ROLL CALL, Dec. 19, 1981 i Present: Ray Measles, Betty Glick, Tom Wagoner, Ron Malston, Vincent O'Reilly, John Wise Absent: Dick Mueller (excused) B. GENERAL DISCUSSION Mayor O'Reilly explained the reason for the Saturday r meeting is the time frame. The proposal will have to be put together, the booklets made up and it will have to ;)e presented to the local and Anchorage legislators before the convening of the Legislative Session. f City Manager Brighton said the Council will have to make decisions based on what is best for the City. ' Some projects may not be put on the list. A public survey was done last year on what the community wanted and P&Z did a simplified poll this year. It came out almost the same. Public Works Director Kornelis reviewed the bids on street improvements opened the previous week. Compared to the 1982-82 Cap. Imp. book, we are about $173,000 short. He and Finance Director Brown had studied sources of financing. The DEC grant was about $92,000; the street bonds were about $20,000; the water and sewer bonds were about $35,000. That leaves about $26,000 to come up with. Finance Director Brown had suggested general fund capital improvement reserve. v •�� Mayor O'Reilly asked, can all itercis in the book be accommodated? Mr. Kornelis replied yes. City Manager Brighton explained the distribution on a per capita basis was funded in 2 distributions; one was $500 and the 2nd was $250. The City is en- titled to $1,080,000, but it will not be disbursed - till July 1, 1982. y.. Councilman Wagoner said the Council agreed last year to stick to the proposed list, and that all new items would be added to the bottom of the list. We owe this to ourselves and the community to follow that list. C. LIBRARY rD-- 1. Kari Mohn, Library Board. They have spoken to Council many times regarding the need of a library addition. Councilman Wagoner asked, were we not going to go I after grant funds for the design phase? City Manager Brighton replied yes, but the funds just became avail- able this week. John Williams said, we had better stay at the $1 Million figure, institutional buildings are going at $100.00 sq. ft. D. RECREATION 1. Recreation Director McGillivray. The list as presented has not changed. The gym still remains #1 priority as far as the Commission in concerned. Bike trails were listed, but they have since been told they are running about $100,000 per mile in Anchorage. Francis Meeks asked about the beach area, the bridge is going out, the rest rooms are in terrible condition, there is no trail to the beach. The beach can be used by anyone, it should be considered. Mr. McGillivray said this had been discussed. There are many problems. KENAI CITY COU14CIL DEC. 19, 21, 1981 Page 2 E 2.. Linda Stafford. She teaches an exercise class. It cannot be taught in the schools, they are always being used. The present facilities are also in constant use. E. HARBOR 1. John Williams, Harbor Commission. Regarding the prioritizing of the list, The gym was moved to #10, the boat ramp was moved from #4 to #14, the library was moved to #2. Regarding the boat ramp. It has been in deplorable condition. It gets much use. An additional ramp should be added. He suggested rest rooms and a camping area for cannery workers be added. D. RECREATION (contd) 1. Sheri Chuenunckle. She also teaches a gymnas- tics class. She has had to turn away many people because there is not enough room. F. STREETS Public Works Director Kornelis referred to his memo dated 12-11-81 in the packet. The mud streets are a major problem. We are trying to pave the streets in loops throughout the City. The cost estimates have been updated for this year. He added a lot of cities are just starting their projects from 1979, we are through 1981. Councilman Wise asked why the program does not include preliminary and final engineering so we can take these figures to the Legislators. Mr. Kornelis replied Council preferred to handle the engineering costs as they did in the past. All others were done with CEIP and City appropriated funds. We are 2 years ahead of other communities. City Manager Brighton said one of the arguments we used in Juneau was that when we were requesting money, the engineering was already done. Kenai was one of the very few in the State that had the engineer- ing done. John Williams said we should have sufficient funds in our request to Juneau to cover engineering. We could recoup if we include in future requests. Also, we have some projects that will require mainten- ance. Councilman Wagoner said we should not pave City streets till we have done a study to see what soils are in outlying areas. We may have to put sewers in at the same time in some places. We should not con- sider installing trunk lines into the sewer treatment plant, we should think of one independent of the sewer treatment plant for subdivisions. G. FIRE DEPT. Fire Chief Winston. Regarding additional fire