REGULAR MEETING
NOVEMBER 15, 1972
8:00 P.M. - KENAI LIBRARY
The Council gave the Pledge of Allegiance.
ROLL CALL: Members present - Tru McGrady, 11. J. Steiner, Jamos Doyle,
James Irornaday *, C. E. Johnson F Mayor John Steinbeck.
* In late
Members absent - Robert Norene
A - 1: Public Hearing - Trailer Ordinance - Ordinance 210-72
Mayor Steinbeck closed the meeting and opened it up to the
public for a hearing on Ordinance 210-72 - Trailer Ordinance.
The Clerk read the Ordinance by title.
Gam.
The Mayor then asked for comments from the public.
Mr. Green - What areas is this Ordinance going to cover?
Mr. Hackney - This will cover all commercial trailers in
the c ty mits. East of Main Street, in the rural residential
area, residential trailers will be allowed and replaced, with a
= building permit. West of the boundary, residential trailers
there are permitted to stay indefinitely but not replaced.
Mr. Green - What is the reason for this? What's it going to
efi 1p7
Mr. Hackney - It will upgrade the city.
Mr. Green - This will cause people to move out. If they burn
out in tTiis one area, they can't have another trailer. This
should have the vote of the people.
Mayor Steinbeck asked Mr. Hudson, Chairman of the Planning 4
Zoning Commission to explain the Ordinance.
Mr. Hudson stated it was the Commission's feeling that this
is a system for upgrading the city. The people of the East
side of town can replace trailers. The west side has the
least number or persons affected. Several subdivisions
restrict trailers by covenants. The commercial trailers will
be phased out over a period of five years.
Calvin Quandt - I just sold a trailer on a lot. Will this man
67—allowed to stay?

A - 1 - Public 11oaring - Ordinance 210-72 - 'Trailer Ordinance - continued
P**4 Mr. Hudson - Yes, he can stay, but after January 1, 1973,
die cannot replace his trailer with another one.
Mr. Carlson - What constitutes a trailer? One certain
oun at ons they are no longer a trailer.
Hornaday in now.
Mr. Fisher read the definition of a mobile home from the
Kenai City Code. "A mobile home is any vehicle or structure
used or intended for use as a dwelling and designed for
transportation after fabrication on streets and highways
on its own wheels or on flatbed or other trailers, and arriving
at the site where it is to be occupied as a dwelling complete
and ready for occupancy except for minor and incidental un-
packing and assembly operations, location on jacks or permanent
foundations, connection to utilities and the like."
Mr. Chapman - I live on Tinker Lane. This ordinance does not
ninclu a us at this time but what about the future?
Mr. Hackney - We have no idea of what will happen in the
uture. t is not our intention to rezone that area.
Councilman McGrad - The people who build homes are discriminated
,. against. They Wave to go down to frost free base. A trailer
T now can pull up and sit on anything. If you live in a
residential area there is nothing to protect you from having
a trailer house move in beside a $40,000 or $50,000 home.
What would you do if you wanted to build?
Mr. Hood - No doubt build in something like Redoubt Terrace
w ere t ere are covenants against trailers.
J Mr. Quandt - If the ordinance is adopted, when is it effective?
Mr. Hackney - January 1, 1973.
Mr. Miller - Can trailer parks be built and what constitutes
a tra ler park?
Mr. Jaynes - Two or more trailers constitutes a trailer park
n the city. They are allowed.
Mr. Hudson reported the Planning F Zoning Commision have been
working on a trailer ordinance for over a year. They have
held two public hearings. At the first hearing there were
four in opposition, only two were affected. At the other
public hearing, three showed up and they were in favor of the
ordinance as written.
Mr. Hood - Put it up for a vote, let the people decide.
