CITY ADMINISTRATION BUILDING
The Council gave the Pledgo of Allegiance.
ROLL CALL: Members rp esent - H. J . Steiner, C.E. Johnson, Tru McCrady, James
Hornaday, Robert Norene, James Doyle and Mayor John Stelnbeck.
Members absent - None
With consent of Council F - 9 - Smoking Ban Council Meetings, G - 9 -
Kenai Elementary School, H - 1 - Clean City Streets and H - 1 Green
Belt around Airport, were added to the Agenda.

C: PERSONS PRESENT SCHEDULED TO BE HEARD:
None.
C) D: MINUTES
The Minutes of the Regular Meeting of May 2, 1973 were approved as
distributed.
Hornaday moved and Steiner seconded to correct the Minutes of April 18,
1973, page ten, H-5, the first paragraph should continue to read, "Hornaday
requested this special audit be referred to the Mayor's Committee on Budget,
Audit and Finance and for them to submit a report back to Council".
Unanimous consent was asked and granted.
E: CORRESPONDENCE
E - 1: Court & Office Building - George Easley
Commissioner Easley wrote he had forwarded a copy of our lease for the
proposed Court & Office Building in Kenai to the Alaska State Housing
Authority for their review.
E - 2: Senator C. R . Lewis
Senator Lewis thanked the Mayor for his friendly letter of April 20, 1973,

F - 1:
Mommsen S/D - Grant
Mr. Glotfelty received a letter from the Division of Water and Air Quality
Control stating the State will participate in 25% funding on this project.
Mr. Kjelstad reported the plans and specifications are here and a few
have been picked up. June 13th is the opening of the bids.
F - 2:
Civic Center
Mr. Glotfelty reported Administration had a meeting Monday with Bob
Oehler of Kenai Steel Building and electrical and mechanical contractors
regarding the Civic Center. We should have the price at the next meeting.
F - 3:
Ordinance 7.17-73 -- _Qtting place for Council Meetings
Administration recommends approval of this ordinance.
Hornaday moved and Doyle seconded for the introduction of Amendment 41
of Ordinance 217-73. The motion carried with Johnson and Norene dissenting.
After some discussion Doyle moved and Hornaday seconded for introduction
of Ordinance 217-73 - Setting place for Council Meetings. The motion carried
by roll call vote with Johnson and Norene dissenting.
F - 4:
Ordinance 220-73 - Appointment responsibility - Finance Director
Deferred until the arrival of the City Attorney.
F - 5:
Harold Doss - Chauffer's License
Mr. Glotfelty stated Administration recommends disapproval. The
license was disapproved by the Police Chief and the City Attorney
recommends disapproval stating the only way Council could approve
It would be to amend the ordinance.
Doyle moved and Johnson seconded to accept Adminstration's recommendations
and disapprove the Chauffer's license to Harold Doss.
Councilman Hornaday left at this time.

Mr. Doss asked who could initiate a change In the ordinance and was told
this comes from Council.
The motion carried unanimously by roll call vote.
Councilman McCrady gave notice of reconsideration without specifying a date.
Insurance Proposals
Finance Director's recommendation
Administration recommends placing the insurance out to bid and amending
the recommendation to include "for a three year period".
Doyle moved and Steiner seconded to accept the Administration's
recommendation and put the insurance out for bid for a three year period.
Unanimous consent was asked and granted.
Community Clean Up
Mr Elson stated the Lion's Club is sponsoring the Clean Up Week again this
year. Ellis Cheney, President is coordinator. The Junior High is not
participating this year because of conflicting activities. The City is
corrdinating the collection. There will be no charge at the dump May 21st
through May 26st. Car bodies will be hauled to the dump during the week
days but requires a release to be signed. Pepsi Cola are donating some
prizes, pepsi and litter bags. There will be a weiner roast at the F.A.A.
grounds.
The Administration is to report on the progress of condemnation at the
next meeting.
Ordinance 220-73 - Appointment Responsibility - Finance Director
Mr. Glotfeity stated Administration opposes the ordinance. He doesn't
think its thorough enough and would like to have a Councilman sign
all checks.
Johnson moved and McGrady seconded to table the Ordinance. There was
no objection and was so ordered.

F - 9: Ban Smoking - Council Meetings
Steiner moved and Norene seconded that smoking be permitted at the
Council Meetings. The motion carried by roll call vote with Johnson
dissenting
G: NEW BUSINESS,
G - 1: Ordinance 221-73 - Airport User's Fee
The Clerk read the ordinance in its entirety. The City Manager is in
favor of the ordinance. There is a need to raise revenues on the airport.
The City Attorney stated it is not in the form it should be. It does not
' enact a code section.
Mr. Glotfelty stated it is In the form of a special ordinance and could be
rescinded at any time.
Steiner moved and McGrady seconded to table the ordinance. The motion
carried by roll call vote with Johnson dissenting.
Doyle moved and McGrady seconded to recess the remainder of the
agenda to attend graduation exercises. The motion carried with Steiner
dissenting.
MEETING ADJOURNED 9:00 P.M.