station and additional water. Beaver Loop water & sewer has already been engineered. If we extended to Thompson Park, it would hook up to the highway line and give us a continuous line. We could connect to the canneries. Regarding the substation, we are dividing the community into 1st & 2nd class citizens. We have a 5 mile radius that we protect adequately. In the last 10 years we have had 3 deaths in the community in the area that is not in the 5 mile radius. Life safety is something to be considered to compare with hike trails, etc:. Councilman Wagoner asked if he ::as considering manned stations. Chief Winston replied, at this time, un- manned; hopefully manned in the future. Chief Winston said the proposal would be to man with off -duty people and volunteers. We have to start somewhere.. 1. Ruby Coyle. Regarding the additional fire station. East of Kenai has been 2nd class citizens. One reason we incorporated was to get adequate fire protection. The 1971 Comprehensive Plan listed a substation. Regarding the small boat harbor. That was in the 1964 Comprehensive Plan. We receive much money from the canneries. Councilman Wise asked if an un-manned fire station would reduce the fire rating. Chief Winston replied not till we could show a history of whether or not we can show response. Councilman Malston left at this time. 2% Phil Bryson, Planning & zoning Commission. He explained the process of selection of priorities. . i 3. Ruby Coyle. She did not think we should just look at the cost regarding a fire station. We should look at saving lives and belongings. 4. Waldo Coyle. City proposals from the past are _,..I _. not being followed. The City has lacked direction. Small boat harbor sites have been studied since 1959. ---- It is still on the bottom of the list. We don't need paved bike trails. The maintenance of the buildings we are proposing will push us right back out in the o woods again. Councilman Wagoner said the list should stay as is. Administration should study many things in the future: Beaver Loop water line, fire protection in VIP & .h Beaver Creek, potential water & sewer in Beaver Loop & VIP S/D. NOTION: ~r� Councilwoman Glick moved, seconded by Councilman Measles, to put the list before .us as submitted. } Motion passed by unanimous consent. E. HARBOR (contd) _..S Councilwoman Glick asked John Williams if $300,000 would do an adequate job on the small boat harbor. Mr. Williams replied one of the problems is, do we - want it permanent or temporary. Our primary concern is to get the 2nd ramp. The siltration study is the ' key to the whole thing. If it comes back positive, we will start the project. If negative, we will adjust our thinking. -= F. STREETS (contd) Councilman Wagoner said we should delete any paving of VIP S/D and Valhalla till we have an engineering �..' study on water & sewer. The; could use some gravel cap. John Williams said the problem with gravel vs !, paving is the dust problem. City Manager Brighton added we will not be able to oil the streets any ''_-- more. Councilwoman Glick recommended strip paving in VIP S/D. Councilman Measles said he is against ;'- paving without water & sewer. We should leave money ! for studying water & sewer improvements with a separate treatment plant. John Williams said the people of r 'r KENAI CITY COUNCIL DEC. 19, 21, 1981 Page 4 VIP S/D think they are getting their streets paved. He also felt strip paving is possible. Public Works Director Kornelis said the mud roads should be upgraded because of maintenance costs. Councilman Wagoner asked if the $1 Million figure was based on strip paving or sur- vey, etc. for the complete job. Will they be to grade to complete the project at a later date? Mr. Kornelis replied he did not go that far. It is just an estimate. Councilman Wagoner said VIP people have been expecting a road, if Council decides not to do the work, they should be sent a letter, explaining we are not shelving, just that there are problems to work out. Phil Bryson, P&L, said Public Works had said that due to the low density of VIP it was unlikely that they would require water & sewer. That would be separate from fire services. MOTION: Councilman Measles moved, seconded by Councilwoman i Glick, to recess till Monday, Dec. 21, 1981 at 8:00 PM, with a work session to start at 6:30 PM. Motion passed unanimously by roll call vote. RECESS: „I Meeting recessed at 12:00 Noon. A. ROLL CALL, Dec. 21, 1981 Present: Vincent O'Reilly, Betty Glick, Ron Malston, Ray Measles, Dick Mueller, Tom Wagoner, John Wise Absent: None Mayor O'Reilly said during the work session, Council had agreed that Beaver Loop fire station and water & sewer work should have a study and determine the costs. Councilman Measles added any other area that would need water service for improved fire service. Council agreed to the statement Councilman Measles said we should have water in before we build the fire