast. There was nothing in the
Clarion Community Bulletin Board and the message on the
City Bulletin Board was obscured. People in town will
not know till it is done. The City cannot provide
everyone who comes along with highway frontage. Zoning
was not done arbitrarily. The plan, as it now exists,
is reasonable. Mayor Wagoner said the people who
testified at the Aug. 15 reqular meeting regarding the
conservation strip knew this would be discussed at
special session. He gave them dates and reasons for the
special meeting.
Councilman Hall asked to abstain, as he is a party to
the transaction.
VOTE (Passed)s
Motion passed unanimously by roll call vote, with Councilman
Hall abstaining.
2. NEW BUSINESS
2-a Introduction of Ordinance Providing for Issuance of
$2,850,000 General Obligation Bonds and fixing Details of
Said Rot -ids (Ordinance 972-84)

MOTION:
Councilman Measles moved, seconded by Councilman Ackerl.y, to
introduce the ordinance.
Finance Director Brown said the financial people called him
this date. This is being coordinated with 3 other cities.
Page 6, the maturity dates will have to be changed tot
beginning date - 1985, ending date - 2004. They will go to
sale the middle of Sept., they are closing Oct. 1. That is
why we are doing this in a hurry. If we waited for the
Sept. 5 meeting, the effective date mould be Oct. 19. This
will cover the special assessment districts fort

VOTE:
Motion passed by unanimous consent.
Mayor Wagoner said the date amendments could be done
administratively.
ADDED ITEM:
Mayor Wagoner introduced the new Legal Assistent, Nathan
Callahan.
