MINUTES OF KENAI CITY COUNCIL, REGULAR MEETING -MAY S, 1971 ROLL CALL: Members present - Robert Bielefeld, James Doyle, James orna ay, Hugh Malone, Tru McGrady, Robert Norene, Mayor John Steinbeck and Junior Councilman Nancy Powers. Members absent - Junior Councilman Browning. B: PERSONS PRESENT SCHEDULED TO BE HEARD B - 1 Ernie Knackstedt - Elks Mr. Knackstedt asked Council if the Elks liquor license can be moved out of Kenai then moved back in. The Council told him they might entangle many problems in doing this and advised him to leave the license in Kenai. C: MINUTES The Minutes of Regular Meeting of April 7, 1971, were approved as read. D: CORRESPONDENCE D - 1 Carroll M. Craft - Dept of Education, Office of Vocation e a tation The Clerk read a letter from Carroll M. Craft concerning the transferring of Mrs. Jetta Brewer from the Anchorage office to the Kenai office. D - 2 Joseph Henri - Special Assessments Mr. Henri informed the City Manager of a bill pending in legislature that would compel the State to pay its special assessments and urged the City of Kenai to work towards passage of such a bill. D - 3 Everett Simpson - Kenai National Guard Armory Mr. Everett Simpson sent a tentative schedule for the Kenai National Guard Armory. 1. Architects are present in final working drawing stage. 2. Final working drawings and specifications in this office for final review May 15, 1971. Bid opening date approximately July 14, 1971. S. Award of construction contract approximately two weeks after bid opening. D - 4 James A. Anderegg - Soldotna Sewage Treatment Plant. A letter was read from James A. Anderegg concerning the dumping of treated sewage into the Kenai River. The City Manager gave Council a copy of the Corps of Engineers Public Notice No. NPA 71-38. All replies to this notice should reach their office not later than May 21, 1971 to insure consideration. The Council felt the City should ask for a continuance until the City could get further answers from the State Fish: -and Game and the Federal Fish and Wildlife, and so directed the City Manager to do so. D - S James A. Anderegg - Joint Council Meetings. Mr. Anderegg commends the Cities of Kenai and Soldotna on their joint effort in resolving a very i difficult and trying situation. With consent of Council Agenda Item F - 4, will be heard at this time. F - 4 Road between N.B.A. and Royal Redoubt. The Council was presented with a petition with 102 signatures requesting the road between the Royal Redoubt and N.B.A. be constructed. The Kenai Planning & Zoning recommended the building of the road. After much discussion Bielefeld moved and Norene seconded that a two way road be constructed between the Royal Redoubt and N.B.A. with the stipulation there will be no left turns off Willow Street to the access road. And the expense not to exceed the budgeted amount with Kenai Shopping Center paying SOS. The motion carried unanimously by roll call vote. It was the consensus of the Council that the road should be contracted out. MINUTES OF KENAI CITY COUNCIL MEETING, MAY 5, 1971 Page three E: REPORTS E - 1 City Manager's Report (a) Things to do list - 4/7/71 The City Manager reported the Things to do list of 4/7/71 all have been accomplished. (b) Kenai City Capital Improvement Program The City Manager 4 City Attorney conferred with the Bond Council concerning Kenai's Capital Improvement program. They felt the concept was good. Mr. Fisher worked all day with Attorney Forest W. Walls. _Their �`. efforts produced Resolution 71-12 Ordering Bond Election. It was suggest by the Attorney and our Financial Advisor, Mr. Meyers that the projects be broken out in a total of 8 propositions, with the 9th proposition on sales tax. The City Attorney said it was essential that Resolution 71-13 be passed tonight. Fisher has not had time to go through his 28 pages of notes he took at the meeting. (c) Trip to Seattle - Memorandum The Clerk read part I and part II of the memorandums to Council from the City Manager. The City Attorney and the City Manager met with the Bond Council concerning the lease purchase of the City's distribution system to H.E.A. It is not as simple as first anticipated. The City should not enter into any agreement whether it be Lease Purchase or Management Agreement until the bond holders have been contacted and have agreed in concept to the method of financing which we are proposing. (d) Budget Review - May 12, 1971 (work session) 1971-72 There will be a work session of the Budget, May 12, 1971, at 7:30 P.M. in the City Manager's Office. (e) Public Notice N.P.A. 71-38 - Corps of Engineers. This item taken up under Agenda Item D - 4. r­ MINUTES OF KENAI CIIY COUNCIL MEETING, MAY 5, 1971 Page four E - 1 (f) Letters of Commendation (fire) The Fire Department sent letters of commendation to Oran Holloway, Robert Burns, Bob Anderson and Boyd Gilgore, for saving the life of Carlos Perigrino in a fire a few weeks ago. E - 2 City Attorney's Report Taken