Minutes of Special Meeting of June 30, 1971 were approved as read. D: CORRESPONDENCE D - 1 Letter Gov. William A. Egan - Corps of Engineers The Governor acknowledged receipt of a copy of a letter sent to Mr. David J. Nicholls of the Army Corps of Engineers. D - 2 Letter Representative Nich Begich - Customs Begich regrets the Bureau of Customs does not feel that there is sufficient justification for establishing a customs office in Kenai at this -' time. D - 3 Letter Senator Mike Gravel - Kenai Harbor Survey Senator Gravel feel the study of deep draft navigation for Southcentral Alaska was expecially worthy and that significant economics could be realized if this survey was undertaken in con- junction with harbor surveys at Homer, Kenai, Ninilchik and Seward. E: REPORTS E - l City Manager's Report (a) Review Progress - Capitol Improvement Program The architect for the Civic Center Complex will hold four meetings with the Mayor's Committee getting their criteria and imput. MINUTES OF KENAI CITY COUNCIL REGULAR MEETING, Page Two JULY 7, 1971 There is $100,000 in bond issue to get underway with the Water System. The City has received no petitions from the citizens for water or for street improvements. The Fire and Police Building plans are well underway and will be advertised by July 25 or 27th and will be completed this fall. F.A.A. has accepted the Airport Development proposed and is A-1 priority. It has been reviewed in Anchorage and forwarded to Washing- ton, D. C. with Anchorage's approval. We should hear from Washington, D. C. in three to four weeks. Quite a bit of work has been accomplished in the Municipal Park. The electricity is in and Water and Sewer is underway. The Tesoro people have installed an announcing booth for the up- coming State Championship Little League Tournament. Signs are up, the area is seeded and fertilized. Cement has been poured for the posts and the fence will go up tomorrow. The Summer Recreation Program has been a success. More people have registered for the program than ever before. Bids have been received and awarded on the Small Boat Harbor - The bid was awarded to Christianson Construction Company. The awarding of the bid for the Kenai Armory will be within a week and construction started within a month. The grant from State FWQA is hung up in Juneau for lack of basin study and regional study. A brief discussion occured on the site of the Fire Training Program. The City Manager to bring back to Council for discussion at the next meeting sites available and recommendations. E - 2 City Attorney's Report On vacation MINUTES OF KENAI CITY COUNCIL REGULAR MEETING, Page Three JULY 7, 1971 E - 3 Mayor's Report Mayor Steinbeck received a phone call at 10:00 A. M. today inviting him and the City Manager to meet with the Mayor of Soldotna and one or two representatives. Mr. Glotfelty and the Mayor met with them in Soldotna at 1:00 P. M. The Soldotna Council, their City Engineer and Consulting Engineer were all present. The Mayor and City Manager invited them to the Council Meeting this evening to discuss Kenai's objection to the sewer outfall as they felt the Kenai Council needed more representation. Hornaday moved and Doyle seconded to have the City Manager write to the Corps of Engineers requesting a public hearing in Kenai or Soldotna on the Soldotna outfall sewer requesting presen- tations from U. S. Fish and Wildlife, Corps of Engineers, State Fish•and Game, Alaska Environ- mental Quality, Health and Welfare and any other interested agencies or people. The motion carried unanimously. E - 4 City Clerk's Report No report E - 5 Finance Director's Report The books have been closed for June. The figures have been forwarded to Marshall & Myers for their prospective. The financial report will be out within three or four days. The auditors will be back tomorrow. We are in fairly good shape as far as the audit is concerned and it should be out sometime in the middle of August. E - 6 Planning & Zoning Report There was no report but Hornaday strongly urged the Kenai Planning and Zoning Commission to study in detail a new Ordinance the Borough is going to submit concerning planning and zoning within first class cities. h MINUTES OF KENAI CITY COUNCIL REGULAR MEETING, Page Four JULY 7, 1971 City Manager, Ed Glotfelty, introduced Mr. Chadwick from Colorado to the Council. He is Jerry Chadwick's father, who works for the City. E - 7 Borough Assemblymen's Report Hugh Malone reported on the Borough Assembly Meeting held in Soldotna July 6, 