DISCUSSION - Adopting Kenai's 1985-86 Capital Improvement Projects List MOTION, Reconsiderations Councilman Ackerly moved, seconded by Councilman Hall, to reconsider Resolution 84-134. Motion passed unanimously by roll call vote. Mayor Wagoner said, in keeping with the request of Lt. Gov. McAlpine, we should put in the resolution those that are listed as area -wide. Float plane basin COUNCILWOMAN BAILIE ARRIVED, 7s1O PM. MOTIONs Councilman Wise moved, seconded by Councilman Hall, to combine #2, #3, #7 & 014. MOTION, Amendments Councilman Wise moved, seconded by Councilman Hall, to amend the motion by combining #2 & 03. VOTE, Amendments Motion passed by unanimous consent. MOTION, Amendments Councilwoman Bailie moved, seconded by Councilman Ackerly, to make the pioneer home #3 on the list. MOTION, Withdrawals Councilwoman Bailie, with consent of second, withdrew the amendment. MOTION, Amendments Councilwoman Monfor moved, seconded by Councilwoman Bailie, to make the pioneer home #12 on the priority list and 01 on the area -wide list and make 012 031 at this time. I KENAI CITY COUNCIL OCTOBER 23, 1984 ` Page 2 MOTION, Amendments Councilman Wise moved, seconded by Coencilwoman Monfor, to amend the motion by adding, "Be it further resolved that the following projects be considered by the State as area -wide and of a State and regional nature. Juvenile Detention Center Harbor Float Plane Basin Sewer - Thompson Park Pioneer Home 4 Lane Highway, Kenai to Soldotna Traffic Light, Spur & Main St. Loop Mayor Wagoner suggested a beginning statement explaining that these items are on both lists. VOTE, Amendments t Motion passed by unanimous consent. MOTION, Amendments Councilman Ackerly moved, seconded by Councilwoman Bailie, to include on the Capital Improvement List consideration of ' a juvenile detention home in Kenai, to be listed after the traffic light on Spur & Main St. Loop. VOTE, Amendments Motion passed unanimously by roll call vote. Recreation Director McGillivray suggested a bike path. Mayor Wagoner explained the State is not financing them at this time. Mayor Wagoner acknowledged Gary Fandel, netily elected Borough Assembly member from the Kenai area. He noted he will be arranging joint meetings between local Assembly members and Council on a monthly basis. ' l PUBLIC COMMENTS a. Rich English, VIP. He had 2 petitions to distribute to Council. Mayor Wagoner explained, there had been confusion regarding public hearings for Capital 9 Improvements Projects and he had arranged one more public hearing to give the people of VIP a chance. Mr. English read the petition requesting strip paving in VIP and adequate street lighting. He noted they were #9 on the list for gravel up -grade. Mayor Wagoner explained there are some soft spots that were to be up -graded. There was some discussion of putting this on the paving lint. The City has not in the peat, and does not plan to go into subdivisions without some participation with the residents. The only time people have benefited from paving without paying is in loops. Most areas have been owned by the City or a government entity. Mr. English replied, that is why they are asking the State. Mayor Wagoner explained, the Lt. Gov. has said if we do not have local participation the State will not grant it. Mr. English asked, who did the priority list? Mayor Wagoner replied, Council and P&Z, with public hearings. Mr. English asked, if thay are willing to go an assessment district, it will get done? Mayor Wagoner replied, it would be considered on a priority basis. It would be first come, first KENAI CITY COUNCIL OCTOBER 23, 1984 Page 3 served. The major part would come from the State. Last year we received $1.4 Million, $650,000 for water & sewer. Mr. English asked, there is no way without assessments? Mayor Wagoner replied, that is right. Councilwoman Bailie said she had received a call from a lady in VIP that a child was almost hit. She was going to come to City Hall with a detailed map showing corners needing lights. The map has not come in yet. Also, one of the petitions was for more adequate snow removal. This was on contract, was it unsatisfactory? Mr. English said they contacted Councilmembera and were told to call the contractor. The worst problem was - piling snow in the driveways. He was paid to do them. ( Mayor Wagoner replied, no one in town gets their driveways done. Mr. English asked, we will not get i paving or snow removal, no matter what they ask? Mayor Wagoner brought the discussion to paving, snow removal cannot he discussed at the special meeting. He explained they will be treated the same as everybody else who comes to Council. Mr. English ae+ked, how are the new subdivisions done? Mayor Wagoner replied, the paving is done by the contractor and assessed to the