up under Agenda Item E - 1 (b) E - 3 Mayor's Report Mayor Steinbeck would like to thank Bruce Massey and Red Jaynes for their efforts put forth over the week- end on the Cgpital Improvement Program at the Trade Fair. He would also like to thank the Mayor's Steering Committee, Mr. Johnny Johnson and Mr. Jim O'Connell. E - 4 City Clerk's Report No report E - 5 Finance Director's Report Ray Burt presented Council with the Finance Report. The budget sessiond will start May 12, 1971. Later on in the Agenda he will present Resolution 71-15. E - 6 Planning & Zoning Commission's Report Red Jaynes gave the report for Planning $ Zoning ' Commission The Kenai Planning F Zoning Commission went over the proposed street naming and numbering with Stan McLane. The project is in the final stage. The Commission reviewed two Airport leases. A petition was presented to the Commission requesting the road between the Royal Redoubt and N.B.A. be constructed. The Commission recommends again that Council approve the construction of this road. E - 7 Borough Assemblymen's Report Hugh Malone gave the Borough Assemblymen's Report. April 20, 1971, the Assembly approved the bid 3.5 million dollars school bonds to the Bank of America. The Assembly approved the contest for the Borough Seal in the Borough Schools. The prize will be a savings bond not to exceed $175.00 Mr. Cone told the Assembly that Con Stress is moving out. They hire out of Anchorage and have to pay i subsistance. The Assembly will have an additonal cost of $320,000 to $ 340,000 to continue work on the Homer school. The architect or the engineering firm is the cause of the delay. The Assembly has received a claim from the Contractor (Cost Plus) the Assembly will 1 to the architect and engineer. F: OLD BUSINESS F - 1 Resolution 71-12 - Ordering Bond Election Norene moved and Doyle seconded to adopt Resolution 71-12 Ordering Bond Election. The motion carried unanimously by roll call vote. F - 2 Resolution 71-13 - Amending Sales Tax Resolutions 71-7 an With the changing from 1 proposition to 8 propositions the directory language will have to be changed. Bielefeld moved and Norene seconded to adopt Resolution 71-13 - Amending Sales Tax Resolutions 71-7 and 71-10. The motion carried unanimously by roll call vote. F - 3 Repeal of Resolution 71-6 There is a need for a Resolution to repeal Resolution - 71-6. ' Malone moved and Doyle seconded to adopt Resolution 71-15 repealing Resolution 71-6. The motion carried ' unanimously by roll call vaote. F - 4 Road between N.B.A. and Royal Redoubt Taken up after Correspondence on the Agenda. F - 5 Budget Review There will be a work session on the budget review y May 12, 1971 at 7:30 P.M. in the City Manager's office. I f i I 1� MINUTES OF KENAI CITY COUNCIL MEETING, MAY S, 1971 Page six G: G - 1 G - 2 G - 3 G - 4 G - S NEW BUSINESS Resolution 71-11 - Committee on Asin Hornaday moved and Malone seconded to adopt Resolution 71-11 Endorsing the Kenai Mayor's Council on Aging application for Federal and State Assistance and pledging financial assistance. The motion carried unanimously. Resolution 71-14 - Request to borrow $120,000 Malone moved and Doyle seconded to adopt Resolution 71-14 - Request to borrow $120,000. The motion carried unanimously. Lease Lots 1 F 2, Small Aircraft Apron - Donald Hines Doyle moved and Hornaday seconded to accept the lease as proposed for Lots 1 & 2, B 2, Small Aircraft Apron to Donald Hines. The motion carried unanimously by roll call vote. Lease Lots 7 § 8, B 1, CIIAP - Jerry Bruton Malone moved and McGrady seconded to approve the lease of Lots 7 & 8, B 1, CIIAP to Jerry Bruton.1 The motion carried unanimously by roll call vote. Malone moved and Norene seconded to direct the Administration to prepare a rate study on Airport Land as soon as convenient. The motion carried unanimously. Approval of Airport Layout Plan The Administration needs approval of the Airport Layout Plan to get government funds. After much . discussion Malone moved and Bielefeld seconded to. approve the Airport Layout Plan of June 1969 with the provision hte secondary runway by the Small _ Aircraft Apron be deleted. The motion carried four to three. Voting yes; Bielefeld, Doyle, Malone and McGrady. Voting no; Hornaday, Norene $ Steinbeck. G - 7 Resolution 71-16 - Purchase of lots K $ L Beaver Creek Alaska Subdivision from the state 01 Alaska. Norene moved and Bielefeld seconded to adopt Resolution 71-16 - Authorizing the Purchase of lots K & L Beaver Creek Alaska Subdivision from the State of Alaska. The Council requests Administration to bring the item back to Council when the purchase price is available before the purchase. The motion carried unanimously by roll call vote. G - 8 Public Hearing - Moose Range There will be a public hearing June 25, 1971, at the Junior High School Auditorium on the Moose Range: G - 9 Dogs Hornaday desires some positive proposal on the dog problem be presented at the next Council Meeting.
