At Roll Call.t Members Present - Charles A. fiatlie, Rnhert Bielefeld,
James Doyle, James Hornaday, Hugh Malone, Fl on nN Mr Vol.lum, and mayor
Eugene H. Morin. Members Absent - none.
B-Is Ralph Pettersen submitted a petition regarding the re -opening of the
road between Barite Co. and the Inlet Co. TIu: fishermen have no ingress
egress to the beach. Council advised him therm were no public lands there,
they arc all leased. Red Jaynes stated however there is 200,000 sq ft. of
land that could be leased. This has a 200 ft. river frontage. The state
wants to put in a ramp and floating dock. The state would put in the initial
Installation and the city would maintain the facility. Red Jaynes wanted a go-
ahead from Council to start negotiations with Don Freeman. Doyle male the
motionfor Jaynes to precede. Malone seconded - the motion passed unanimously.
B-2s Tom Aekerly was present to discuss building permits in Iliamna S/D.
He was advised there will be no permits issued in this subdiVIsion until the
streets are in. Ackerly stated Jess Robinson is to bring the roads up to
specifications for City acceptance. Council advised him to write a letter to
the City Manager, advising him of Robinson working on these roads and his
intentions. When this is a matter of record, the City Manager will take
appropriate action as to building permits.
B•3s G. J. Spracher,from Arrow Cab, was not on hand to discuss his memo
to Council concerning permission to enter the City carrying passengers to
and from his base in North Kenai. Council stated he could enter the City
with passengers but could not initiate business within the City of Kenai
without a permit. Council requested the City Manager to so advise him.
B-4s John Schwamm & Jeff Hassler from Kenai Shopping Center asked the
Council if the City was going to approve construction of a road between N.H.A.
and the Royal. Redoubt. Council advised him the matter was before the
Advisory Planning and Zoning Commission and Council would wait for their
recommendation before acting upon this matter. Schwamm advised Council of
their intent to make improvements back and to the side of the Center. Mayor
Morin stated we could not say no to improvements in the Shopping Center since
rYc` funds were available under the provisions of the Etolin S/D lease and the
projects would not be handled at City expense.
Cs E-5 paragraph 2 - corrected to read the City of Anchorage is not resisting
the bid for Kenai as an alternate airport. It is apposed by the Bureau of Cuatoms.
E-It City Manager Ormond Robbins reported:
I. BOB Nestel and City Manager Robbins made a tour of the City reviewing
traffic hazards. These were giving top priority. Two weeks ago these were
80 eliminated and are 98% eliminated now. Robbins -is going to invite the
state inspectors to matte a tour of the City not less than one a quarter and
the results are to be published in the news media.
2. The City Manager adoed for council approval of the Agreement between
Kenai Recreations Council and the City of Kenai. Bielefeld moved to adopt the
proposed agreement. Malone seconded. Motion passed unanimously.
Bielefeld moved to expand the City's insurance plan to cover the agreement.