station. Chief Winston replied we must have water but to improve the life saving situation we should have equipment. Councilman Measles asked if we had surplus equipment to put in. Chief Winston replied this year's budget has a pumper in it. We have one engine now that could be put out there, it is not surplus, though. Councilman Wagoner said there is a problem in Cook Inlet View Dr., partially a drainage problem. Public Works should review to rectify the situation. We should also find out who owns it. 1. Ed Call. Each Spring we have a sink hole. If it freezes, the ditch will be blocked. Public Works Director Kornelis said they have tried to correct this many times. There is some dispute as to who owns it. MOTION: Councilman Wise moved, seconded by Councilman Mueller, to add $1/4 Million to the Capital Improvement List for condemnation of Cook Inlet View Dr. & Wildwood Dr. to the bluff and get title by condemnation. Motion failed, with Mayor O'Reilly, Councilmen Mueller, Wise voting yes; Councilwoman Glick, Councilmen Malston, Measles, Wagoner voting no. KENAI CITY COUNCIL DEC. 19, 21, 1981 Page 5 MOTION: Councilman Wagoner moved, seconded by Councilman Malston, for Council to approve as first items those not completed in the gold book for 1981 request. i MOTION, Clarification: _ Councilman Wagoner moved, with consent of second, for items 15 through 27 as appeared in the 1981-1982 Capital Improvement Project list for State grant fund- ing. All figures should be as Planning & Zoning put forward and all other items in priority as submitted by P&Z: a. Valve manhole study b. Library C. Itinerant parking d. Main St. Loop e. Bike trail f. Pave airport parking g. Landscaping - planning only MOTION, Amendment: Councilman Measles moved, seconded by Councilman Mueller, to continue and include 1982-1983, 1983- 1984 proposal in the order they have been prioritized. Councilman Measles said that will bring us up close to $15 Million. That would delete in the 83-84 gravel of lst & 2nd streets since that's taken care of with paving in 81-82. We've already talked of deleting $250,000 for the fire station. Council- man Wise said he cannot agree with the amendments. They are not based on any program for development of the City. There should be justification for the program and how it will help the City. Councilman Malston said we should complete Spruce, 2nd & 3rd. City Manager Brighton noted the cost of the library was not to exceed $1 Million. We have not addressed the amount of the addition. The request was made for 10,000 sq. ft., that is 1,000 sq. ft. more than City Hall and 3 times the size it is now. Will that necessitate more employees? Council agreed it will be discussed when it is brought back to Council. MOTION, Amendment to Amendment: Councilman Malston moved, seconded by Councilman Wagoner, to include on the list Spruce with water & sewer and paving; 2nd & 3rd with water & sewer and paving. VOTE, Amendment to Amendment: Motion passed, with Councilman Wise voting no. VOTE, Amendment: Motion passed, with Councilman Wise voting no. STREETS (contd) Councilwoman Glick said we require property owners to hook up to water & sewer when it is available in their area. It was because water & sewer are self- sufficient. Now we are using grant money, there are people who do not wish to get water & sewer on their property. Is it going to be our intention to require hook-up on their property or are we going to make amendments to give theta a time frame? Councilman Wise said if we waive, we automatically pay back DEC in toto out of City funds, that is a condition of the grant. Councilwoman Glick said what we are doing is jamming it down their throats. Councilman Malston said if less than 50% want it, don't do it. Councilwoman Glick noted we are saying if we put paving down, we wanted to pv.t water & sewer down lst. Councilman Measles said if they don't want it, we won't pave. Councilman Wagoner said regarding strip paving in VIP SID. It wasn't presented to him that we could do an adequate job with strip paving that we would not have to go back & do it over. He asked Public Works Director Kornelis to find the cost of gravel in VIP SID. MOTION: Councilman Wagoner moved, seconded by Councilwoman Glick, to direct Administration over the next year to study: a. Potential fire protection for Beaver Creek and VIP b. Beaver Loop water, a loop around Beaver Loop Rd. Co Potential water & sewer in VIP and Beaver Loop In addition we should look at the total water system of the City and do a study of our filtration system in the City. MOTION, Amendment: Councilman Wagoner moved, with consent of second, that it be done no later than July 1, 1982. Motion passed unanimously by roll call vote. Mayor O'Reilly suggested Public Works Director Kornelis complete the list and circulate to Council as soon as possible, and Council let him know as soon as possible if they have any problems.
