KENAI LIBRARY The Council gave the Pledge of Allegiance. ROLL CALL: Members present - H. J. Steiner, James Doyle *, A. L. Hudson, Johnson, Tru McGrady *, Robert Norene and Mayor John Steinbeck. Members absent - None. B: PUBLIC HEARINGS * Doyle in now. B - 1: Ordinance 238-73 - General Penalty and Interest The Clerk read the Ordinance by title. The Mayor recessed the meeting and opened it up for a public hearing. There was no public participation so the public hearing was closed. * McGrady in now. • Norene moved and Johnson seconded to adopt Ordinance 238-73 - General Penalty and Interest. Mr. Navarre stated he had talked with the City Attorney about the prevailing interest and penalty on previous assessment districts. Each case will have to be reviewed. The motion to adopt Ordinance 238-73 carried unanimously by roll call vote. Voting yes; Steiner, Doyle, Hudson, l Johnson, McGrady, Norene and Mayor Steinbeck. C: PERSONS PRESENT SCHEDULED TO BE HEARD: None. D: MINUTES The Minutes of Regular Meeting of December 19, 1973, were approved as distributed. H-2: City Attorney's Report Not present. MINUTES, KENAI CITY COUNCIL MEETING, JANUARY 2, 1974 Page two F: OLD BUSINESS F - 1: Wien Consolidated Mr. Navarre reported Wien Consolidated have suspended service for one year. He spoke with Jack Green, City Manager of Homer and Al Hudson concerning protesting the discontinuation. They felt they should relinquish the service altogether and open it to other companies. Councilman Hudson felt we not only should protest the Kenai route but them having the route from Anchorage to Kodiak. After more discussion, it was the consensus of Council to have the City Manager pursue the line or relinquishment. Councilman Johnson asked about the jet start system. He felt it should be rebuilt or get a new one. Mr. Navarre stated he has the Civil Defense and a man from F.A.A. looking for one. He further stated he doesn't know if there are funds for it. Maybe could be funded through Airport Funds. It was the consensus of Council to have the City Manager proceed if there are funds available. _ Councilman Norene felt that being the Airport is our biggest asset, we should pursue having Kenai named an alternate airport. He spoke with a man from F.A.A. and he said Wien still has to touch down periodically. Councilman Hudson stated he does get calls to use Kenai as an alternate but they never materialize. G: NEW BUSINESS G - 1: Bills to be paid - bills to be ratified None. G - 2: Lease of City land procedures (discussion) Mr. Navarre stated he is in the process of reviewing the land leasing program to improve and update the procedures. He will establish a cross index card file with the name of leasee and the due date. While going through the files, he found some of the leases have expired. He felt a procedure should be developed in using a straight 6% of land value for the lease rate. We would go through Planning $ Zoning and draw up a straight procedure and eliminate confusion. Perhaps rather than leasing with a development plan, give them a 90 day of 6 month option, so they could have an opportunity to do planning prior to leasing. MINUTES, KENAI CITY COUNCIL MEETING, JANUARY 2, 1974 Page three G - 2 - continued Councilman Johnson asked if Administration, as yet, has a map showing what lands belong to the City. Mr. Navarre stated we have one in the office. He hopes to make a recommendation to Planning & Zoning for land disposal by spring. Councilman Norene felt right now is not the prime time for interest. The area will increase in activity and business. He does not want to promote speculation. G - 3: Request for final payment - Kelly's Construction Co. Mr. Navarre stated this project has been hanging for quite a while and has been trying to get this settled. The memo before you lists the sub contractors and suppliers who have claims due, outside of one contractor who has currently filed suit. There is one problem with Tuttle Masonry with a charge 1r' back. Also a problem with a Fire Dept. door. Kelly's have offered $200.00 towards this. We would hold a retainage of $919.82. Doyle moved and McGrady seconded to authorize the City Manager to make joint checks with the people as listed on Kelly's memo of 12/21/73, including $200 deducted for the door. Councilman Steiner asked if we can collect the grant money now and Mr. Navarre stated yes. The motion carried unanimously by roll call vote. G - 4: Leash Law - Febr. 1, 1974 to March 1, 1974 Mr. Navarre reported Dr. Barnes will be holding a rabies clinic February 8 & 9. He would recommend the leash law be in affect from february 1, through March 1,1974. Johnson moved and Doyle seconded to have the leash law in affect from February 1 to March 1, 1974. The motion carried by roll call vote with McGrady dissenting. H: REPORTS H - 1: City Manager's Report Mr. Navarre stated we have not received the audit as yet but will keep Council informed. Councilman Hudson stated he hopes the patrolmen make two or three stops at the airport a day even though Wien has discontinued. Mr. Navarre stated he will work with the �. Police Chief on this. We are losing one officer. The airport is a public place and it is good to check in and walk around. Mr. Navarre stated he has talked with Sam Best and he said there is work to be done with the Borough Attorney. Councilman Norene stated he spoke with the assessor and the re-evaluation of Kenai and North Kenai is coming up and felt we should urge for Kenai's re-evaluation. Councilman McGrady felt this is not the wisest time for this because of the economy. Councilman Norene stated this will not appear on the rolls until 1975. There is a need for even assessments, they are not consistant. Councilman Steiner felt this was the time to get started, not necessarily for the increase but for equalization. Steiner moved and Norene seconded to direct the Administration to draft a letter to affect re-evaluation of property within the City of Kenai in 1974. The motion carried by roll call vote with Hudson and McGrady dissenting. Mayor's Report No report. City Clerk's Report No report. Finance Director's Report Not present. Planning & Zoning's Report No meeting. Borough Assemblymen's Report Assemblyman Johnson reported the Assembly met informally with the legislative delegation last Friday evening to discuss the upcoming legislative session. Johnson moved and McGrady seconded to adjourn. There was no objection and was so ordered. MEETING ADJOURNED 8:SS P.M.
