Delahay noted that since Councilman Ralston had not been officially notified of this meeting 48 t--our:a in advance, the council roust declare an emergency exists, requiring a special meeting. MOTION s Councilman Hall moved, seconded by Councilwoman Glick, to 6eclare an emergency exists requiring a special meeting. Councilman Measles asked, how can we consider this an emergency? Atty. Delahay replied, becxu$e if notice is not sent to the State by the deadline, we cannot get the funds. Councilwoman. Glick asked, are we in fact ready to state that we are ready to take on the maintenance? Homo much are we willing to take on? Atty. Delahay replied, that is germane to passing the resolution, but not to having a special meeting. Councilwoman Glick said that affects how she may vote, Councilman Mueller 007) asked, on the meeting or the resolution? Motion passed unanimously by roil call vote. Item $1 - Resolution 81-10 - Requesting Grant from State Port Facilities Development Grant - $643,500 MOTION Councilman Measles moved, seconded by Councilman Mueller, for reconsideration of resolution 81-10. NOTES At this point, Clerk Whelan took attendance. Presents Betty Glick, Jess Hall, Ray Measles, Dick ler, Tom wagoner, Vincent O'Reilly o' Absents Ron Ralston • VOTE, Motions Motion passed, with Councilwoman Glick voting no. There was no public comment. Councilwoman Glick seconded the motion, MOTIOU, Amendments At suggestion of Councilman wagoner, Councilman Mueller, with consent of second, agreed to change the wording to,"ass listed Below," after "cost" in paragraph 3, Councilwoman Glick asked if that could also be applied to the last line of paragraph 3, and state, was set out above." *tty. Delahay replied operation and maintenance costs are not set out above, it is unnecessary. Motion passed unanimously by roll call vote. MOTION$ Councilwoman Glick moved, seconded by Councilman Measles, to table Resolution 81-10, pending further ;tl study on the feasibility study. Motion passed unanimously by roll call vote. At Atty. Delahay's suggestion, the lease was listed as a 99 year lease. At the suggestion of Councilman wagoner, grammatical changes suggested by Councilwoman Glick were given to Admin, Coordinator Davis after the meeting. Other charages were suggested by Harbor Commission member William, Councilmen wagoner b Mueller, and approved by Council. MOTIONS Councilwoman Glick moved, seconded by Councilman Massless, to, bring Resolution 81-10 back to the table. Motion passed unanimouoly by roll call vote, VOTE, Approval of Resolution 81-10: Motion passed, with Councilwoman Glick voting no. KENAI CITY COUNCIL �., JANUARii 24, 1981 Page 3 Item 42 - P.A,'s for Offina Ptirniture, New/ City Hall Mayor O'Reilly asked about fire extinguishers. Public works Director Kornelis replied, they are already in the building. He noted there are some items he has not ordered, he will come back to Council with additional items. There are 2 large desks, 4 secretarial desks, 3 credenzas and chairs. The file cabinets will wait till we get microfilm. Councilman Mueller asked, what is the estimated cost of the additional stuff? Mr. Kornelis replied, $8300. Councilman Mueller reviewed some specific items with Mr. Kornelis. Councilman Wagoner asked what the charge was for blueprints. Mr. Kornelis replied, there is no charge for "Xerox" copies, blueprints are $2.00. There is no charge for topos, he hasn't done any yet. He will set up a charge. MOTION s Councilman Wagoner moved, seconded by Councilwoman Glick, to approve the list of office furniture as submitted by Public Works Director Kornelis. Motion passed unanimously by roll call vote. ADDITIONAL ITEMSs City Manager Brighton said regarding the lease of FAA property, they will be cancelling their lease. One of the caretakers wishes to stay until his house is completed, and pay rent during that time. It will be one or two months only. MOTIONS Councilwoman Glick moved, seconded by Councilman Wagoner, to proceed with the lease of FAA property at $250 per month. Motion passed unanimously by roll call vote.
