Members absent - Junior Councilman, Browning and owers . B: PERSONS PRESENT SCHEDULED TO BE HEARD C: MINUTES The Minutes of the Regular Meeting were approved as read. D: CORRESPONDENCE D - 1 From Hornada to Lt. Governor Boucher - Leasing Inlet. owwer Cook The Clerk read a letter written to Lt. Governor from Hornaday concerning leasing the Lower Cook Inlet. D - 2 David 0. Nicholls - Sewer Line Outfall The time limit for receipt of comments concerning the sewer line outfall in the Kenai River has been extended to June 10, 1971. E: REPORTS E - 1 City Manager's Report (a) Things to do list - 5/5/71 The things to do list has been complete except Airport rate study, which is in progress. (b) Capital Projects - Review The Council were furnished with sample ballots for the election, May 25, 1971. (c) Special Election Saturday and Sunday the Fire Department will go from house to house with their yearly report and printed matter on Capital Improvement Projects. MINUTES OF KENAI CITY COUNCIL, REGULAR MEETING, MAY/I, 1971 page two E - 1 continued - Reports (d) The Mayor's Steering Committee on Capital Improvements are sending out a flyer on the Capital Improvements Program. The Mayor is sending out a letter to the registered voters. Ray Burt will address the BPW Club Friday night on the Capital Improvement Program. The Mayor's Steering Committee will provide riders to the polls. There will be a question and answer program on KSRM Monday night, May 24, 1971. Clean - Up Week - May 24 thru Thursday 29th The Mayor has written a Proclamation, declaring Monday, May 24th as Clean Up Day. At 12:30 P.M., the students from Kenai Junior High will be out picking up litter. The City will use their equipment to take the debris to the dump. The Police and Fire Department will control traffic. The City will furnish pop to the students. Request from Child Development Center for $5,000 The N.B.A. will loan them $5,000 for the Child Development Center. Monies the City has been able to capture The City has been able to capture these monies in 3 h months: $526,000 Airport; $90,000 Small Boat Harbor; $560,000 Sewer Treatment Plant; $30,000 Access Roads; and $40,000 Civic Center (pre -planning), for a total of $1,246,000. City Attorney's Report The City Attorney would like to remind Council the need to amend Ordinance 167-69 to conform the City's code to the Street Naming and Numbering Project. �a MINUTES OF KENAI CITY COUNCIL MEETING, MAY 19, 1971 page three E - 3 Mayor's Report Trip to Washington D.C. The Mayor and Mr. Glotfelty will be going to Washington D. C. concerning the sale of the electrical distribution system to H.E.A. They will be making the rounds to see the Alaskan Legislature. E - 4 City Clerk's Report No report E - 5 Finance Director's Report Ray Burt put before the Council a draft of the ^ budget in final form. After the election, major changes may have to be made. We should have sufficient cash operation capital. Hopefully, we will not have to borrow next year during the lean months. E - 6 Planning & Zoning's Report Fisher reported the Planning & Zoning approved an access road from the North end of Gill St. to the Spur Highway. The Street Naming and Numbering is in the final stages. Mr. McLane will bring finished maps and index cards to the next meeting. ^ E - 7 Borough Assemblymen's Report Hornaday gave the Borough Assemblymen's Report. The Assembly went over the budget for at least two hours and reduced it department by department, and then rescinded the motion to reduce it and passed the budget as proposed. The Chairman recommended an in -step increase for Borough employees. The hospital will open June 12, 1971. Governor Egan will be there. The Wilderness area was discussed. F: F - 1 G: G - 1 G - 2 E� The Assembly are allowing 2 more liquor licenses, one in Anchor Point and one in the Hope area. The Assembly will have their next meeting in Seward concerning zoning problems there. OLD BUSINESS Amending Ordinance 167-69, Street Naming and Numberin The introduction of this ordinance will be brought up at the next Council Meeting of June 2, 1971. Malone stated that once the map is approved, there is a demand for small maps of street names and numbers and the City should look into this. NEW BUSINESS Resolution 71-17. Industrial Water Grant The Grant has been written up and the resolution must accompany it. Malone moved and Bielefeld seconded for adoption of Resolution 71-17 - Industrial Water Grant. The motion carried unanimously. Resolution 71-18 - Transfer of land to Kenaitze Indian Tribe George Miller Jr., President of the Kenaitze Indian Tribe, came to the City and asked if the City could make lands available for low cost Native Housing. The Kenaitze Indian Tribe can get Grants through the Federal Native Housing Act to build 25 to 50 low income houses. The City would stipulate they must provide streets and water and sewer hook-up. Bielefeld moved and Norene seconded to table Resolution 71-18 to have it go back to Planning and Zoning for their recommendation. G - 3 Special Use Permit - Andy's Flying Service The Council had no objection to renewing Special Use Permit - Andy's Flying Service and Golden Key Cab (both permits are in conjunction). G - 4 Access Road - Redoubt Terrace S/D There is presently only one access road from the Redoubt Terrace S/D. The Fire Department and Burton Carver are concerned about this. After much discussion, Bielefeld moved and Norene seconded to allow the access road only to be constructed by the State to alleviate traffic. The motion failed unanimously. Malone moved and Doyle seconded to direct the City Manager to see if another access road to be acquired by the developer and if not, get permission from the developer to make the access. The motion carried unanimously. G - 5 Opening of Bids - Dock Repair The City sent out four proposals and received three. Proposal #1 - Doyles Excavating Total City Cost $5,616.00 Proposal #2 Port of Kenai Total City Cost 6,624.00 E Proposal #3 - Haller Construction Not responsive to request instructions. The City Manager stated the cost was above the anticipated amount and recommends all bids be rejected. Malone moved and Doyle seconded to reject all bids. The motion carried with Doyle and Norene dissenting. MINUTES OF KENAI CITY COUNCIL MEETING, MAY 19, 1971 page six G - New Business continued. The bid will go out again in approximately two weeks to include total project (fill in also) and will give a beginning date. G - 6 Resolution 71-19 - Central High School The Council feels the need for the completion of Kenai Central High School, to include an auditorium, swimming pool and whatever additional classrooms necessary to eliminate the portables for a minimum of 800 students. Malone moved and McGrady seconded for the adoption of Resolution 71-19 and asks for unanimous consent. The motion carried unanimously. G - 7 Valhalla Heights The street problems in Valhalla Heights have been looked into again. The developer has until September 30, 1971 to bring roads up to standard and the roads will be accepted by the City. It was the consensus of the Council that if no solution is made by mid summer, an assessment district will be set up.
