SPECIAL MEETING - KKNAI CITY COUNCIL - CANVASS BALLOTS
8:00 P.M. - JANUARY 27, 1971
ROLL CALLS Members present - Mayor Morin, Charles Bailie, Bob
Bielefeld, Jim Doyle, Jim Hornaday, Hugh Malone, and Flo McCollum.
Also presents Ray Burt Acting City Manager, Jim Hookey, Ken Stock,
Lester Borgen and George Ackerson.
The Deputy City Clerk reported that there were 13 Absentee Ballots
and 22 Challenged Ballots. Of the 22 Challenged Ballots only four
were registered voters of the City.
A positive Motion was made by•Malone and seconded by Bielefeld
to accept all of the Ballots: Voting for Flo McCollum - Against -
Morin, Bailie, Bielefeld, Doyle, Malone and Iiornaday.
Challenged Ballot No. 1: Paul Karaffa, Jr. His Registration was
located by the Judge. Motion by Bielefeld and seconded by Bailie
to accept this Ballots Motion carried unanimously.
Challenged Ballot No, 2: Coral W. Seymour - His registeration was
verified from the City's files. Motion by Bielefeld and seconded
by Bailie to accept this Ballots Motion carried unanimously.
Challenged Ballot No, 3: Marion L. Sellers - His registeration
was varified from the City's files. Motion by Bielefeld and
seconded by Bailie to accept this Ballot.
Challenged Ballot No. 4: Joann Hyatt - Her registration card was
found in file as it had been overlooked by Election Judge. Motion
by Bielefeld and seconded by Bailie to accept this Ballot.
Mayor Morin read the accounting from Judges from Precincts one and
two and the :four votes were tabululated by Council.
Mrs. McCollum.asked'.if the Judge whom was not eligible to serve as
judge had counted any of the Ballots. She was advised that this
person was replaced at 1:55 P.M. and counting of the Ballots did
not start until after 8:00 P.M.
Lester Borgen, Jim Bookey and George Ackerson: speaking from the
floor questioned the legality of the election. After much dis-
cussion the Mayor requested that we move on to canvassing the Bal-
lots and come back to their discussion.
Malone moved: Bailie seconded to tabulate the Ballots and accept the
Judges certification of Ballots cast. Motion carried unanimously.
Mayor Morin left at this time.
Mr. Fisher the City Attorney was asked to join the Council to answer
questions from the floor.
Mr. Borgen asked about the legality of the Charter Amendment regarding
the interpretation of "more than sixty days of less than sixty days"
for an election for Charter change. Mr. Fisher advised it was his in-
terpretation that it meant within sixty. days.

Malone advise that the Election Date Change had be set forth with
a 9 to 1 margin by the voters.
Jim Bookey said we need a Charter Change to avoid all the confession.
Ray Burt advised him that we are working on getting a Charter Commission
to study all phases of the Charter and determine what should be changed.
This will take time.
Mr. Fisher advised that the Code provides for contesting of the election.
' Bailie moved that the meeting be ajourned: seconded by Flo McCollum.
