Present: Betty Glick, Ron Malston, Vincent O'Reilly, Michael Seaman, Phillip Aber,
Edward Ambarian and Charles Bailie
Absents None

B-is Council policy and direction to Administration regarding same.
MOTION,
Councilwoman Glick moved, seconded by Councilman Malston, that the Kenai City
Council adjourn into Executive Session to discuss Council policy and the reason being
matters which by law or Municipal Charter or ordinance are required to be confidential,
and subjects that tend to prejudice the reputation and character of any person,
provided the person may request a public discussion.
Motion passed unanimously by roll call vote.
RECONVENE,
Council reconvened at 11: 05 a.m. into public session.
Councilwoman Glick stated as per law and according to what was discussed in the
Executive Session, Council adjourned to discuss Council policy and to give direction
regarding same. Councilwoman Glick continued that Council diselsesed the job performance
Of the City Manager who is a direct employee of the City Council and it is the job of the
Council to hire and/or fire the City Manager because of performance or lack of performance.
Councilwoman Glick advised that the City Council has given notice to City Manager John ;
Wise that they are going to dismiss him and some of the reasons are as follows,
(1) Lack of good public relations;
(2) Inability to work with subordinate employees and/or the City Attorney and the
City Clerk;
(3) Items being put on the agenda without going through proper procedures and/or
i; proper personnel or the proper department concerned;

(4) Items requested through the City Manager report at Council meetings regarding
decisions of great importance and the Council not having; time to investigate or review
or discuss some of thew items;
(5) Items that have been pointed in the past through many channels to the City Manager
which then seem to be corrected but after a period of time fall back into the same pattern
of procedure;
(0) Items being given to the various and Rundry Commissions requiring, decisions to be
made without having proper time to review all relevant information and these decisions
could have far-reaching repercussions on the City as far as the rity's management and
development,
u Therefore, for the above stated reasons, the following; motion was made:
MOTION: ,
Councilwoman Glick moved, seconded by Councilman Malston, that the Kenai City Council
hereby dismisses City Manager John Wise from his position with thirty (30) days notice,
AMENDMENT
Councilman Ambarian moved, seconded by Councilman Malston, that the effective date of -
dismissal will be Saturday, June 10,1079 with thirty (30) days severance pay, y
Motion passed unanimously by roll call vote.