1971. The Assembly introduced an Ordinance amending the Election Ordinance, so there will be no confusion on the votes in a candidate election. The Assembly voted to curtail funds to bring the Borough salaries in line with State salaries. There is 13,500 short in budgeted funds for salary increase. The Assembly introduced an Ordinance requiring purchases of over $5,000 be put out to bid. The Chairman reported an Ordinance he will be submitting concerning zoning within first class cities. The Assembly approved a change order on the Homer school for $15,000, a change order on the Seward school for $206 and a change order on the Seldovia school for $12,500, sewer line extension. The Assembly approved the expenditure from Capitol Improvement budget for $5,000 for the hot lunch program. The Assembly reviewed and approved the plans for the North Kenai Fire Station. F: OLD BUSINESS F - 1 Mayor's Committee for Capitol Improvements The City Manager submitted a list of names for the Mayor's Committee on Capitol Improvements. He asked for deletions and additions. Park & Recreation - Add Phyllis Morin Small Boat Harbor - Add Phil Ames and Leo Oberts F - 2 Proposed Law Suit - Borough Planning and Zoning The Council feel we should proceed with this suit, to clarify the situation and bring every- thing in focus as to what power belongs to whom. Norene moved and Malone seconded to direct the City Manager to draw up a suit for review at the next Council Meeting to determine the powers of Planning and Zoning between the Borough and the Assembly as well as reapportionment. The motion carried unanimously with Hornaday abstain- ing. Hornaday will undertake to contact other Council on this. Bielefeld suggested the City hear Mr. Jefferies as interim City Attorney during Fishers absence, if he is willing. There were no objections and was so ordered. "I F - 3 Ordinance 200-71 - Street Naming and Numbering Malone moved and Bielefeld seconded for intro- duction of Ordinance 200-71. The motion carried unanimously by roll call vote. Bielefeld requested people be told they can petition to reserve old names. G: NEW BUSINESS G - 1 Ordinance 201-71 - Sale of One Million Dollars of Genera 0 mat on Bonds Bielefeld moved and Malone seconded to declare an emergency for Ordinance 201-71. The motion carried unanimously by roll call vote. The Mayor declared a recess and opened the metting for a public hearing on Ordinance 201-71. There was no public participation so the public hearing was closed. 1 1' MINUTES OF KENAI CITY COUNCIL REGULAR MEETING, Page Six JULY 7, 1971 Bielefeld moved and Hornaday seconded for the adoption of Ordinance 201-71 - Sale of One Million Dollars of G. O. Bonds. The motion carried unanimously by roll call vote. Voting yes: Bielefeld, Doyle, Hornaday, Malone, Norene, and Mayor Steinbeck. G - 2 Resolution 71-29 - Support Public Works Malone moved and Norene seconded for the adoption of Resolution 71-29 - Support Public Works. The motion carried unanimously. Bielefeld left now to air evacuate a man to Anchorage. G - 3 Cost of Accountant The City Manager gave figures of the cost of an accountant for a three month period. He was instructed to negotiate with Mr. Siddle regarding salary. G - 4 Contract for Sales Tax Administration Agenda item dropped. G - 5 Corps of Engineers - Public Notice NPA 71-52 Kenai Packers Doyle moved and Norene seconded to direct the City Manager to write a letter stating the City of Kenai does not object to dumping cooked or frozen fish waste into the Kenai River. The motion failed 3 to 2. G - 6 Letter from Halcro-Alaska Parking Company Malone moved and Doyle seconded to have the City Manager negotiate with Alaska Parking Co. the termination of contract and that any cost involved be referred again to Council. The motion carried unanimously. Malone moved and Doyle seconded for the adoption of Resolution 71-30 - Authorizing Signatures. The motion carried unanimously. Mayor's Committee - Fort Kenay The Mayor's Committee on Fort Kenay met June 24, 1971. They recommended the installing of rest rooms up stairs on over hang, removal of burned log building, a slab fence in the rear and a chain link fence in front of the complex. The City Manager will get a better detail of work to be done before asking for Council approval. PERSONS PRESENT NOT SCHEDULED TO BE HEARD - CfTTZEMTS'GrtjEvANcE AND REQUEST Ed Ferguson Mr. Ferguson wanted to divide a lot in CIIAP but cannot according to the City's Zoning Ordinance as commercial lots cannot be less than 75 feet wide.