owner. Mr. English said VIP was 01 two years ago, was that to be assessed? Mayor Wagoner replied, no that is why it was removed. Council did not feel paving VIP was essential or fair to forego other improvements without assessments. Mr. English asked if they were moved to the bottom without public hearing. Mayor Wagoner replied there were public hearings, they were posted in the papers and on the radio. The only person to testify was a real estate agent. Mr. English asked if Council could have a special meeting for an assessment district. Councilman Wise said, there are 12 roiles of road not up to City standard. Council has said they will be first priority, and there will be no more F "paper roads." These will be at no cost to the property owners. Mr. English asked if there has boon a cost study on gravel maintenance ve paving? Mayor 1 Wagoner replied they have to be up to the same quality ' either way. Paving is additional. There are streets - in town that emergency vehicles cannot get into. VIP is not that bad. There were safety reasons for doing j these. Mr. English asked if street lighting could be done this year. Councilwoman Bailie said the lady that contacted her said she would bring in the maps about 2 ' months ago. But the frost is here now. Mr. English asked if the City would provide street lighting. Mayor Wagoner replied yes, if safety is a factor. He -` suggested they contact the school district for suggestions on areas of need. b. Marie English, VIP. She asked if the Council represented the City. They are coming to Council,they have done a lot of foot work. Now Council says they have to get the map, is that a City function? Mayor Wagoner explained, the lady volunteered. Mrs. English r said they had 90 signatures, isn't that enough to look into? Mayor Wagoner explained, that cannot be discussed in a special meeting but can be put on the ! next agenda. Mrs. English asked if the city could put R} , up 50% and the State 50: for paving. Mayor Wagoner explained, he did not know where the City would get the money. Mrs. English Asked if they had looked at the cost of maintenance of a gravel road over the long run. M - Public Works Director Kornelia replied, they have 5 i people who do gravel roads. The cost is kept down for maintenance. The initial capital costs would be high. _ Mrs. English said, she can understand 6 in. of snow from the graders in the drivoway, but she hau had to KENAI CITY COUNCIL OCTOBER 23, 1984 Page 4 pick up ice boulders. She asked if the City acts on complaints. Mayor Wagoner replied, they try to. Councilwoman Bailie added, when she talked to the .lady about street lights, she had said she would expedite it. She added, Council members are volunteers too. c. Cindy Parson, VIP. Why was paving of VIP removed from the priority list and why did Council come to the decision of having sssessment districts? She could not imagine many people paying for this. Mayor Wagoner replied, at the time it was on the list !!ouncil felt it was not necessary. Their roads were much better than many dirt and pioneer roads. There was nobody from VIP at the public hearings. Only one person testified. Council said at that time they would not pave without assessment districts. Ms. Parson said one person on Birch St. paid for 15 years before he got a roved, Mayor Wagoner explained there was never an assessment district for Birch St., this was for water 6 sewer. The reason for paving Birch St. was to create a traffic loop off Spur. Councilwoman Monfor said before she was on Council, Thompson Pk. was worse than VIP and was on the list. VIP was approved gravel roads. We are a rich State, but will not always be. We have the lowest taxes in the U.S. The City is not being unreasonable in asking for assessments. They are not asking for 100%. If it affects a special area that only a small number of people are going to benefit, they should pay. Paved roads are not a necessity, She went on some roads with the Lt. Gov. on Oct. 19 that could not be driven on. VOTE, Main Motion as Amended: Motion passed unanimously by roll call vote. 2. Ordinance 992-64 - Increasing Rev/Appno, Airport Terminal Parking MOTIONS Councilman Wise moved, seconded by Councilman Hall, to adopt the ordinance. There was no public comment. Public Works Director Kornelie explained, when he received the pay estimate, there was a claim they had to review. It did not make the packet. They are getting close to 20-30 days in arrears. The change order is not a change order, is a balance of over rune and under runs. We are short $29,O00 to close the project. VOTE (Poesed)s Yeas Wagoner, Monfor, Hall, Wise, Bailie No: Ackerly 2-a Change Order p2 and Pay Estimate #6 to quality Aopholt Councilman Wise moved, seconded by Councilwoman Monfor, to approve the change order.
