Clerk Whelan performed the swearing in of all participants. PUBLIC COMMENTS a. Marko Zurek, Rt. 1, Box 1225, Kenai, representing Doyle. The original lease applications showed future development for a 3 year building process starting this year. This year there would be gas pumps and outdoor car wash. In the future there would be a quick lube. Atty. Clark, representing Yamamoto. He objected, they were dealing with a different lease application than the original. This was not decided by P&Z. Mayor Wagoner explained this is within the process. It was before P&Z as a concept application. Mr. Zurak continued. Total added is 33 sq. ft. for a cost of $285,000, b, Bob Gagnon, Box 11120, Kenai. He explained he was an i. interested party. He asked if it was a full service station. Mr. Zurek replied no, self-service for gas, full -service for lube. He added, with the present mill rate, it would mean $1,750. Using the estimate of bulk dealers for sales, on a 65,000 gallon per month figure, there would be $399000 sales tax. Kenai gets 60:, $15,000 to the Borough. The City would receive 1.08 for each oil change. There would be 6 new employees. Kenai has had a 47% growth rate since 1978. We have not had any additional service stations. It would benefit the community and be a better use for the lot then an office complex. COUNCILWOMAN MONFOR ARRIVED, 6s20 PH f Mr. Zurek continued. The airport noise would interfere i at that location for an office. It would not be a problem for a gas station. There are stations and a restaurant near by. It would enhance the location. i� Atty. Clark asked if he would use metal buildings, Mr. Zurek replied the outside would be metal. ; c. Pat Doyle, Rt. 1, Box 12250 Kenai. The new addition would work with what they have now. Mr. Zurek added, most; of the work would be done by 1985, the paving and landscaping would ' be done in 1986. j ! d. Atty. David Clark, 143 E. 9th, Anchorage. Representing Yamamoto. Office space and retail would employ 20 people. He has written airport master plans, Mr. Yamamoto's use is not in conflict. Safety and use are considerations. Where the lot is located, office space would be acceptable and not adverse to the airport. Regarding demand, Mr. Yamamoto has had interest expressed on office and commercial basis, the demand is there. Regarding relation to existing use, the Comprehensive Plan is for guidelines, not rules. It was also recommended gas stations be at major intersections. The use as proposed is compatible with the neighborhood. The landscaping fits in with the area. He went to FAA and asked what they wanted in a building. Mr. Strickland said he would prefer no building, but would rather see Mr. Yamamoto. If it is a metal building, it affects landing patterns. Mr. Doyle proposed a metal building. P&Z has not seen Doyle's future proposal. Atty. Nash, representing Doyle, objected. The guidelines said they could be amended and the chair rules it acceptable. Mr. Yamamoto's plan is new also. Mayor Wagoner ruled it was not out of order. Councilwoman Bailie asked, when would construction begin? Atty. Clark replied, they would have to have the lease application and determine financing. Alaska Business Development Corp. reviewed this date. The Code requires 2 years to develop. He would anticipate they will be well within the 2 year period. e. Bob Gagnon. He counted 7 stations in the City and 5 within a mile of the City. The Time Saver is #8. He _. disagreed with the 65,000 figure. 309000 gallons used to be "making it." He has not been getting 65,000 gallons and he has a full and self-service. Full service would be 6 pumps. There is one major station going out of business now who is $70,000 do -en at this time. Every time one goes out it ->- affects t;tn City. Atty. Nash asked Mr. Gagnon to identify his business and position. Mr. Gagnon replied he was owner and operating manager of the Texaco station. He was speaking as an independent. Atty. Nash asked how do the tax moneys affect him? Mr. Gagnon replied, sales tax. The J. ( Borough is the last one to foreclose and businesses pay _ them last. That is usually the largest bill. Everyone who goes out of business owes the Borough when they go out. Mayor Wagoner asked Mr. Yamamoto if he agreed with what his - - attorney has said. Mr. Yamamoto replied yes. Atty.
