ROLL CALL Present: Edward Ambarian, Ratty (Slick, Dan Wholan, Richard Morgan and James Bison. Absent: Tom Aekorly and Walter Sweet D. NEW BUSINESS B-1: Resolution 76-104 - Rescinding Resolution 70-81 for Water Assessment (73-WI) Mayor Bison road Resolution 70-104 by title only as copies were distributed to the public prior to the meeting . "A resolution of the Council of the City of Kenai rescinding Resolution 70-81 and substituting therefore the provisions of this resolution confirming the reassessment roll as corrected for Water Improvement District No. 73-WI." Finance Director, Ross Kinney, advised Council that the payment schedule set up in P' 1074 charged interest at the rate of 8% from April 1, 1073 and the proposed resolutions correct the situation and begin charging interest as of March 1, 1074. The first installment would then be duo March 1, 1975 with the last payment being duo in 1004. The City will now be in conformance with A . $ . Title 29. Penalty was also waived on delinquent payments for the years 1970 and 1076. MOTIONS Councilman Ambarian moved, seconded by Councilman Wholan, for adoption of Resolution 70-104, rescinding Resolution 70-81 for Water Assessment District 73-W1. Motion passed unanimously by roll call vote. B-2: Resolution 70-105 - Rescinding Resolution 70-82 for Sower Assessment (73-92) Mayor Bison road Resolution No. 76-105 by title only. "A resolution of the Council of the City of Kenai rescinding Resolution 76-82 and substituting therefore the pro- visions of this resolution confirming the reassessment roli as corrected for Sower Improvement District No. 73-R2." MOTION: Councilman Ambarian moved, seconded by Councilwoman !Slick, for adoption of Resolution 76-105, rescinding Resolution 76-82 for Rower Improvement District 73-92. MOTION: Councilman Ambarian moved, seconded by Councilman Whelan, for adoption of Resolution 76-106, rescinding Resolution 76-83 for Water Improvement District WS. Motion passed unanimously by roll call vote with Councilwoman Glick abstaining for reasons of residency within the improvement district. B-4: Resolution 76-107 - Rescinding Resolution 76-84 for Water Assessment (73-W2) Mayor Elson read Resolution 76-107 by title only. Motion passed unanimously by roll call vote. B-5: Resolution 76-108 - Rescinding Resolution 76-85 for Sewer Assessment (73-91) Mayor Elson read Resolution 76-108 by title only. "A resolution of the Council of the City of Kenai rescinding Resolution 76-85 and substituting therefore the provisions of this resolution cotufirming the reassessment roll as corrected for Sewer Improvement District No. Sl." MOTION: Councilwoman Glick moved, seconded by Councilman Morgan, for adoption of Resolution 76-108, rescinding Resolution 76-85 for Sewer Improvement District 73-S1. Motion passed unanimously by roll call vote. B-6., Resolution 76-109 - Rescinding Resolution 76-86 for Water Assessment (73-W5 Mayor Elson read Resolution 76-109 by title only. Motion passed unanimously by roll call vote. 13-7: Resolution 76-110 - Rescinding Resolution 76-87 for Sower Assessment (73-S3) Mayor Elson read Resolution 76-110 by title only. "A resolution of the Council of the City of Kenai, Alaska, rescinding Resolution 76-87 and substituting therefore the pro- visions of this resolution confirming the reassessment roll as corrected for Sewer Improvement District No. 73-S3." MOTION: Councilman Ambarian moved, seconded by Councilwoman Glick, for adoption of Resolution 76-110, rescinding Resolution 76-87 for Sewer Improvement District No. 73-93. Motion passed unanimously by roll call vote. B-8: Resolution 76-111 - Transfer of Funds - Legislative Mayor Elson read Resolution 76-111. "He it resolved by the Council of the City of Kenai, Alaska, that the following transfer of monies be made within the 1976-77 General Fund Budget: From: Legislative - Transportation - ($500) To: Legislative - Miscellaneous - $500. The purpose of this resolution is to transfer funds within the Legislative budget for a Christmas Party. " MOTION: Councilman Ambarian moved, seconded by Councilman Whelan, for adoption of Resolution 76-111, transferring funds within the 1976-77 General Fund Budget (Legislative) in the amount of $500.