Doyle seconded the motion. The motion passed unanimously. This would cost
r4mghly $1,000.
3. Bruce Massey reported the water line was completed. The pump house is
on the site and will be completed next week end. There were acme difficulties,
there were more service lines than they expected and are more roads to gravel
and complete. There are a few leaks in the line, two in the swamp area and
one on higher land, which they are repairing now. A resume on the cost of the
project will be in, in approximately 30 days.
With consent of Council F-2 and 0-3 were taken up at this time.
F-2s Bill Spilling reported the 1969-70 audit was nearing completion. The
auditors report and recommendations will be forthcoming.
0-3t Bill Spilling made a proposal for the audit of 1970-71 for Arthur Young
and Co.
Vernon Johnson made a proposal for the audit of 1970-71 for Peat,
Marwick and Mitchell Co.
There were no other companies represented at the meeting, however they
have been notified and will be considered.
E-ls City Manager's report continued.
4. Chief Wisecarver reported on warm storage areas for the Crash truck and
other vehicles. He recommended the Chris Berg build in CIIAP. Doyle made a
motion to accept Chris Berg's building the warm storage at $800.00 per month.
Bailie seconded. The motion passed unanimously.
E-3s Mayor Morin reported he could not attend the Municipal League Meeting
in Fairbanks Oct 21 through 24. He recommends that an elected official attend.
E 4s Finance Officer Ray Burt asked the Council for authority to cancel
KCL bonds in the amount of $10#000 which were purchased by the City from its
own bond issue at 979� ($9,750). The purchase was authorised by Council action
' on 5 June 1968 and the bonds were acquired 1 -Ieptember 1970. Burt pointed out
that it was now proper for the City Council to order eaneeilation of these
bonds. McCollum moved, Bielefeld secondedp that the Finance Officer take
this action. Motion passed unanimously.
Ray Blurt and Red JayneR made a study of saleable land within the City.
They displayed a map of City owned land. A proposal was made to Council that
this study be a continuing program so as to determine what are City lands,
their value and saleability. This study is being done to defray installation
costs of utilities abutting City owned lands.
#-?t Malone reported his 1 year term of Borough Assemblyman was up Oct is 70.
He showed his appreciation in serving in this capacity. McCollum moved to have
Malone serve one more year term. Bailie seconded. The motion passed
unanimously. Council requested that the City Manager notify the Borough
Assembly. Malone stated the Tri Borough Air Polution Committee will hold an
open meeting Wednesday Oct. 28,70.

F-1: Malone made a motion to adopt Ord. 186-70 with an insertion in Sec 7-3,
line six to read 11shall be exempt from property tax levied by the CiIX of Kenai."
Bailie seconded. After some discussion of the proposed ordinance, it was tables
for future consideration when the City Manager advised Council that it had not
yet been posted or publicized.
F-3: Malone moved to authorize payment on KCL Line truck after receipt of "Truth
and Lending Law" rom the compwW. Bielefeld seconded. The motion passed
unanimously by roll call vote.
0-18 Malone moved to adopt Resolution 70-17, supporting the effort to
encourage maximum utilization of Kenai Municipal Airport and establish a
U. S. Customs office at Kenai. Hornadaa seconded. The motion passed
unanimously by roll call vote.
0-21 Malone made a motion to adopt Resolution 70-18, amending the Personnel
Regulations for the City of Kenai. Hornaday seconded. The motion passed
unanimously by roll call vote. Council recommended this document be available
for perusal to all employees old and new.- Ray Burt stated there would be a
synopsis of this document distributed to all employees.
G-4t Doyle moved to accept the Kenai Chrysler Center's alternate bid for
police vehicle. Hornaday seconded. The motion passed unanimously by roll
call vote.
Q-5: Bielefeld moved to ratify acceptance of water pump bidq awarded to Kenai.
Supply Co. McCollum seconded. The motion passed unanimously. Mrilone stated
he had not been contacted when Council was polled on the bid award.
Q-6s Bailie moved and McCollum seconded that the City of Kenai has no objection -
to the construction of Tesoro Service Station on Lot 1, Block 1 0u ty S,[D9

Q-7: Hornaday moved and Bielefeld seconded to accept assignment of lease from
Hacalog to COMMUity College subject to approval of fire inspector Chief

0-8: Bai11e moved, Hornaday seconded to � Ordinance No.187-7 providing
for the change of general election date from the second Tuesday in MY to•2nd Tues in Oct.
each year and providing for a referendum on the ordinance by the voters of the
City of Kenai. there was considerable discussion by the Council, as to how the
procedure would be implemented and whether there would be two special elections
Involved. Mayor Morin stated that the ordinance as presented was not drafted
in accordance with his intent and that it was not his purpose to maintain present
inombents in office until October of 1471. He said that a further special election
could be called if the voters approved the referendum, thus eliminating the
need for a regular election. He stated that the Intent was to conform with
standards established in other cities and to give newly elected officials an
opportunity to familiarize themselves with tho city budget. After much discussion
the motion passed with amendment.

0-9: Hornaday moved and Malone seconded to recommend approval of application
for games of chance and skill to the National Secretary's Association Inc.,q
Beluga Chapter. The motion passed unanimously.
H-1: Frank Christianson asked Council if the City was going to clean up
and gravel his drive way they tore up in the water project. He was advised
this would be done.
The meeting adjourned 11:30.
