DECEMBER 2, 1970
A - ROLL CALL: Members present - Charles A. Bailie, James Hornaday,
Hugh Malone and Florine McCollum
Members absent: James Doyle, Robert Bielefeld, and Mayor
Eugene H. Morin.
With consent of Council, Councilman Bailie will preside over
the Council Meeting as Acting Mayor. Also with Council consent
the Agenda was amended thus: after roll call the swearing in
of Junior Councilmember Nancy Powers; delete F-3, Sno-Shoe
Gun Club and add H-1, Roger Meeks and Jetret Petersen- of the
Historical Society and H-2, Clarence Ladd
Acting Mayor Bailie gave Junior Counci lmember Nancy Powers the
Oath of Office.
With consent of Council A-1 and F-1 will be heard together.
Councilman Doyle came in at this time.

The hearing was open to the public. Kelly Dickson spoke against
the transfer and Ordinance 189-70. Jack Conright spoke for the
transfer and the Ordinance. There was no more public participation
so the discussion was brought back to Council table. Malone
moved and McCollum seconded to amend Ordinance 189-70 deleting
the last sentence of Section 2-5 (a) "Such license may be
transferred from the Joe Consiel family and after one (1) such
transfer shall no longer be further transferrable." and deleting
the entire Section 2. The hearing was again open to the public.
Kelly Dickson stated the amendment was even less desirabid.
Jack Conright spoke for the amendment. Elsie Consiel stated
her name has appeared on the license since 1968 and the license
has been approved each year. The motion was brought back to the
Council table. The motion passed with Bailie and Hornaday voting
No and Doyle, Malone, McCollum and Powers voting yes. Malone
moved and McCollum seconded to adopt Ordinance 189-70, as amended,
for second reading and passage. The motion carried with Hornaday
voting no, and Bailie, Doyle, Malone, McCollum and Powers voting
yes.

The minutes were approved as corrected, A-1 Ordinance 127i,70
corrected to read Ordinance 127-67.

Bielefeld came in at this time, and presided over the remaining
portion of the meeting as Vice Mayor.

E - 1 City Manager's Report
(a) tor. Robbins reported the Police Dept. has a new radar unit on
hand. It will not be used until all personnel has been fully
trained and the public is adequately informed that it is going
to be used to enforce speed laws.
The Police Dept. are initiating a four hour daily training
session which will simulate every conceivable emergency
situation that the City may face, such as school bomb threats,
aircraft bomb threats, search and seirure, airport disasters, etc.
It is the future intent of the City Police to select
several qualified and interested high school students and work
them in as junior auxiliary of the police force, a cadet
training program thatswill open the door to future training.
(b) All necessary forms for Kenai's comprehensive water and sewer
program have been completed and mailed to the State Division of
Environmental Health and to the Federal Dept. of Housing and
Urban Develgpment.
(c) Scandanavian Airlines are investigating the possibility of
utilizing Kenai Municipal Airport as an emergency landing
field for their DC-81s.
(d) Chief Wisecarver reported there is a Mack Fire Engine available
in Allentown, Pa. for immediate purchase, in lieu of the
Seagraves pumper that is supposed to be delivered in March.
Malone moved and Doyle seconded to give K.VFD authority to buy
the Mack pumper if he is satisfied with the specs. The
motion passed unanimously by roll call vote.
! Junior Councilmember Browning came in at this time.

E - 2 City Attorney's report.
Fisher advised the training sessions on radar warbing will
be widely publicized befo;oe the City Police make arrests.
He also announced Judge Hansen will be sworn in December 12,
1970 at 2:00 P.M. at the Kenai Junior High School with a
reception immediately after at the Court House. The public
is invited.
Fisher presented his opinion on purchases by contract.
The Council has received the City's Manager's resignation.
Bailie moved and Doyle seconded to accept, with regret, Mr.
Robbins's resignation. The motion passed unanimously. The
-- Council regrets his ddscision and appreciates his service.

E - 5 Finance Director's Report
Mr. Burt told Council of the visit from Larry Carroll, Chief
of Licensing Division of 4Wa He discussed the program of
joint effort audit of gross business license tax receipts.
Mr. Burt also reported the fiscal condition for the three
months are going extremely well.
He will schedule a budget revision prior to Christmas.
E - 6 Red Jaynes bid for comments from the Council on the proposed
mobile home Ordinance. Council asked Mr. Fisher to recommend
to Planning and Zoning to have a public hearing on this, giving
as much publicity as possible.
E - 7 No report
in F - 1 Deferred until next Council meeting of December 16, 1970.
F - 2 Stan McLane showed Council some maps he will use in naming
and numbering streets. He has never been given the go-ahead
for the project. The City Manager was instructed to do this.
McLane stated the job should be finished by May or June 1971.
He aslo added when it was finished it will need to be followed
th roughOy a department of the City.
G - 1 Bailie moved and Malone seconded to accept the Agreement for
Mutual Aid in Fire Protection. The motion passed unanimously
by roll call vote.
G - 2 Bailie moved and McCollum seconded to accept Resolution 70-25
Supporting the Effort to Encourage the Development of Adequate
Port Facilities in the Kenai Area.
,- H-2 Clarence Ladd complained to Council of the water hole on
Riverview Drive. He was assured the Dept. of Public Works
would get right on this. Council asked the City Manager to
report on this at the next meeting.
H - 3 Lester Borgen asked Council about the "private hunting preserve."
Council recommended the City Manager write Marathon, Fish &
Wildlife, & F.A.A. before the next hunting season to revoke
the former agreement and open padlocked gate and open it to public.
H - 4 Bill Cornelius asked Council if scotch lights or something
si-milar could be used to identify Willow Street. Council
stated this should be corrected with the widening of the highway.

li - 5 After much discussion Bailie moved and Doyle seconded to
initiatec.a,,petition to the Borough Assembly to get one more
representative on the Assembly from the City of Kenai. The
motion passed unanimously.
H - 1 Jetret Petaasonnand Roger Meeks from the Historical Society
asked Council to reconsider allowing Betty Ames to move her
gift shop down status at Fort Kenay, as it is a community
building. Malone moved and Hornaday seconded to rescind
the previous agreement with Betty Ames permitting her to move
down stairs. Mr. Ames pointed out that meetings could be
held upstairs and the gift shop could have lattice work to
allow people to the rest rooms and to the kitchen. Bailie
moved and McCollum seconded to table the motion until the
next meeting so maybe the Historical Society and Betty Ames
could come up wift some satisfactory arrangement. The motion
passed unanimously.
The Historical Society asked the City for the loan of a fork
lift and an operator for one day to help Roger Meeks at the
Fort Kenay complex.
The City Manager announced the household shower for Father
Cyril Bulashevick will be held on Monday, December 7, 1970.
The ballots of the election of December 8, 1970 will be canvassed
December 9, 1970 at 8:00 P.M. at the Kenai Library.
