NEW BUSINESS C-I: Sills to be paid - bills to be ratified MOTION: Councilman Malston moved, seconded by Councilman Ackerly, for approval of bins to be paid and bills to be ratified as presented this date by the Finance Department. Councilman Ambarian questioned the billing for travel of the Building Inspector to Anchorage and was advised that Mr. Hackney represented the City in Anchorage relative to the Valhalla Heights Subdivision court proceedings and the State should raimburse the City for costs incurred. QUESTION: Motion passed unanimously by roll call vote. C-2s Periodic Estimate for Partial PEMont - Doyle's Excavating a Construction MOTION: Councilman Ackerly moved, seconded by Councilman Malston, for approval of payment in the amount of $70, 884.16 to Doyle's Excavating a Construction Company, Willow Street Water Line - 77-WI-A project. Notion passed unanimously by roll call vote. C-3: Resolution 76-107, Awarding contract for repair of street lighting Councilman Ambarian read Resolution No. 78-107 by title only. "A resolution of the Council of the City of Kenai awarding the contract for the repair of City of Kenai street lighting to Inlet Instruments and Controls." Ir Y r '1 ii • MINUTES, Page Two MOTION: Councilman Ackerly moved, seconded by Councilman Malston, for adoption of Resolution 78-107, awarding contract for repair of City street lighting to Inlet Instruments a Controls per their bid proposal dated June 23, 1978 and attached to Resolution 78-107 and a part thereof. Public Works Director Keith Kornelis advised that the proposal included repair of defective street lights 017, 19, 28, 37, 70, 80, i 74) Beaver Loop a Bridge Access; installation of new poles and fixtures (921, 23); and installation of new pole and fixture 058). The installation of the now poles is a result of damage incurred by three individuals who will be billed accordingly by the City of Kenai. Councilman Ambarian requested that item N9 be corrected to reflect "A minimum charge of 6 hours straight time or 4 hours at time and a half........" QUESTION: Motion for adoption passed unanimously by roll can vote. C-4: Resolution 78-108, Authorizing selling of Old Sewer Treatment Plant Councilman Ambarian read Resolution 78-108 by title only. "A resolution authorizing the selling of the old Sewer Treatment Plant and related equipment and materials to R-Lee Seafoods." OTION: Councilman Malston moved, seconded by Councilman Ackerly, for adoption of Resolution 78-108, selling the Old Sewer Treatment Plant and related equipment and materials to R-Lee Seafoods for a total of $3,600. Motion passed unanimously by roll call vote. C-6: Resolution 78-109, Rejecting all bids for selling of Old Shallow Well Buildings Councilman Ambarlan read Resolution 78-100 by title only. "A resolution rejecting all bids for selling of the old shallow well buildings, equipment and materials." MOTION: Councilman Aber moved, seconded by Councilman Ackerly, for adoption of Resolution 89-109, rejecting all bids for selling of old shallow well buildings, equipment and materials. City Manager Wise stated that the reason for the request for rejeatior -f the bid was that Administration determined that the sole bid was not reasonable and appropriate for the subject items. QUESTION: Motion passed unanimously by roll call vote. 10 h � ■ i dY MINUTES, Pago Three C-8s Resolution 78-110, Authorizing award of bid for Bower Jet Cleaner I Councilman Ambarian read Revolution 78-110 by title only. "A resolution authorizing award of bid for the purchase of one Water Jot Sewer Cleaner". �1 MOTION: Councilman Malston moved, seconded by Councilman Ackerly, for adoption of Resolution 78-110, award of bid for purchase of a Water Jet Bawer Cleaner to Totem Equipment and Supply, Inc. for an amount of $17, 000. }, Councilman Ambarian stated that he objected to the tact that though $17, 000 was funded by Council for such purchase, the bid came in lower and than accessory items were added to bring the total prico back up to $17, 000. Councilman Malston stated he objected to the fact that the purchase price did not include delivery to Kenai and training personnel }� locally to operate the piece of equipment , but Council had been polled earlier a approved the purchase. QUESTION: Motion passed unanimously by roil call vote. C-7s Resolution 78-111, RoJectinst all bids for interim modifications to Sewer Treatment Plant Councilman Ambarian read Resolution 78-111 by title only. "A resolution rejecting all bids for interim modifications of Kenai Sewer Treatment Plant." ,LOTION: Councilman Ackerly moved, seconded by Councilman Aber, for adoption of Resolution 78-111, rejecting all bids for interim modifications to the Sewer Treatment Plant. I City Manager Wise advised that all bids received were considerably higher than the engineer's estimates and would, therefore, request rejection of all bids. QUESTIONS Motion passed unanimously by roll call vote.
