HomeMy WebLinkAbout1970-05-13 Council Minutes - Special MeetingO SPECK MEETING - KENAI CITY COUNCIL - CANVASS BALLOTS 7:30 P.M. - MAY 13, 1970, Kenai Library ROLL CALL: Members present - Charles Bailie, Bob Bielefeld, Hugh Malone, and Mayor Morin; Members absent - John Hulien, Billy McCann and Florine McCollum. Also present; James Fisher, City Attorney, Ray Burt, Finance Director, Ormond Robbins, City Manager and Councilman - Elect Jim Hornaday. The Acting City Clerk announced that the Administration had not re- ceived any formal written or oral protests as to election procedures. Mayor Morin opened the meeting to receive any protests as to election procedures. There were none and the public hearing was closed. The Clerk stated that there were 7 absentee ballots and three chal- lenged ballots to be considered. Challenged ballot No.l, that of Norris Cresswell because he was not registered in either precinct; Motion made by Bielefeld to not ac- cept this ballot; Seconded by Bailie. Motion carried unanimously. Challenged ballot No. 2, that of Clarence Richardson because he was not registered in either precinct; Motion made by Malone to not ac- cept this ballot; Seconded by Bielefeld. Motion carried unanimously. Challenged ballot No.3, that of Ralph C, Bryant because he was not registered in either precinct; Motion made by Bielefeld to not ac- cept this ballot; Seconded:.by Malone. Motion carried unanimously. Mayor Morin read the accounting from Judges' and Clerks' certificates from Precinct Nos. i and 2, copy of which accompanies these minutes. Mayor Morin opened and read the results of the 7 absentee ballots and Council tabulated the votes. Councilman Bailie moved to accept the Judges Certificates for the ballots from the two precincts. Malone seconded; Motion carried unanimously. Mayor Morin announced the total canvass of votes and each Councilman signed the Certificate of Canvass, copy of which accompanies these minutes. Registration cards of those voting match the number of ballots cast in both precincts. We had about 33 people who came -in to vote who .were not registered in either precinct. Most people were confused as to whether they were registered with the City or the State. Of this number, only three insisted on -voting - thus the three challenged ballots. A double check of voter registration cards and the permanent registration file showed that these three people had.never registered with the City. These ballots should be rejec ted. A Mr. tietzgar also insisted he had registered, but was too angry to vote a challenged ballot, or to register for the next election. The Judges made a courteous effort to oblige him, and not to deny him a vote if at all possible. However, he has never regis- tered with the City either. I am reporting on this incident in case he approaches Council with his protest. I would especially like to thank Jeff Schultz for doing such a good job on having the Rec Center in spic and span condition. I understand he did it all himself. .. . SIGNED DATE
